The ceremony took place during Ambassador Phan Minh Giang's working visit to the Cook Islands from December 8–13. The event was held with solemnity, attended by representatives from the office of King Charles III's Representative, the Government, and the Ministry of Foreign Affairs and Immigration of the Cook Islands.

At the credential presentation ceremony, Tom Marsters, King Charles III's Representative in the Cook Islands, highly appreciated the formal establishment of diplomatic relations between the Cook Islands and Vietnam in April 2022, setting a long-term vision for the friendly and cooperative relationship between the two nations.

Expressing admiration for Vietnam's development achievements and recognizing its increasingly important role in the region and on the international stage, Tom Marsters affirmed that the Cook Islands values its relationship with Vietnam. He committed to nurturing and deepening cooperation between the two countries in priority areas of mutual interest, contributing positively to ensuring peace, stability, and prosperous and sustainable economic development.

Speaking at the ceremony, Ambassador Phan Minh Giang expressed his honor to assume the responsibility as the Ambassador Extraordinary and Plenipotentiary of Vietnam to the Cook Islands. He affirmed his utmost efforts to promote the positive development of the friendly and cooperative relations between the two countries in areas of mutual interest and strength, as well as enhancing coordination and mutual support at regional and international multilateral forums.

During his visit to present credentials, Ambassador Phan Minh Giang held meetings and discussions with leaders from the Ministry of Foreign Affairs and Immigration, the Ministry of Agriculture, the Ministry of Marine Resources, the Cook Islands Tourism Corporation, and the Cook Islands Chamber of Commerce. He also met with several local businesses to discuss directions and measures to tap into the potential and opportunities for enhancing cooperation between the two countries.
