The meeting was attended by Deputy Prime Minister Tran Hong Ha; leaders of ministries, central agencies; leaders of economic corporations; and leaders from the provinces and cities of Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong.
The "Quang Trung Campaign," initiated by the Prime Minister, aims to build 1,653 new houses and repair 35,731 houses for residents in provinces and cities from Ha Tinh to Lam Dong whose homes were destroyed, washed away, or severely damaged by natural disasters.
As of now, 1,622 houses have commenced construction, an increase of 651 from the previous week, with 474 houses completed; repairs have been made to 32,559 out of 35,731 houses.
After reviewing the progress and situation of house construction and repair in each locality, especially the challenges and shortages that need addressing, the Prime Minister emphasized that the "Quang Trung Campaign" holds humanitarian and compassionate significance.
Therefore, all parties must execute with the highest sense of responsibility and heartfelt empathy for those who lost their homes to natural disasters, putting themselves in the shoes of the affected residents.
Praising the provinces of Dak Lak, Gia Lai, and Da Nang for initiating the construction of many houses in the past week, the Prime Minister urged localities to continue reviewing and directing the "Quang Trung Campaign" – a campaign without gunfire but one that must achieve resounding success, warming the hearts of those who lost or had their homes damaged, so they can “settle down and thrive”.
The Prime Minister stressed that the unchanged goal is to complete all necessary repairs by December 31 and finish all new constructions by January 31, 2026.
If difficulties arise during implementation, such as funding, materials, labor, or equipment, they must be promptly reported to the Prime Minister for resolution; there should be no reason to delay the completion of home reconstruction and repair for those affected by natural disasters.
With limited time until the aforementioned deadlines, provinces and cities must urgently commence new constructions and repairs for residents. The Prime Minister specifically pointed out that provinces, especially Gia Lai, need to exert more effort, as there are still many houses to repair and build.
The Prime Minister requested the Ministry of Public Security, the Ministry of Defense, and the Ho Chi Minh Communist Youth Union to support with manpower for construction and repair; encouraged residents to help each other with the spirit of “those who have labor offer labor, those who have resources offer resources, those who have much give much, those who have little give little”. Localities are responsible for providing materials and designs for the people.
The Ministry of Defense is tasked with ensuring construction labor with the spirit of “Our army comes from the people, serves the people”. The Ministry of Agriculture and Environment is to coordinate with localities, closely monitor the situation, and handle arising issues.
The Government Inspectorate will audit the use of support funds. Corporations like Petrovietnam, EVN, VNPT, and Viettel are actively supporting localities; news agencies and the press should promote the public's support in rebuilding and repairing homes.
Regarding infrastructure recovery, including shared infrastructure related to residents' living conditions, the Prime Minister requested that by December 20, localities must inventory community centers, health stations, cultural houses, etc., that need repair and report to the Government Office for consideration and support.
Directing the recovery of transportation infrastructure and other infrastructures; actively restoring production and business, the Prime Minister emphasized that the central government will support funding for localities to proactively purchase seeds, agricultural supplies to support residents in restocking, restoring cultivation, and aquaculture...
The Prime Minister urged all relevant parties to immediately engage with the spirit of ensuring the well-being and happiness of the people.
