*During the meeting with Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn, Foreign Minister Le Hoai Trung extended warm congratulations on the occasion of Cambodia's 72nd National Day (09/11/1953-09/11/2025); expressed gratitude to Cambodia for sending a delegation led by Deputy Prime Minister Sok Chenda Sophea to attend the signing ceremony of the UN Convention on Cybercrime in Hanoi (25-26/10).
Deputy Prime Minister and Minister Prak Sokhonn extended sincere congratulations to the Government and people of Vietnam on the significant achievements following recent economic and social reforms; praised the insightful leadership of the Communist Party of Vietnam and the Government's close guidance, which have helped maintain political stability, sustainable growth, and increasingly assert Vietnam's important role in the region and internationally.

Both sides reaffirmed the importance and priority of strengthening and developing the good-neighborly relations, traditional friendship, and comprehensive, sustainable cooperation between Vietnam and Cambodia. They expressed satisfaction with the progress in bilateral relations in recent times. To further enhance the effectiveness and substance of bilateral relations, both sides agreed to coordinate well in preparing for upcoming diplomatic activities between the two Parties and States. They also confirmed their commitment to preparing well for the 21st Meeting of the Vietnam-Cambodia Joint Committee on Economic, Cultural, Scientific, and Technical Cooperation, co-chaired by the Foreign Ministers of both countries. The focus will be on making breakthroughs in economic cooperation to achieve a bilateral trade turnover of 20 billion USD in the near future and promoting increased connectivity in transportation infrastructure and logistics between the two countries.
Discussing recent global and regional developments, both sides emphasized the importance of solidarity among Vietnam, Cambodia, and Laos, as well as ASEAN unity and consensus in the current context. They agreed to continue consultations and exchanges on strategic issues, contributing positively to building a cohesive, resilient, and strong ASEAN Community. Foreign Minister Le Hoai Trung welcomed and congratulated Thailand and Cambodia on signing a Joint Declaration between the two Prime Ministers on the outcome of the meeting in Kuala Lumpur on October 26 to peacefully resolve border issues; appreciated the mediation and reconciliation efforts of the countries; and expressed confidence that this Joint Declaration will lay the foundation for a long-term peaceful solution. He affirmed Vietnam's readiness to participate in ASEAN's joint efforts to support Cambodia and Thailand in fully and effectively implementing this Agreement.
On this occasion, Foreign Minister Le Hoai Trung urged Cambodia to facilitate investment activities and boost the export of goods between the two countries; to expedite the completion of land border demarcation and marker planting between Vietnam and Cambodia, aiming to build a peaceful, stable, and cooperative border for mutual development.

* During the meeting between Foreign Minister Le Hoai Trung and Thai Foreign Minister Sihasak Phuangketkeow, Foreign Minister Sihasak Phuangketkeow affirmed that Vietnam is a key partner of Thailand in Southeast Asia. The Thai Ministry of Foreign Affairs will closely cooperate with the Vietnamese Ministry of Foreign Affairs to arrange and prepare well for upcoming high-level visits and bilateral engagements, contributing to further promoting the comprehensive strategic partnership between Vietnam and Thailand. Both Foreign Ministers agreed to closely coordinate in implementing the specific and important outcomes of the 4th Vietnam-Thailand Joint Cabinet Meeting; to expedite the development of an Action Program to implement the comprehensive strategic partnership for the 2026-2030 period, with practical cooperation content between the two countries in the new phase.
Evaluating economic, trade, and investment cooperation as a pillar in bilateral relations, both sides affirmed their determination to soon achieve a bilateral trade target of 25 billion USD in a balanced manner; agreed to closely coordinate in building and implementing the "Three Connections" Strategy. The two Foreign Ministers also expressed their determination to promote cooperation in new potential areas, such as science and technology, innovation, digital transformation, digital economy, green economy, renewable energy, and equitable energy transition, contributing positively to the socio-economic development of each country.

