13th Vietnam-China Consular Consultation: Strengthening cooperation in consular affairs and citizen protection

The meeting was co-chaired by Director General of the Consular Department of Vietnam's Ministry of Foreign Affairs Doan Hoang Minh and Director General of the Consular Department of China's Ministry of Foreign Affairs Long Zhou. Representatives from the Chongqing Foreign Affairs Office and the Vietnamese representative missions in China also attended the meeting.

The political relations between the two Parties and countries are progressing very well. The two nations have established a Comprehensive Strategic Cooperative Partnership, building a Community with a Shared Future of strategic significance. People-to-people exchanges are vibrant, and the relationships between the citizens of the two countries are increasingly diverse. In this context, both sides agreed on the necessity of enhancing dialogue between their specialized agencies, including consular consultations.

During the meeting, both parties discussed the potential for further facilitating each other's citizens in terms of entry, residence, and administrative procedures in the other's territory; protecting the rights and interests of citizens, fishermen, and vessels; enhancing bilateral and multilateral cooperation in consular affairs, citizen protection, disaster warning, and prevention; exchanging experiences on measures to improve the effectiveness of consular public service delivery, implementing consular legalization, and executing the Hague Convention on Abolishing the Requirement of Legalisation for Foreign Public Documents (Apostille Convention).

Both sides agreed that the meeting's outcomes have strengthened mutual understanding and outlined plans to resolve arising issues in consular work, contributing to the best service for people and businesses, and effectively implementing the cooperation directions set by the senior leaders of the two Parties and countries.

On this occasion, Directors General Long Zhow and Doan Hoang Minh attended the inauguration ceremony of the Vietnamese Consulate General in Chongqing on October 29. Additionally, the Vietnamese delegation held a working session and exchanged experiences at the Chongqing External Relations Office regarding the practical implementation of consular legalization and the Apostille Convention at the local level.
