Bac Ninh, after merger, officially enters a new phase of development

WVR - On the morning of June 30, Bac Ninh province held a solemn ceremony to launch the Resolutions and Decisions of the Central Government and local authorities on the merger of provincial- and commune-level administrative units. The event also marked the conclusion of operations of the former district-level administrative units and the establishment of new Party organizations, as well as the appointment of the new provincial-level Party Committee, administration, and Vietnam Fatherland Front Committee for Bac Ninh Province and its 99 communes and wards.

Politburo member, Secretary of the Party Central Committee, and Chairman of the Party Central Committee’s Inspection Commission Nguyen Duy Ngoc led the delegation to the launching ceremony. The event was held in person at Bac Ninh’s Provincial Convention Center and connected virtually to 99 commune-level administrative units across the newly merged Bac Ninh Province.

A strategic new Bac Ninh poised for breakthrough growth

In his keynote address, Mr. Nguyen Duy Ngoc emphasized that the launching of the Central and local Resolutions and Decisions on the reorganization of provincial- and commune-level administrative units, along with the establishment of the new provincial Party Committee, the appointment of elected and administrative bodies at all levels, and the Vietnam Fatherland Front, marks a historic political milestone for the Party, administration and people of Bac Ninh and Bac Giang in particular—and the entire political system in general. It ushers in a new era of development for the newly formed Bac Ninh Province.

Following the merger, the new Bac Ninh Province holds a strategically important position and is well-positioned for breakthrough development. With expanded development space and enhanced potential and advantages, it is poised to become a new, strong, and sustainable growth engine—the country's key industrial and economic hub. This provides a solid foundation for Bac Ninh to realise its long-term aspiration of becoming a centrally governed city.

Mr. Nguyen Duy Ngoc called on the new leadership of Bac Ninh: "The newly appointed leaders of Bac Ninh Province must continue to uphold a strong sense of responsibility, demonstrate courage, intelligence, dedication, unity, and dynamism; proactively adapt to new demands; dare to think, dare to act, and dare to take responsibility for the common good; and quickly get up to speed with their duties."

Starting from July 1, all operations at both the provincial and commune levels must be carried out by the authority and regulations of the Party and the State, ensuring a smooth, unified administrative system that maintains uninterrupted services for the public and businesses, particularly in administrative procedures, healthcare, education, and culture.

For localities lacking specialised staff at the commune level, provincial authorities must promptly allocate and strengthen personnel resources to ensure smooth and efficient operations, as Politburo member Nguyen Duy Ngoc emphasised.

With a heavy workload expected, Mr. Ngoc, Chairman of the Central Inspection Commission, urged the provincial leadership to maintain a high focus, closely follow Central directives and respond to real-world demands by proactively issuing timely and concrete action plans.

These plans should clearly define tasks, solutions, timelines, and implementation strategies, with a spirit of determination and maximum effort to achieve socio-economic development goals, ensure national defense, security, and foreign affairs, and successfully organize the Party Congresses at all levels for the 2025–2030 term, leading up to the 14th National Party Congress.

Expressing his appreciation for the directives from Mr. Nguyen Duy Ngoc, Mr. Nguyen Van Gau, Secretary of the Bac Ninh Provincial Party Committee, affirmed that the Party, government, armed forces, and people of Bac Ninh are officially entering a new phase of development. The province aims to become a centrally governed city by 2030 and to emerge as one of the nation’s key growth poles and shining examples of socio-economic progress.

The Secretary of the Bac Ninh Provincial Party Committee affirmed that the Party, administration, armed forces, and all social strata of Bac Ninh will inherit and build upon the achievements made in recent years. They will continue to uphold the spirit of solidarity and unity, promote democracy, self-reliance, and resilience, with firm determination to develop Bac Ninh into a prosperous, civilized, and modern province—worthy of its rich history and traditions, and the trust and expectations placed upon it by the Party and State leadership. Together with the entire country, Bac Ninh will stride confidently into a new era of national growth and rejuvenation.

Bac Ninh Province comprises 99 commune-level administrative units, including 66 communes and 33 wards.

At the ceremony, Mr. Nguyen Huu Dong, Deputy Head of the Party Central Committee’s Internal Affairs Commission, announced the Resolutions and Decisions of the Central Party Committee and Government on the merger of provinces, communes, and wards; the establishment of the new provincial Party Committee; the appointment of personnel to the provincial Party Committee and the Provincial Inspection Commission; and the assignment of members to the People’s Council, People’s Committee, and the Vietnam Fatherland Front Committee of the new Bac Ninh Province.

According to the Resolutions of the National Assembly and the National Assembly Standing Committee, the new Bac Ninh Province was formed based on the total natural area and population size of the former Bac Giang and Bac Ninh provinces, and it retains the name Bac Ninh.

Following the administrative reorganisation, the newly established Bac Ninh Province now covers a total area of 4,718.60 square kilometres and has a population of 3,619,433 people. The province comprises 99 commune-level administrative units, including 66 communes and 33 wards.

The Politburo has decided to establish the new Bac Ninh Provincial Party Committee under the Central Committee of the Communist Party of Vietnam, based on the merger of the Party Committees of the former Bac Ninh and Bac Giang provinces. The new Bac Ninh Provincial Party Committee for the 2020–2025 term consists of 71 members: 33 from the Bac Giang Provincial Party Committee, 37 from the former Bac Ninh Provincial Party Committee, and one transferred official—the Chief Justice of the People’s Court of Binh Dinh Province—who has been appointed Chief Justice of the People’s Court of the new Bac Ninh Province.

The new Bac Ninh Provincial Party Standing Committee for the 2020–2025 term consists of 19 members, including eight from the Bac Giang Provincial Standing Committee and 11 from the former Bac Ninh Provincial Standing Committee.

The Politburo has appointed Mr. Nguyen Van Gau, a member of the Party Central Committee and former Secretary of the Bac Giang Provincial Party Committee, as Secretary of the new Bac Ninh Provincial Party Committee for the 2020–2025 term. Additionally, four officials have been appointed as Deputy Secretaries of the new Bac Ninh Provincial Party Committee for the same term.

Alternate Member of the Party Central Committee, Deputy Secretary and Chairman of the People’s Committee of the former Bac Ninh Province, Vuong Quoc Tuan, has been appointed Chairman of the People’s Committee of the new Bac Ninh Province for the 2021–2026 term, along with six Vice Chairpersons.

The Party Secretariat has appointed Chairman of the Inspection Commission of the former Bac Ninh Provincial Party Committee, Tran Huy Phuong, as Chairman of the Inspection Commission of the new Bac Ninh Provincial Party Committee, along with six Deputy Chairpersons.

The Standing Committee of the National Assembly has appointed Deputy Secretary of the Provincial Party Committee Nguyen Viet Oanh as Chairman of the People’s Council of the new Bac Ninh Province for the 2021–2026 term, along with four Vice Chairpersons. Member of the former Bac Giang National Assembly Delegation and Vice Chairman of the former Bac Giang Provincial People’s Committee, Pham Van Thinh, has been appointed Head of the National Assembly Delegation of the new Bac Ninh Province, along with two Deputy Heads.

At the launching ceremony, Resolutions and Decisions of the province were also announced regarding the dissolution of former commune- and district-level Party Committees, the establishment of new commune-level Party Committees, and the appointment of officials to the local Party Committees, Inspection Commissions, People’s Councils, People’s Committees, and Vietnam Fatherland Front Committees.
