The conference aims to celebrate the 14th National Party Congress, responding to the 'Three Best: Most Disciplined - Most Loyal - Closest to the People' emulation movement launched by the Ministry of Public Security across the People's Public Security force. This is considered the first activity of the two organizations, right from the early days of the new year, demonstrating a proactive and enthusiastic spirit in implementing the directives of the Central Public Security Party Committee, the Ministry of Public Security Leadership; the Party Committee and Leadership of the Department of Foreign Relations, determined to successfully implement the Resolution of the 14th National Party Congress, the Resolution of the 8th Central Public Security Party Congress, the Congress of the Youth Union, and the Women's Congress at all levels, and the Resolution of the Party Committee of the Department of Foreign Relations on personnel work; youth and women's work for the 2025-2030 term.
With a spirit of initiative, innovation, and creativity, ready to take on difficult tasks, members have been the main force in foreign affairs, international cooperation, and human rights work, actively participating in serving important international events of the Ministry, directly engaging in activities serving the Ministry's leadership and leaders of units working with hundreds of delegations from security, police, intelligence, and law enforcement agencies visiting and working with the Ministry of Public Security of Vietnam and delegations from the Ministry visiting and working abroad...
Notably, the Women's Association has advised the Department's leadership to effectively implement the "Adopted Mother" program. The Department of Foreign Relations has adopted Dang Tai Tue, the second son of martyr Dang Anh Quan, Hanoi City Police, immediately after Comrade Quan sacrificed himself while on duty (August 2022). With the companionship of members, the adopted parents of the Department of Foreign Relations have arranged for the child to study at the Cultural School 1 - Ministry of Public Security. He is currently in 11th grade, striving to become a police officer in the future.
The Youth Union of the Department of Foreign Relations, Ministry of Public Security, was awarded a Certificate of Merit by the Central Committee of the Ho Chi Minh Communist Youth Union for outstanding achievements in youth union work and movements in 2025. Notably, one young member of the Department was honored as one of the 20 exemplary young people living beautifully in 2025.
At the signing ceremony of the 'Three Best' emulation movement, the Youth Union and Women's Association of the Department of Foreign Relations, Ministry of Public Security set common targets for building political courage, participating in community-oriented charitable activities, promoting activities towards the grassroots, and linking the emulation movement with specific, practical actions, with clear results, with 100% of members signing a commitment to implement the movement.
The youth and women's movement of the Department of Foreign Relations emulating "Three Best: Most Disciplined - Most Loyal - Closest to the People" should be identified as a major, profound movement with rich orientation. Each content and aspect in "Most Disciplined" "Most Loyal" "Closest to the People" is suitable and closely linked with the specifics of foreign affairs, international cooperation, and human rights - a field being promoted by the Party and State leadership as an important resource to lead the country into a new era of civilization and prosperity.
Speaking at the conference, Colonel Le Hoang Duong, Deputy Director of the Department of Foreign Relations, praised the proactive and responsible spirit of the Youth Union and Women's Association in advising on organizing the conference in a practical way, linking the review of union and association work in 2025, implementing the movement in the new year, new term, and launching the 'Three Best' emulation movement with Discipline as the foundation - Loyalty as the core - Closeness to the People as the measure. The Union and Association need to understand and correctly interpret the movement to implement it in line with the functions and tasks of the Department of Foreign Relations, strengthen coordination, guide localities; focus on the grassroots, train, guide the implementation of foreign affairs activities; support procedures and processes for overseas missions to be convenient and effective...
"The 'Three Best' emulation movement of the Department of Foreign Relations is not only a response to a major policy of the Ministry of Public Security but also a process of self-renewal and self-improvement to meet the mission requirements in the new situation. Therefore, I require each member to see it as a guiding principle in both thought and action, actively cultivating political courage, ethical qualities, and continuously learning to improve capabilities in all aspects," emphasized Colonel Le Hoang Duong.
"Most Disciplined - Most Loyal - Closest to the People" becomes the action motto, a measure of the quality, capability, and reputation of each officer and soldier; creating the people's trust and love for the image of the People's Public Security force, not only contributing to the protection of the Fatherland "early, from afar" but also promoting the image of the regular, elite, modern Vietnamese People's Public Security force to the world, especially in law enforcement and on multilateral forums.
