Foreign Minister Le Hoai Trung congratulated Ambassador Jaya Ratnam on successfully completing his mission in Vietnam, making significant contributions to upgrading Vietnam-Singapore relations to a comprehensive strategic partnership during General Secretary To Lam's official visit to Singapore in March 2025.
Emphasizing that Vietnam always values its traditional friendship with Singapore, a comprehensive strategic partner and a key economic and knowledge partner in the region, Foreign Minister Le Hoai Trung suggested both sides effectively implement the Action Program for the newly signed Comprehensive Strategic Partnership, serving as a guideline for bilateral cooperation over the next five years.
He also called for the early establishment and implementation of a Strategic Dialogue mechanism between the two ruling parties; leveraging the five pillars of the Framework Agreement on economic connectivity, to make Vietnam-Singapore cooperation a model relationship as desired by the high-level leaders of both countries. This is especially important in areas where both sides have strengths and needs, such as renewable energy, science and technology, digital economy, digital transformation, innovation, port development, financial centers, and smart cities. Additionally, exploring trilateral cooperation models to help bridge the development gap in the region.
In light of the complex and uncertain global and regional situation, Foreign Minister Le Hoai Trung stated that the strong relationship between Vietnam and Singapore is a "constant" factor to address the "ever-changing" circumstances. He thanked Singapore for standing by Vietnam during difficult times, most recently with relief shipments to northern provinces of Vietnam to mitigate the aftermath of typhoons and floods.
Expressing gratitude to Foreign Minister Le Hoai Trung for the meeting, Ambassador Jaya Ratnam shared his delight in witnessing Vietnam's remarkable progress. He felt honoured to have contributed to the successful organization of 10 high-level delegation exchanges over the past four years, opening up new avenues of cooperation such as wind power trade, rice trade, and carbon credits. Furthermore, he helped maintain Singapore's position as the second-largest global investor in Vietnam and established an additional seven VSIPs during his term, bringing the total to 20 across 13 provinces and cities in Vietnam.
Affirming that he will continue to nurture Vietnam-Singapore relations in any capacity, Ambassador Jaya Ratnam emphasized the development of second-generation VSIPs with a greater focus on science and technology, making security and defense, and human resource development new pillars of bilateral cooperation. He aims to foster deeper connectivity, not only in physical infrastructure but also in data and people connections.
Ambassador Jaya Ratnam also expressed his hope for continued close cooperation and mutual support at regional and international forums, especially in 2027 when Vietnam hosts APEC and Singapore chairs ASEAN.
