General Luong Tam Quang, Minister of Public Security, presided over the meeting. Also in attendance were Deputy Ministers of Public Security, representatives of several operational units of the Ministry, and the Hanoi Police. The meeting was attended by Ambassadors; Deputy Ambassadors, Chargé d'Affaires of countries in Vietnam, and representatives of various Vietnamese committees, ministries, and sectors.
This is an important diplomatic activity of the Ministry of Public Security following the 14th National Congress of the Party, expressing gratitude for the contributions, support, and assistance from foreign partners and international friends to Vietnam's Ministry of Public Security in recent times.
It is also an opportunity to promote cooperation and mutual understanding between Vietnam's police force and representatives of law enforcement agencies, diplomatic missions of other countries, and international organizations in Vietnam; strengthening close coordination with committees, ministries, and sectors, effectively contributing to national security and social order, and successfully implementing Vietnam's independent and self-reliant foreign policy.

Speaking at the meeting, Minister Luong Tam Quang extended heartfelt thanks and New Year greetings from Vietnam's Ministry of Public Security to international delegates, partners, and close friends; emphasizing the significance and importance of international cooperation amid a world and regional landscape full of changes. The Minister also affirmed the urgent need to create a peaceful and stable environment for all nations to develop.
The Minister conveyed the message from the 14th National Congress of the Communist Party of Vietnam, recently held successfully, regarding development and integration thinking, long-term political stability in Vietnam, and the consistent principle of an independent and self-reliant foreign policy, determined to join the international community in addressing common challenges of the era.
To promote cooperation in 2026 and the following years, Minister Luong Tam Quang stated that Vietnam's Ministry of Public Security will enhance international cooperation in security and law enforcement, deepening security cooperation between Vietnam and its partners, contributing positively to the international community's efforts in maintaining peace, rescue operations, and combating transnational crimes, terrorism, money laundering, high-tech crimes, human trafficking, and other non-traditional security threats.
The head of the Ministry of Public Security also affirmed a strong push for the implementation of the United Nations Convention against Cybercrime, aiming to make Vietnam a regional hub for cybercrime cooperation in the Asia-Pacific.

Minister Luong Tam Quang emphasized that Vietnam's Ministry of Public Security will continue to be a reliable address for Ambassadors, Heads of representative agencies, and international organizations to share mutual concerns and find solutions to elevate Vietnam's relations in general and security cooperation in particular to new heights; while ensuring absolute security and safety, creating the most favorable conditions for representative agencies and foreign citizens living and working in Vietnam.
Affirming that Vietnam has consistently been one of the world's leading secure and safe countries with increasingly enhanced defense and security capabilities, the leadership of the Ministry of Public Security acknowledged the immense support and assistance from international friends, including Ambassadors, Heads of representative agencies, and international organizations in Vietnam.

On behalf of the foreign diplomatic corps in Vietnam, Palestinian Ambassador to Vietnam Saadi Salama, Head of the foreign diplomatic corps in Vietnam, expressed deep gratitude for the warm reception by Minister Luong Tam Quang at the solemn and warm New Year meeting.

Ambassador Saadi Salama also extended the warmest congratulations to the Communist Party of Vietnam on the successful organization of the 14th National Congress of the Party: “We believe that under the wise and steadfast leadership of the Party, Vietnam will continue to stride confidently on the path of stability, prosperity, and deeper international integration”.
Ambassador Saadi Salama expressed delight at the acknowledgments from the leadership of the Ministry of Public Security towards the diplomatic community in Vietnam, as well as Vietnam's strong and consistent commitment to maintaining a peaceful, stable, and safe environment for diplomatic activities and international cooperation.
The Head of the foreign diplomatic corps in Vietnam highly appreciated the important role of Vietnam's Ministry of Public Security in enhancing cooperation with law enforcement agencies of other countries, promoting dialogue and mutual understanding, sharing valuable experiences, and effectively coordinating to address both traditional and non-traditional security challenges in a rapidly changing and complex world; while expressing confidence and reassurance of the international community living and working in Vietnam regarding the security and order ensured by the police force, who always “Stay awake for the people to sleep well, guard for the people to enjoy, taking the happiness of the People as their joy and reason for existence”.
