WVR - On the afternoon of March 30, in Hanoi, Secretary of the Government Party Committee and Prime Minister Pham Minh Chinh chaired the Government Party Committee Standing Board Conference to review the first quarter of 2026 and outline directions and tasks for the second quarter of 2026.

The meeting was attended by Deputy Secretaries of the Government Party Committee, Deputy Prime Ministers, members of the Standing Committee, the Executive Board of the Government Party Committee, and leaders of various ministries, sectors, and agencies.
The session focused on discussions and opinions on several topics: directing economic growth in the current context; reviewing and assessing the first quarter's work and implementing tasks for the second quarter of the Party Committee; and other important matters within its authority.
According to reports and opinions at the Conference, the Government Party Committee entered 2026, the first year of implementing the 14th Party Congress Resolution, with enthusiasm and excitement. By closely adhering to and strictly implementing the Party's leadership, following the directives of General Secretary To Lam, and with the attention of the Central Committee, the Politburo, and the Secretariat, the entire Party Committee has demonstrated high unity and determination. They have focused on leading and directing to comprehensively complete all aspects of Party building and political tasks; closely coordinating with relevant agencies to prepare for the 14th National Party Congress, the 16th National Assembly elections, and the Party Central Committee's first and second plenums, and National Assembly sessions...
In the first quarter of 2026, the international situation witnessed complex, rapid, and unpredictable developments, with escalating conflicts in the Middle East and other regions, disrupting supply chains, causing energy price fluctuations, and increasing strategic competition among major countries. This led to complex developments in global investment, trade, and financial environments. In response, the Government Party Committee, the Government, and the Prime Minister directed and managed policies decisively, promptly, appropriately, and effectively, both in urgent and long-term measures. As a result, the situation was well-controlled, and socio-economic indicators continued to achieve positive, comprehensive results.

Focusing on opinions regarding the direction and management of socio-economic development and economic growth in the current context, delegates suggested that besides focusing intensely on tasks and solutions to maintain macroeconomic stability, control inflation, and promote growth, it is crucial to closely monitor the situation, enhance forecasting capabilities, and proactively develop solutions and scenarios for all situations. This includes effectively responding to ongoing global crises and conflicts, strategic competition, especially in energy and technology.
In his concluding remarks, broadly agreeing with the reports and opinions, Secretary of the Party Committee and Prime Minister Pham Minh Chinh analyzed existing issues, limitations, and lessons learned. He emphasized that the key task ahead is to continue concretizing and implementing the 14th Party Congress Resolution and action programs comprehensively, decisively, and effectively. This includes the Party Central Committee's conclusions, resolutions of the Politburo, the Secretariat, and the National Assembly, including strategic resolutions of the Politburo, and directives from General Secretary To Lam at the 2nd plenum of the Party Central Committee, particularly the "4 steadfast principles" in ideology, politics, and the "4 core principles" in achieving growth targets of 10% or more.
According to the Prime Minister, to achieve the set goals, it is necessary to foster confidence, self-reliance, strategic autonomy, foresight, and ambition; combining internal and external strengths; addressing both immediate and long-term issues.
The Secretary of the Party Committee and Prime Minister also emphasized key tasks and solutions that need to be focused on to maintain macroeconomic stability, control inflation, ensure major economic balances, promote economic growth of 10% or more, and achieve rapid, sustainable development, fulfilling the two centennial goals. Accordingly, efforts should continue to advance the three strategic breakthroughs; complete the institutional and legal framework; manage financial-monetary policies and other macroeconomic policies; mobilize resources for development; transition and establish a new growth model; make breakthroughs in scientific and technological development, innovation, and digital transformation; develop strategic infrastructure; train high-quality human resources; resolve outstanding, prolonged issues; ensure energy security; manage risks effectively, and respond promptly, flexibly, and effectively to emerging issues...
Additionally, there should be a focus on comprehensive development in culture, education, and training, ensuring social welfare, caring for public health and people's lives; maintaining independence, sovereignty, political stability, and social order; promoting foreign relations and international integration, and maintaining a peaceful, stable environment for national development.
The Secretary of the Party Committee and Prime Minister also emphasized tasks and solutions to continue building a clean, strong Government Party Committee, enhancing supervision, inspection, upholding discipline, continuously strengthening unity, coordination, and the highest sense of responsibility among officials and party members to excellently complete all tasks.
On this occasion, on behalf of the Government Party Committee, Secretary of the Party Committee and Prime Minister Pham Minh Chinh expressed sincere gratitude for the leadership and guidance from the Party Central Committee, the Politburo, the Secretariat, especially General Secretary To Lam, and key leaders of the Party and State, who have always provided timely and profound leadership and guidance to the Government Party Committee. He also expressed gratitude for the coordination and support from the Party Central Committees, affiliated Party Committees, and all party members who have consistently strived and committed to excellently completing the tasks of the Government Party Committee.
