On September 10, in Hanoi, a meeting was held to disseminate and guide the implementation of the Hague Convention of October 5, 1961, on the Abolition of Legalization for Foreign Public Documents (Apostille Convention) and Decree No. 293/2026/ND-CP dated July 23, guiding the implementation of the Apostille Convention. The event was chaired by Doan Hoang Minh, Director of the Consular Department, Ministry of Foreign Affairs of Vietnam, and was conducted online.

The event attracted the attention and participation of over 450 delegates from agencies and units under various ministries, sectors, and localities nationwide, who are directly involved in receiving and processing foreign public documents.

In his opening remarks, Director General of the Consular Department Doan Hoang Minh emphasized the importance of unified understanding and procedural consistency to effectively implement international commitments and new legal regulations.

The Apostille Convention was established to simplify the certification and legalization of public documents through a unified procedure for use in member countries of the Convention.

For Vietnam, the implementation of the Convention is not only legally significant but also a concrete step in administrative reform, reducing time and costs, and facilitating individuals, businesses, and organizations needing to use cross-border documents.

The event was organized just before the new regulations officially come into effect, requiring thorough preparation from agencies responsible for receiving and processing documents.

During the intensive and serious working session, presenters detailed key content including: Legal overview, introduction of concepts, core objectives of the Apostille Convention, dissemination of Decree 293/2026/ND-CP and related guiding Circulars; dissemination of the scope of application, clarification of criteria for classifying types of public documents eligible and ineligible for Apostille certification.

The meeting particularly noted cases where the convention does not apply and highlighted important implementation notes such as the principle of receiving foreign public documents that have been Apostille-certified.

In addition to the presentations, the meeting allocated significant time for direct exchanges and addressing practical concerns of delegates. Questions regarding the application measures, implementation of the convention, methods for searching and tracing the origin of Apostille stamps, were clarified by the organizing body.

This event marks an important milestone in Vietnam's efforts towards international integration and administrative reform, creating a conducive environment to promote cross-border trade, investment, labor, and learning activities in the near future.
