Bac Ninh City discusses ways to ease difficulties for businesses in Phong Khe I and Phong Khe II Industrial Clusters

WVR - On the morning of May 28, the People’s Committee of Bac Ninh City held a meeting to discuss and consider proposals from 21 paper manufacturing and steam production enterprises located in the Phong Khe I and Phong Khe II industrial clusters.

The meeting was chaired by Chairman of the Bac Ninh City People’s Committee Nguyen Manh Hieu.

Speaking at the meeting, Chairman of the Bac Ninh City People’s Committee Hieu reaffirmed the province and city’s stance of not trading the environment for economic growth, emphasizing the goal of protecting public health and building a cleaner, more beautiful, and sustainable Bac Ninh.

The Bac Ninh Provincial People's Council has issued a resolution supporting the relocation or occupational transition of production facilities in Phong Khe Ward that cause serious environmental pollution. Chairman Hieu expressed his hope that businesses and facility owners will strictly comply with the directives of the province and the city, refrain from filing appeals to higher levels, and promptly develop relocation or career transition plans—either moving to centralized industrial zones or shifting to other trades. This is for the health of the residents of Phong Khe Ward and Bac Ninh City, and to contribute to transforming Bac Ninh into a modern and civilized centrally governed city in the coming years.

As part of the Master Plan for Environmental Protection in Bac Ninh Province for the 2019–2025 period and in accordance with directives from the Provincial Party Committee and the Provincial People's Committee, Bac Ninh City has recently stepped up efforts to disseminate legal regulations on environmental protection, fire and explosion prevention, and electrical safety to households and businesses in craft villages and industrial clusters. Interdisciplinary working groups and inspection teams have been formed to strictly monitor and handle violations.

At Phong Khe I and Phong Khe II Industrial Clusters, from December 2024 to March 2025, the city's interdepartmental inspection team conducted inspections of all 137 operational production and business facilities. As a result, 21 facilities without environmental permits were fined, and the team recommended that the Provincial People's Committee impose additional penalties. 40 paper and steam production facilities voluntarily requested to temporarily suspend operations to address existing environmental violations. 62 facilities had already ceased operations at the time of inspection due to a lack of commercial steam supply.65 facilities were issued temporary suspension decisions for violating fire safety regulations.

Currently, all enterprises and facilities in the Phong Khe I and II Industrial Clusters have halted production. They are only allowed to resume operations once they fully comply with legal regulations on planning, land use, construction, environmental protection, fire prevention and fighting, and electrical safety. Their operations are permitted until December 31, 2029.

At the meeting, representatives of the paper and steam production businesses in these industrial clusters expressed support for the province and city’s policy of addressing violations related to environmental protection, fire and explosion safety, and electrical safety.

Furthermore, representatives of the businesses expressed their desire for relevant provincial and city authorities to provide guidance and support, enabling them to address existing issues and continue production until December 31, 2029. They also requested clear planning directions for industrial clusters and industrial parks to allow long-term paper manufacturing operations, helping to preserve the local traditional "do" paper-making craft. Furthermore, they called for maximum support policies for enterprises that need to relocate or transition to other industries.

The opinions and proposals of representatives from paper and commercial steam production businesses in Phong Khe I and Phong Khe II Industrial Clusters were thoroughly addressed and clarified by representatives of relevant departments, agencies, and sectors of Bac Ninh province and city, in accordance with legal regulations.
