On May 22, in Moscow, during the official visit to the Russian Federation and co-chairing the second consultation session in the maritime field, General Phan Van Giang, Deputy Prime Minister, Minister of National Defense, and General Nikolai Platonovich Patrushev, Presidential Assistant, Chairman of the Russian Federation Council on Maritime Affairs, co-chaired the second consultation session in the maritime field.
Participating in the session were Senior Lieutenant General Nguyen Van Gau, Member of the Party Central Committee, Deputy Minister of National Defense; Vietnamese Ambassador to the Russian Federation Dang Minh Khoi.
Speaking at the session, General Phan Van Giang affirmed that Vietnam highly values the maritime power status of the Russian Federation; the Ministry of National Defense of Vietnam wishes to continue promoting increasingly profound and effective cooperation with the Russian Federation Council on Maritime Affairs in the maritime field.

Expressing his pleasure to co-chair the session with General Phan Van Giang, General Nikolai Platonovich Patrushev emphasized the contribution and importance of maritime cooperation in deepening bilateral defense cooperation, in line with the orientation of the comprehensive strategic partnership between Vietnam and the Russian Federation. General Nikolai Platonovich Patrushev assessed that bilateral cooperation in this field still has much potential and room for development.

General Phan Van Giang and General Nikolai Platonovich Patrushev agreed that, based on the contents agreed upon at the first consultation session in Vietnam, cooperation in the maritime field has been actively implemented by both sides, achieving many positive results, contributing significantly to the overall comprehensive strategic partnership between the two countries. Notable areas include: naval cooperation; signing of cooperation documents; shipbuilding industry; scientific research cooperation in the maritime field within the framework of the Vietnam-Russia Tropical Centre for research on marine resources, environment, and islands, conservation, and restoration of ecosystems, marine environment; cooperation in maritime services and transport. Training cooperation is a highlight in the cooperation relationship between the two countries, including naval officer training.

Based on the achievements and to further deepen the cooperation relationship between the Ministry of National Defense of Vietnam and the Russian Federation Council on Maritime Affairs, both sides agreed to continue coordinating the implementation of the agreed cooperation contents, focusing on areas such as: effectively implementing the signed cooperation documents; strengthening cooperation between the two countries' naval forces; training; scientific research; maritime transport cooperation...
Also at the session, the two sides signed and exchanged the Cooperation Plan in the maritime field between the Ministry of National Defense of Vietnam and the Russian Federation Council on Maritime Affairs for the period 2026-2030.
