Review on external affairs from April 11-16: Viet Nam-India high level phone talks, visit by Canadian FM

A number of news headlines on external affairs from April 11-16 have been reviewed by the World and Vietnam Report.

Senior Leaders’ activities

Viet Nam always treasures and wishes to enhance its comprehensive strategic partnership with India, both bilaterally and multilaterally, Party General Secretary Nguyen Phu Trong said during his phone talks with India’s Prime Minister Narendra Modi, who is also head of the Bharatiya Janata Party (BJP) (Indian People's Party), on April 15.

President Nguyen Xuan Phuc hosted a reception for Chairman and CEO of Korea Credit Guarantee Fund Yoon Dae-hee in Ha Noi on April 14, during which the president suggested that the fund assist Vietnamese businesses to join global supply chains.

Prime Minister Pham Minh Chinh talked over the phone with Professor Klaus Schwab, Founder and Executive Chairman of the World Economic Forum (WEF), on April 13.

Prime Minister Pham Minh Chinh received visiting Canadian Minister of Foreign Affairs Mélanie Joly in Ha Noi on April 13, asking his guest to help enhance the two countries' cooperation in different aspects.

Activities of Foreign Affairs Minister

Foreign Minister Bui Thanh Son and his Belarusian counterpart Vladimir Makei discussed bilateral relations in the context of the two countries celebrating 30 years of diplomatic ties (1992-2022) during their phone talks in the evening of April 14.

In the afternoon of the same day, FM Bui Thanh Son had phone talks with his Chinese counterpart Wang Yi. Both sides agreed on promoting practical cooperation across all fields, facilitating bilateral trade, removing barriers in border trade and soon recognising each other’s vaccine passport. The two FMs also had an open and straightforward discussion on the sea issues.

On April 13, the Vietnamese FM received Canadian counterpart Mélanie Joly and the two FMs had bilateral talks on measures to further deepen the Viet Nam-Canada partnership on the occasion of the 50th anniversary of the establishment of diplomatic relations (1973-2023).

In the afternoon of April 12, Foreign Minister Bui Thanh Son had a phone conversation with Estonian Foreign Minister Eva-Maria Liimets on the occasion of the 30th anniversary of diplomatic relations establishment.

Bilateral activities

On April 15, on the occasion of the 110th birthday of the late North Korean founding leader Kim Il Sung, Deputy Foreign Minister Pham Quang Hieu paid a visit to the North Korean Embassy in Ha Noi.

On April 13, the Vietnamese Embassy in France coordinated with the Society for East Asia Affairs (SEAA) to hold a seminar on Viet Nam-France relations and Viet Nam-EU relations chaired by Vietnamese Ambassador to France Dinh Toan Thang.

In the morning of the same day, in Ha Noi, the Diplomatic Academy of Viet Nam (DAV) and the Asia-New Zealand Foundation (ANZF) held the 13th annual dialogue.

Multilateral activities

On April 14, the Vietnamese Foreign Affairs Ministry in cooperation with the Secretariat of the United Nations Commission on International Trade Law (UNCITRAL) held a workshop on the committee’s foreign-related bankruptcy documents. Viet Nam has become a member of UNCITRAL with tenure from 2019-2025.

Assistant to the Vietnamese Minister of Foreign Affairs Do Hung Viet and Deputy Managing Director for Asia and Pacific of the European External Action Service (EEAS) Paola Pampaloni co-chaired the meeting of the political affairs sub-committee of the Joint Committee under the PCA.

The second meeting of the political affairs sub-committee of the Joint Committee under the EU-Viet Nam Comprehensive Partnership and Cooperation Framework Agreement (PCA) took place virtually on April 13. Assistant to the Vietnamese Minister of Foreign Affairs Do Hung Viet and Deputy Managing Director for Asia and Pacific of the European External Action Service (EEAS) Paola Pampaloni co-chaired the event, which was held on the occasion of Viet Nam and the EU celebrating a decade of signing the PCA (June, 2012 – 2022).

The Head of Viet Nam’s Permanent Mission to the United Nations Ambassador Dang Hoang Giang had a meeting with Liu Zhenmin, UN Under-Secretary General for Economic and Social Affairs, on April 12. During the meeting, Ambassador Giang said that Viet Nam will continue to make substantive contributions at the United Nations (UN) development forums in supporting of Sustainable Development Goals (SDG).

The UNESCO Executive Board's 214th session taking place from March 30-April 13 wrapped up with fruitful outcome. Deputy Minister of Foreign Affairs Pham Quang Hieu attended the plenary meeting of the UNESCO Executive Board's 214th session on April 4-5 in Paris, France.

Other activities

On April 13, Permanent Deputy Foreign Minister Nguyen Minh Vu attended the opening ceremony of an online training course to improve border management capacity for local officials in 10 provinces along the Viet Nam-Cambodia land border.

On the occasion of the traditional Bunpimay Festival (April 14-16), many Vietnamese representative agencies abroad visited and congratulated the Embassy of Laos in the host countries.
