Standing Member of the Secretariat Tran Cam Tu expressed his pleasure at officially visiting the Kingdom of Cambodia, and respectfully conveyed to Samdech Say Chhum and the senior leadership of the CPP the best New Year greetings on the occasion of the traditional Chol Chhnam Thmey festival.
Tran Cam Tu respectfully conveyed the warm greetings, congratulations, and New Year wishes from General Secretary and President To Lam and the high-ranking leadership of Vietnam to the leadership and people of Cambodia; warmly congratulated the significant achievements that the Cambodian people have attained recently, and confidently believed that under the leadership of the Cambodian People's Party, headed by Chairman Hun Sen, the Cambodian people will continue to achieve even greater accomplishments in the nation's building and development endeavors.
Samdech Say Chhum expressed the warmest welcome, highly appreciating the significance of the first official visit to Cambodia by Comrade Permanent Member of the Secretariat Tran Cam Tu and the high-level Vietnamese delegation, affirming that the visit holds historical significance, contributing to enhancing the already excellent relationship between the two Parties and peoples, especially as it takes place amidst the excitement of the Cambodian people celebrating the traditional festival.
Samdech Say Chhum congratulated the comprehensive and significant achievements that Vietnam has accomplished recently, especially the successful organization of the 14th Congress, the election of the 16th National Assembly, and the consolidation of key leadership positions.
Samdech Say Chhum is confident that under the leadership of the Communist Party of Vietnam, the Vietnamese people will successfully implement the 14th Party Congress Resolution, becoming a high-income developed nation by 2045; continue to maintain political stability, socio-economic development, and enhance Vietnam's position and role in the region and the world.
The two leaders emphasized that Vietnam and Cambodia are neighboring countries that have endured hardships together, sharing joys and assisting each other in the struggle for independence and national liberation. This close relationship has been nurtured by previous generations of leaders and continues with the current and future generations.

Both sides were pleased to note that cooperation between the two Parties and countries has seen strong development, becoming increasingly profound, effective, and substantive across all fields: politics, security – defense, economy – trade, education – training, people-to-people exchanges, and local cooperation. Both sides agreed to continue to deeply understand and effectively implement the positive outcomes achieved in recent high-level visits and exchanges between the two countries, especially the State visit to Cambodia by General Secretary To Lam and the results of the February 2026 meeting of the two Parties' Standing Committees.
Both sides agreed to maintain regular high-level meetings, exchanges between the leaders of the two Parties and countries, between Party Committees and agencies of the two countries; enhance information sharing, timely consultations on emerging issues and mutual concerns, thereby continuing to solidify political trust and mutual understanding.
The two leaders emphasized that defense – security cooperation is one of the important pillars of bilateral relations; agreed to strengthen cooperation, effectively implement agreements, resolutely prevent any forces from using one country's territory to undermine the other, and enhance cooperation in crime prevention, including transnational crime, drug crime, and high-tech crime, contributing to maintaining security and stability for the development of each country and the region.
Both sides emphasized the need to boost economic, trade, and investment cooperation, facilitate businesses and people in economic cooperation, strategic infrastructure connectivity, especially in transportation, logistics, border trade, creating favorable conditions for the circulation of goods, services, and investments between the two economies; improve coordination effectiveness in agriculture, processing industry, energy, telecommunications, digital transformation, human resource training, and new potential cooperation areas.

Both sides agreed to closely coordinate and promptly resolve unfinished border demarcation segments according to the spirit of the recent high-level meeting between the two Parties to jointly build a peaceful, friendly, cooperative, and sustainably developing border. The Permanent Member of the Secretariat requested that Cambodia continue to pay attention to satisfactorily resolving issues related to Vietnamese-origin people and citizens of the two countries in the spirit of friendship, respecting the law, and legitimate interests of each other.
Both sides affirmed the need to further strengthen coordination in propaganda and education about the traditional relationship between the two Parties and countries; proactively counter false narratives, distortions of history, and incitement of extreme nationalism that divide the Vietnam-Cambodia friendship.
The two leaders also agreed to continue close coordination, mutual support at multilateral forums, especially within the ASEAN framework, Mekong cooperation, and regional and international forums in which both countries participate; make positive contributions to maintaining ASEAN's unity, cohesion, and central role; promote addressing regional issues based on dialogue, cooperation, and respect for international law.
Both sides affirmed their determination to continue preserving, consolidating, and developing the traditional friendship and comprehensive cooperation between Vietnam and Cambodia, making it increasingly profound, substantive, and effective, meeting the practical interests of the peoples of both countries. Both sides agreed to closely coordinate in organizing activities to commemorate the 60th anniversary of diplomatic relations between the two countries in 2027.
On this occasion, both sides witnessed the signing of a Memorandum of Understanding on cooperation for the 2026-2030 period between Gia Lai province and the provinces of Ratanakiri, Stung Treng, and Preah Vihear.