On this occasion, both sides also exchanged views on several issues of mutual concern. Regarding the fight against illegal, unreported, and unregulated (IUU) fishing, the Thai Foreign Minister acknowledged Vietnam's efforts in this area and affirmed Thailand's readiness to enhance cooperation with Vietnam in joint exploitation activities and marine environmental protection.
Welcoming and congratulating Thailand and Cambodia on signing a Joint Declaration between the two Prime Ministers on the outcome of the meeting in Kuala Lumpur on October 26 to peacefully resolve border issues between the two countries, Foreign Minister Le Hoai Trung affirmed Vietnam's readiness to contribute positively to ASEAN's joint efforts to support the two countries in effectively implementing the achieved agreement.
Discussing security cooperation, both sides emphasized the importance of enhancing coordination and information exchange in combating terrorist and reactionary organizations; ensuring that no individual or organization is allowed to use the territory of one country against the other.
Both Foreign Ministers agreed to continue coordinating, consulting, and supporting each other at multilateral forums; strengthening solidarity and promoting ASEAN's central role in regional and international issues; cooperating in Mekong sub-regional development, managing and sustainably using Mekong River water resources; supporting peace, stability, security, safety, and freedom of navigation and overflight in the East Sea based on international law and the United Nations Convention on the Law of the Sea 1982 (UNCLOS 1982).

* During the meeting with Philippine Foreign Minister Maria Theresa Lazaro, Foreign Minister Le Hoai Trung affirmed Vietnam's high regard for its relationship with the Philippines and its desire to further promote cooperation in all fields, especially between the two Foreign Ministries, amid complex global and regional developments. Agreeing with Minister Le Hoai Trung's proposal, Minister Maria Theresa Lazaro affirmed the Philippines' commitment to the Strategic Partnership with Vietnam and pledged that the Philippine Ministry of Foreign Affairs will closely cooperate with the Vietnamese Ministry of Foreign Affairs to promote high-level and other exchanges in the near future, contributing to further enhancing bilateral relations.
On this occasion, both Foreign Ministers agreed to strengthen coordination and enhance the effectiveness of cooperation mechanisms and agreements between the two countries, such as the Joint Commission on Bilateral Cooperation; to meaningfully celebrate the 50th anniversary of diplomatic relations in 2026. They also agreed to explore potential areas in their relationship, including cooperation to ensure food security.
Concluding the meeting, Foreign Minister Le Hoai Trung extended an invitation to Philippine Foreign Minister Maria Theresa Lazaro to visit Vietnam.

* Meeting with Japanese Foreign Minister Motegi Toshimitsu, Foreign Minister Le Hoai Trung sincerely thanked the Government and people of Japan for their timely support to Vietnamese localities in overcoming the severe consequences of recent storms. Foreign Minister Le Hoai Trung congratulated Mr. Motegi on his appointment as Japanese Foreign Minister and expressed confidence that Mr. Motegi Toshimitsu will continue to make significant contributions to Vietnam-Japan relations.
During the meeting, both sides expressed satisfaction with the positive, comprehensive development of Vietnam-Japan cooperation and friendship across all fields, with higher political trust and substantial progress.
Foreign Minister Le Hoai Trung proposed that the Foreign Ministries of both countries continue to closely coordinate to deepen the Vietnam-Japan Comprehensive Strategic Partnership, effectively implement commitments and agreements between the two countries' senior leaders; enhance high-level and other exchanges; improve the effectiveness of cooperation mechanisms between the two countries; and complete procedures to implement the new generation ODA loan. Foreign Minister Le Hoai Trung also requested Japan's support for Vietnam's development model transition, increased cooperation in science and technology, and continued facilitation for the Vietnamese community living, studying, and working in Japan.
Both sides agreed to strengthen coordination on regional and international issues of mutual concern and at multilateral forums. Foreign Minister Motegi Toshimitsu emphasized Japan's support and readiness to assist Vietnam in successfully organizing the APEC Year 2027. Foreign Minister Le Hoai Trung requested Japan's support for Vietnam's candidate for the position of Judge at the International Tribunal for the Law of the Sea (ITLOS) for the 2026-2035 term.
Appreciating Minister Le Hoai Trung's cooperation proposals, Foreign Minister Motegi affirmed that Japan always considers Vietnam an important partner in the region; the Japanese Ministry of Foreign Affairs is ready to maintain close coordination with the Vietnamese Ministry of Foreign Affairs to promote Vietnam-Japan cooperation to develop deeply, commensurate with the level of the Comprehensive Strategic Partnership.
On this occasion, Foreign Minister Le Hoai Trung invited Japanese Foreign Minister Motegi to visit Vietnam soon and co-chair the 13th Vietnam-Japan Cooperation Committee meeting. Foreign Minister Motegi expressed gratitude and gladly accepted the invitation.
