Promoting people-to-people exchanges between Vietnam and Algeria in the new period

On August 12 in Hanoi, the Vietnam–Algeria Friendship Association held its 4th Congress for the 2025–2030 term. The event took place in a solemn atmosphere, with the attendance of Nguyen Ngoc Hung, Vice President of the Vietnam Union of Friendship Organizations (VUFO); Nguyen Tuong Van, Deputy Minister of Construction; Ouhaddad Mohamed, Chargé d'affaires of the Algerian Embassy in Vietnam; as well as representatives from various committees, ministries, political and social organizations, businesses, and a large number of association members.

The report presented at the Congress showed that during the 2016–2025 term, the Association implemented numerous people-to-people diplomacy activities, fulfilling its role as an important bridge between the peoples of the two countries. Notable events included the 55th (2017) and 60th (2022) anniversaries of the establishment of Vietnam–Algeria diplomatic relations, featuring film screenings, photo exhibitions, and cultural performances, which helped promote the image of the country, its people, and the friendship between the two nations.

Amid the complicated developments of the COVID-19 pandemic in Algeria, the Association raised nearly 200 million VND to support medical supplies and face masks for the Algerian people. It also sponsored the production and performance of the play The Man wears Rubber Sandals on the occasion of the 60th anniversary of bilateral diplomatic relations, leaving a deep impression on bilateral cultural exchanges.

Visits and working trips arranged by the Association have helped promote the twinning of Batna Province (Algeria) and Dien Bien Province (Vietnam), opening up promising directions for local-level cooperation. The Association also maintains exchanges with the Algerian Embassy, organizing seminars, film screenings, and exhibitions to enhance mutual understanding and strengthen ties between the two peoples.

Alongside its achievements, the Association also candidly acknowledged certain limitations, such as the lack of diversity in its activities, limited connection with economic cooperation, and the instability of financial and human resources.

The Congress elected the 4th Executive Committee, consisting of 20 members, and the Inspection Committee with 3 members. Deputy Minister of Construction Nguyen Tuong Van was elected President of the Association for the 2025–2030 term.

In his acceptance speech, Mr. Nguyen Tuong Van expressed his honour in taking on the responsibility at a time when Vietnam-Algeria relations are growing strongly. He pledged to work with the Executive Committee to continue building on the achievements of previous terms, while also promoting innovation and creativity to elevate the Association's activities to a new level - with a focus on strengthening cultural and people-to-people exchanges, and fostering connections between localities and businesses of the two countries.

Chargé d'affaires of the Algerian Embassy Ouhaddad Mohamed expressed his gratitude to former President Le Quang Hung for his outstanding contributions, including his pivotal role in promoting the signing of the Batna - Dien Bien twinning agreement and supporting the staging of the play The Man wears Rubber Sandals. He congratulated newly elected President Nguyen Tuong Van and expressed his hope that the Association will continue to collaborate closely with the Embassy in joint cooperation projects and further promote twinning between localities, such as between Ho Chi Minh City and Oran, or Binh Dinh and Algerian provinces with similar characteristics.

In his directive speech, VUFO Vice President Nguyen Ngoc Hung highly appreciated the Association's achievements in the past term, especially its proactiveness and flexibility under challenging circumstances. He urged the new-term Association to promptly develop a concrete action plan that links friendship activities with economic and trade cooperation. He encouraged the Association to support Vietnamese businesses in investing in Algeria’s priority sectors such as high-tech agriculture, agricultural processing, aquaculture, construction, and consumer goods manufacturing. In addition, he emphasized the need to continue innovating activity formats, diversifying forms of exchange, and enhancing cooperation in science and technology, innovation, digital transformation, and promoting external communication.

The 4th Congress of the Vietnam–Algeria Friendship Association adopted a Resolution outlining the direction of activities for the 2025–2030 period, with a focus on promoting tourism connectivity, cultural exchange, strengthening local-level cooperation, boosting trade and investment, and establishing ties with the Vietnamese community in Algeria.

The event concluded in a spirit of solidarity and consensus, opening up new prospects for the traditional friendship between Vietnam and Algeria, and contributing to deepening the bonds between the two peoples in a new stage of development.
