Bac Ninh increases momentum for outstanding development

The Bac Ninh Provincial People’s Committee has just issued an official dispatch (No. 446/UBND-KTTH dated 29 September 2022) on submitting for appraisal the Bac Ninh Provincial Planning for the period of 2021-2030, with a vision to 2050. Accordingly, the Provincial People’s Committee agreed with the content of the submission. At the same time, Bac Ninh’s Department of Planning and Investment was assigned to carry out appraisal procedures to the Appraisal Council.

Accurate, timely and practical decisions
In order to come up with an accurate and timely decision, the Provincial People’s Committee previously held a workshop to collect people’s opinions on the Plan. The Bac Ninh master plan for the period of 2021-2030 with a vision to 2050 is built on three development pillars of economy; society and environmental sustainability and 4 success factors, including optimization of land use planning; modern technical and social infrastructure that is suitable for the future; human resources; strong and balanced attraction of investment and use of capital in a strategic and reasonable manner.
Bac Ninh has set a goal that by 2030, it will become a centrally-run city and a leading center of Viet Nam in the fields of processing, manufacturing, logistics, high-tech services, digital transformation and smart factory models. By 2050, Bac Ninh will become a center of innovation, research and development of Southeast Asia, one of the leading prosperous places in terms of economy and living standards.
The master plan is a top priority political task, in order to create breakthroughs and clear development bottlenecks, to connect industries, fields and localities, bringing into full play the potential and advantages of Bac Ninh in the coming period. The plan is also aimed to further attract domestic and foreign strategic investors, and to upgrade a few fields, such as: electronics, sensing devices, semiconductors, and artificial intelligence.
Bac Ninh’s vision and aspirations are crystallized by its cultural and historical roots, by the soul and character of its people and new forces of the province. These are the goals approved at the 20th Provincial Party Congress (2020-2025) which are considered as a “guideline” for future’s development, based on new economic trends, towards green economic transformation, digital economy, smart city building and cultural identity, where big brands converge.
Setting specific goals at each specific milestone in 2025, 2030 and 2045 is the wisdom of the Provincial Party Committee, and the aspirations of the people. These orientations are completely consistent with the general development goals of the country and keep pace with the trend of the times.
With the potential, advantages, wisdom and management skills of the Provincial Party Committee and Government, along with the dynamism and creativity of all classes of people. The Central Government determined that Bac Ninh will become a pioneer, a model of comprehensive socio-economic development.
With a strategic vision and a strong desire to develop, the Party Committee, government and people of Bac Ninh determined to make a breakthrough in development, building Bac Ninh into a province with rich cultural identity, economic prosperity, environmental sustainability and social justice.

Desire to rise up, to invest in the right direction
The world is experiencing rapid, complicate and unpredictable changes. This requires localities to quickly adapt to the new situation, be proactive and creative in summarizing experience, inheriting the legacy of history, finding new ways to continue to develop and integrate strongly.
Therefore, it is important to have accurate, timely and realistic decisions, in order to create a driving force to accelerate the reform and restructuring of industries, sectors and the entire economy, to promote investment in infrastructure, and enhance competitiveness. And more importantly, the province needs to have a consistent policy on economy accumulation, economical and efficient use of capital, reduction of recurrent expenditures, increase in large and essential infrastructure investments such as: information technology, traffic, science and technology, etc., as the foundation for development.
Against this backdrop, Bac Ninh needs to set out goals, including: building a self-reliant economy, ensuring a balance between economic development and environmental protection, and increasing resistance from outside “shocks”. On the journey to the future, in order not to be left behind, Bac Ninh needs to clearly identify opportunities and challenges.
In fact, after more than 25 years of re-establishment, thanks to the right decisions, up to now, Bac Ninh is basically a modern industrial province with high socio-economic indicators compare to other localities, such as: 1st in industrial production value, 2nd in export, 8th out of 63 localities in terms of GRDP, 4th in GRDP per capita (reaching 155.6 million VND), 5th in per capita income (71.8 million VND), 7th in FDI attraction. Bac Ninh’s infrastructure is synchronously and modernly invested, with a developed urban and rural appearance.
Bac Ninh is currently one of 15 provinces to complete the 2020 new-style rural building program. It also promotes environment protection. People’s lives have been improved significantly, especially many of the province’s indicators like education and healthcare are in the top of the country. Many social security policies are implemented before and at a higher level than some centrally-run localities, such as: housing support for the poor; benefits for the elderly, etc.
In order to focus on industrial development, Bac Ninh has developed 16 concentrated industrial parks, which are approved by the Prime Minister with a total area of 6,397.68 ha. From the beginning of 2021, there are 6 industrial parks approved by the Prime Minister and established by the Bac Ninh Provincial People’s Committee, including: Thuan Thanh I Industrial Park, Gia Binh Industrial Park, Gia Binh II Industrial Park, Que Vo II Industrial Park – Phase 2, Que Vo III Industrial Park - Phase 2, Yen Phong Industrial Park II-A. In addition, 33 industrial clusters have been established with an area of 1,057.26 ha. These are a part of 37 planned industrial clusters.

With the infrastructure system of industrial zones and clusters being improved, so far, Bac Ninh has attracted 1,767 valid projects, with the total registered investment capital after adjustment reached 22.92 billion USD. Bac Ninh ranks 7th in the country in terms of foreign investment attraction scale. Investment capital mainly focuses on the processing and manufacturing industry, accounting for over 80%.
Even though the province implemented sustainable development orientation on the basis of selecting projects according to criteria “2 less, 3 high” (less land, less labor; high investment capital, high budget contribution and high technology content), the result of attracting FDI still has grown tremendously. In the first nine months of 2022, the province attracted foreign investment capital of 1.77 billion USD, ranking third nationwide in terms of total investment capital (in which: 85 new projects with total investment capital of 169.5 million USD, adjusted capital increase is 1,570.97 million USD; approved capital contribution, purchase of shares, contributed capital with a value of 33.39 million USD).
In the coming time, facing many traditional and non-traditional difficulties and challenges, the province will continue to promote socio-economic development to meet targets; to restructure agricultural production towards organic, high-tech, connecting consumption; to attract and develop the country‘s high-tech industrial center; promote administrative reform; improve and create a favorable business and investment environment; and well manage revenue sources, effectively use the budget revenue space, promote sustainable increase in budget revenue; raise people’s income; synchronously solve economic and social infrastructure, organize economic and urban space connected to Ring road No.4 of the Hanoi Capital Region, develop industrial parks and urban centers, become a prominent space for development and innovation, the driving force for the development of the Red River Delta, the growth pole of the Capital Region.
