This is the assessment of Politburo Member and Minister of Foreign Affairs Le Hoai Trung regarding the outcomes of Prime Minister Le Minh Hung's attendance at the 18th BRICS Summit and conducting bilateral meetings.
Minister, could you highlight the key outcomes of Prime Minister Le Minh Hung's participation in the 18th BRICS Summit and bilateral meetings in India?
At the invitation of Indian Prime Minister Narendra Modi, Chair of BRICS 2026, Prime Minister Le Minh Hung led the high-level Vietnamese delegation to attend the 18th BRICS Summit and conduct bilateral activities in India from September 12-13. This is one of Vietnam's important high-level multilateral diplomatic activities in 2026, following the success of General Secretary and President To Lam's state visit to India in May 2026.

Prime Minister Le Minh Hung's participation at the 18th BRICS Summit and bilateral meetings in India was highly successful. Within a very short time, just over 24 hours, the Prime Minister and the delegation carried out a dense, effective, and substantive diplomatic agenda. The Prime Minister attended and spoke at the 18th BRICS Summit; held talks with Indian Prime Minister Narendra Modi; and had numerous high-level meetings with leaders of BRICS member countries and partners. These included meetings with the Presidents of Russia, Indonesia, the Philippines, Burundi, the Prime Ministers of Malaysia, Ethiopia, the heads of delegations from Cuba, Saudi Arabia, and leaders of international organizations such as the UN Secretary-General, WTO Director-General, WHO Director-General, AIIB President, along with many Indian partners and enterprises.
Vietnam's participation in the 18th BRICS Summit, especially Prime Minister Le Minh Hung's speech, was highly appreciated by member countries and the host nation. Addressing BRICS's current concerns, the Prime Minister emphasised Vietnam's message of supporting and wishing for BRICS to work more closely with regional, inter-regional, and global multilateral mechanisms, contributing to peace, stability, cooperation, and providing equal and sustainable development opportunities for all nations; enhancing its role in promoting dialogue and cooperation, building and strengthening trust, contributing to finding solutions to global challenges, and promoting multilateral system reforms that comprehensively meet the interests of developing countries.
The Prime Minister also made three key proposals: First, transitioning from responding to fluctuations to proactively enhancing the resilience and self-reliance of economies; second, shifting from expanding cooperation scale to renewing traditional growth drivers alongside creating new, inclusive, and sustainable growth drivers; third, transforming cooperation opportunities in science, technology, and innovation into specific programs and projects, serving the common interests of nations, thereby bringing commitments and initiatives into practice.
These are practical proposals for BRICS and Vietnam, especially in the current international context. Indian Prime Minister Narendra Modi affirmed that Vietnam's contributions had helped enhance the stature of the Summit. Indian media also noted that Vietnam's presence not only boosts relations between Vietnam and BRICS but also enhances connectivity between BRICS and ASEAN.
Regarding bilateral activities, particularly the talks between Prime Minister Le Minh Hung and Prime Minister Narendra Modi, it was an important occasion for the leaders of the two Governments to evaluate the implementation of cooperation since the historic visit of General Secretary and President To Lam to India in May 2026, and the upgrading of bilateral relations to an enhanced comprehensive strategic partnership. Both sides agreed that bilateral relations have made positive and substantive progress in many fields; they also identified very specific directions and measures to effectively implement high-level agreements, bringing bilateral relations to deeper, more substantive, and effective development in the coming time.
Additionally, the meetings and exchanges of the Prime Minister with leaders of countries, international organizations, and many partners contributed to strengthening political trust, enhancing friendly relations, and promoting cooperation in areas of mutual interest; opening up new cooperation directions in the future.
It can be said that the participation of Prime Minister Le Minh Hung and the high-level Vietnamese delegation at the 18th BRICS Summit and bilateral meetings with Prime Minister Modi, BRICS member countries and partners, international organizations, and major Indian enterprises are concrete activities that actively and effectively implement the foreign policy of the 14th National Party Congress, including enhancing Vietnam's participation in multilateral institutions.
Notably, this year marks the 20th anniversary of BRICS's establishment – an institution increasingly valued in international and regional cooperation. Vietnam's participation in the Summit not only strengthens its involvement and contributions to BRICS as a partner country but also promotes relations with BRICS members and partner countries.
Through cooperative exchanges within the BRICS framework, we both consolidate mutual understanding and political trust, and harness new, practical cooperation potentials to contribute to the country's development in the coming time, especially in areas where the parties have strengths and are suitable for us, such as: diversifying trade and investment markets; opening channels for science and technology development; implementing specific projects on energy, infrastructure, human resource training, healthcare, education, tourism, culture...

Minister, could you share what measures Vietnam will take to concretize the outcomes of this visit in the near future?
Regarding future work, within the BRICS framework, Vietnam will actively coordinate with member countries and partner countries to continue participating and contributing to cooperation pillars that align with Vietnam's capabilities, interests, and those of developing countries.
Among these are issues very much in line with Vietnam's interests, as emphasised by Prime Minister Le Minh Hung. These include enhancing the resilience and self-reliance of the economy; innovating old growth drivers and promoting new growth drivers with BRICS. Simultaneously, with BRICS members, partners, and developing countries, we will find specific methods and measures to enhance the role of multilateral institutions, serving the interests of developing countries, including Vietnam.
For bilateral cooperation programs, especially with India – a very important partner, both sides have identified a common spirit of strategic convergence and practical connectivity. We will continue to implement specific programs and plans at each level, sector, and locality. Along with that is the immediate implementation of exchanges and realization of agreements reached with partners, including very specific new proposals and directions that the Prime Minister has discussed with leaders of countries and international organizations at the conference.
The spirit is to transform commitments and agreements into specific projects and results, bringing practical economic benefits, and serving the country's socio-economic development goals.
