The memorial, named “Allied Friends – Vietnamese Soldiers”, is located in Patriot Park, on the outskirts of Moscow. It features three statues depicting Vietnamese international volunteer soldiers holding defensive positions and fighting in the battle to defend Moscow.
Inaugurated in 2024, the memorial for Vietnamese international volunteer soldiers stands as a testament to historical traditions and symbolizes efforts to strengthen and deepen the traditional friendship and comprehensive strategic partnership between the two countries.
General Phan Van Giang affirmed that, despite the ups and downs of history and global and regional changes, the people and armies of both countries have always worked together to nurture, preserve, and develop a profound and effective relationship.
General Phan Van Giang expressed respect and gratitude to the generations of leaders and people of both countries who have tirelessly fostered and strengthened the traditional friendship and comprehensive strategic partnership that exists today.

General Phan Van Giang emphasized that the people and the Vietnam People's Army always remember the profound, sincere, and effective support that the Russian Federation has provided to Vietnam in its past struggle for national reunification as well as in today's efforts to build and safeguarding the nation.
During his visit to the "Memory Road" museum complex and the main church of the Russian Federation's armed forces, General Phan Van Giang shared: “Visiting and learning about the history of the great patriotic war of the former Soviet Union (now the Russian Federation), we express admiration for the defense of the great nation's independence and the assistance provided by the former Soviet Union and present-day Russia to peace-loving nations worldwide. We will forever remember the support given to Vietnam during the resistance and in the construction of a socialist Vietnam. Forever grateful to the people and the country of Russia!"
