The Ministry of Foreign Affairs held this conference to inform the Foreign Minister’s decision on the acceptance of officials from the Party Central Committee’s Commission for External Relations.
Attending the conference were Standing Deputy Minister Nguyen Minh Vu; Deputy Ministers Ngo Le Van, Le Anh Tuan, and Do Hng Viet; ministry leaders, unit leaders, and officials from various units within the Ministry of Foreign Affairs.
In line with the Politburo’s policy on restructuring and consolidating organizational apparatuses as outlined in Resolution No. 18-NQ/TW, the organizational structure of the Ministry of Foreign Affairs has now been completed. It integrates the functions and responsibilities of the Party Central Committee's Commission for External Relations and certain functions of the National Assembly’s Foreign Affairs Committee, as stipulated in Government Decree No. 28/2025/NĐ-CP dated February 24, 2025.
To implement the functions and responsibilities defined in this decree, the Ministry of Foreign Affairs has also completed personnel arrangements based on existing staff and officials received from the Party Central Committee's Commission for External Relations.

Speaking at the conference, on behalf of more than 2,500 diplomats and staff working domestically and abroad, Deputy Prime Minister and Minister Bui Thanh Son warmly welcomed officials from the Party Central Committee's Commission for External Relations to the big family of the Ministry of Foreign Affairs.
He emphasized that this merging marks a historic milestone in the process of building a strong, professional, comprehensive, and modern diplomatic sector.
The event took place at the time as the Party Central Committee's Commission for External Relations celebrated its 75th anniversary (November 1, 1949 – 2024) and when preparations were underway for the 80th anniversary of the diplomatic sector’s establishment (August 28, 1945 – 2025).
Deputy Prime Minister and Foreign Minister Son also expressed his delight in learning that, right after the Lunar New Year, various units had actively engaged in meetings and discussions to implement the integration process. The leading units have been swiftly guiding others to finalize decisions on functions, responsibilities, and organizational structures.
He emphasized that the integration of the Party Central Committee's Commission for External Relations into the Ministry of Foreign Affairs aligns with the Party’s broader policy of building a streamlined, efficient, and effective political system. In a spirit of strict compliance with higher-level directives, he called on the entire diplomatic sector to join hands in successfully carrying out this important task.
"We must work together to build a new Ministry of Foreign Affairs—one that consolidates the three pillars of foreign policy: Party diplomacy, state diplomacy, and people to people diplomacy—fully leveraging its role as the key advisory body for the Party and the State on external relations," he stated.

The Deputy Prime Minister and Foreign Minister urged officials to remain proactive and diligent in reviewing all aspects of the transition to ensure that there are no errors or disruptions in the foreign affairs activities of the Party and the State. He instructed the Department of Personnel Organization, the Diplomatic Academy, and relevant units to continue preparing fundamental documents, regulations, procedures, and necessary training courses for officials to study and update their knowledge.
Additionally, he encouraged each official to actively share their accumulated knowledge, experience, and approaches from their previous work, contributing to the enrichment of the diplomatic sector’s collective expertise.
Following their integration into the Ministry of Foreign Affairs, officials will be assigned to different units based on their capabilities, expertise, and the Ministry’s evolving priorities. Depending on specific requirements, they may also be reassigned to units working in Vietnam or posted at Vietnam’s representative missions abroad.
The Deputy Prime Minister and Minister also expressed his hope that the newly integrated officials would actively participate in union activities and learn about the history and traditions of the diplomatic sector. At the same time, he encouraged them to contribute their achievements, milestones, and lessons learned throughout the development of the Party Central Committee's Commission for External Relations, adding an important piece to the history of the Ministry of Foreign Affairs.

He emphasized that, guiding by the core values that have shaped diplomats as "Loyalty - Solidarity - Courage - Wisdom - Creativity," the officials will successfully fulfill their mission of building a more comprehensive Ministry of Foreign Affairs. This will further affirm its vital and ongoing role in the nation's construction, development, and defense.
At the conference, Ms. Nghiem Viet Chung, Director-General of the Department of Personnel Organization at the Party Central Committee's Commission for External Relations, represented all officials of the Commission in receiving the official decision on personnel integration and, on their behalf, expressed their commitment to assuming the new responsibilities.
