During the meeting, Prime Minister Sonexay Siphandone expressed his pleasure in welcoming comrade Tran Cam Tu on his official visit to Laos. He emphasized the significance of the visit in further strengthening and deepening the special relationship between the two Parties, States, and peoples. He affirmed that the visit is not only an important diplomatic activity but also a testament to the unique and steadfast friendship and trust between the two Parties and countries, taking place in the joyful atmosphere of the Lao traditional New Year celebration.
The Lao Prime Minister extended his sincere congratulations to Tran Cam Tu for being re-elected as the Standing Member of the Secretariat of the 14th Central Committee of the Communist Party of Vietnam, acknowledging it as a deserved recognition of his significant contributions to the Party and political system building in Vietnam.
Prime Minister Sonexay Siphandone also conveyed warm congratulations to comrade Le Minh Hung, who was recently elected as the Prime Minister by the 16th National Assembly. The Lao Prime Minister highly praised Vietnam's comprehensive achievements, particularly in maintaining macroeconomic stability, controlling inflation, ensuring social welfare, and enhancing its international standing and reputation.
Tran Cam Tu expressed his profound gratitude for the warm reception and the goodwill extended by the Lao leadership and people to the delegation. He conveyed the best New Year wishes and heartfelt greetings from General Secretary and President To Lam, Prime Minister Le Minh Hung, and other senior Vietnamese leaders to the Lao Prime Minister and leaders. He reaffirmed Vietnam's consistent policy of prioritizing the strengthening and development of the great friendship, special solidarity, and comprehensive cooperation with Laos.
Tran Cam Tu congratulated Laos on its significant achievements following the successful organization of the 12th National Congress of the Lao People's Revolutionary Party, the 10th National Assembly elections, and the 5th People's Council elections, as well as the consolidation of the new leadership apparatus of the Party and State. He also congratulated comrade Sonexay Siphandone on being re-elected as the Lao Prime Minister for the 2026–2031 term and becoming the first Lao Prime Minister to be a member of the National Assembly.
He expressed confidence that under the leadership of the Lao People's Revolutionary Party and the administration of the government headed by Prime Minister Sonexay Siphandone, Laos will successfully implement the 12th Congress Resolution, the 10th Five-Year Socio-Economic Development Plan, and continue to maintain political and social stability while achieving even greater accomplishments. The Party and State of Vietnam strongly support Laos' reform and international integration efforts and are ready to provide maximum support within their capacity, sharing experiences to overcome challenges together.
On this occasion, the Standing Member of the Secretariat informed Prime Minister Sonexay Siphandone about the successful outcomes of the talks with Standing Member of the Secretariat Vilay Lakhamphong, reaffirming Vietnam's steadfast commitment to prioritizing the unique and unparalleled special relationship with Laos.
Comrade Tran Cam Tu noted that the agreement between the two countries to elevate and deepen the relationship into a "great friendship, special solidarity, comprehensive cooperation, and strategic connection" has solidified political trust, created a sustainable strategic foundation, and opened up strong and substantive development prospects for bilateral relations in the new phase.
He highly appreciated the decisive and specific leadership spirit and the close coordination between the two governments in implementing cooperation content. Both sides agreed to further strengthen connections between the Party, ministries, sectors, and localities of the two countries; enhance the effectiveness of economic, trade, and investment cooperation; fully exploit the complementary potentials and advantages of each country; strive to achieve sustainable bilateral trade growth, reaching 10 billion USD in the near future; and enhance strategic connectivity, focusing on implementing key projects, including transportation connectivity.
The two leaders agreed on measures to further consolidate bilateral relations, creating strong momentum to promote the deep, practical, and effective development of relations between the two Parties and countries in the new phase. They agreed to effectively implement the agreements reached between the two Parties and governments, especially the outcomes of the Annual Meeting between the two Politburos (December 2025), the 2026 Cooperation Plan Agreement, the 2021-2030 Cooperation Strategy, and the 2026-2030 Bilateral Cooperation Agreement.
The two countries will continue to regularly maintain high-level visits and contacts at all levels; enhance exchanges and coordinate well-organized activities to commemorate the 65th anniversary of the establishment of diplomatic relations and the 50th anniversary of the signing of the Treaty of Friendship and Cooperation during the "Vietnam-Laos, Laos-Vietnam Friendship Year 2027".
Regarding defense and security relations, both sides need to better coordinate in combating transnational crime, drug trafficking, and cybercrime. They agreed on the need to create breakthroughs in economic, trade, and investment cooperation; connect in terms of space and development infrastructure; and prioritize the implementation of strategic infrastructure connectivity projects in transportation and essential energy between the two countries.

The two leaders agreed to strengthen ties in education, training, and human resources, focusing on training cadres; continue to vigorously promote cooperation between localities, especially border provinces, and effectively utilize existing local cooperation mechanisms.
In the current complex context, with strategic competition among major countries, the two leaders emphasized the need to strengthen solidarity in both bilateral relations and on multilateral forums more than ever.
The two leaders expressed confidence that with the high determination of senior leaders and the efforts of ministries, sectors, localities, the business community, and the people of both countries, Vietnam-Laos relations will continue to develop in depth, substantively, and effectively.
