On the morning of March 27, Prime Minister Phạm Minh Chính chaired the conference titled “Enterprises Contributing to Double-Digit Growth and Government Appreciation of Businesses” held at the Government Headquarters.

Attending the event were Deputy Prime Ministers Ho Duc Phoc, Nguyen Chi Dung, leaders of various ministries and sectors, and representatives from the business community.

Opening the conference, Prime Minister Chinh emphasized that the country is navigating the 2021-2025 period amidst unprecedented global and regional complexities. Businesses face numerous challenges such as supply chain disruptions, market shortages, tariff issues, and natural disasters.

However, under the astute leadership of the Party, the support of the National Assembly, decisive direction from the Government, and the concerted efforts of the entire political system, businesses, and citizens, the economy has overcome difficulties and achieved significant, comprehensive results across all sectors. Each quarter has seen improvements over the previous one, contributing to the country's transformation, enhancing its strength and international standing, and laying the foundation for this term's development.

Notably, in the final two years of the term, the Politburo issued nine strategic resolutions, which the Government subsequently presented to the National Assembly for institutionalization and early implementation, aiming to establish a solid foundation for double-digit growth from 2026-2030.

Highlighting the goal of double-digit growth, the Prime Minister affirmed that the Government listens to businesses with sincerity, supports them with heart, and acts with concrete solutions to resolve their challenges, contributing to the achievement of the two strategic centennial goals.

The Prime Minister noted that agriculture and foreign investment have helped the country overcome difficulties; industry has elevated Vietnam to a high middle-income nation. In the new phase, science and technology, innovation, and digital transformation are identified as the development foundation, propelling Vietnam to become a high-income developed country.

The role of businesses is increasingly emphasized and honored; as perceptions change, so must thinking, methodology, and action, with the spirit that “resources originate from vision and mindset, motivation from innovation and creativity, strength from the people and businesses”.

The Prime Minister stated that entering the 2026-2030 period, the 14th Party Congress continues to affirm the goal of achieving an average growth rate of 10% or more. This is a mandate from the nation, propelling the country into a new era of prosperity, wealth, and civilization.

However, domestic and international contexts present numerous challenges such as rising trade protectionism, geopolitical conflicts, climate change, aging populations, resource depletion, and energy transitions.

Therefore, we must renew traditional growth drivers and promote new ones, focusing on science and technology, innovation, digital transformation, green transition, circular economy, creative economy, and low-carbon economy. We must venture into the vast ocean, harness the seven layers of marine energy, soar into space, and delve deep underground to explore subterranean spaces.

The Prime Minister emphasized that all of this requires intelligence and effort; thinking, methodology, and approaches must change. In this process, the Party and State will continue to refine mechanisms, institutions, and policies, but businesses remain the key actors; without their efforts, success and desired outcomes cannot be achieved.

Businesses must be at the center and forefront of development. Therefore, they must contribute to innovation, institutional building, and recognize their role in the rapid and sustainable development of the country.

At this conference, the Prime Minister urged delegates to focus on discussing how to shift strongly towards a growth model based on science and technology, innovation, and digital transformation, as this is an objective requirement and strategic choice.

Additionally, the aim is to establish regionally and globally significant enterprises; transform business households into companies; elevate small and medium enterprises to large ones, and large enterprises to global, transnational corporations.

Simultaneously, leverage the digital economy, green economy, and FTAs to enhance position in the global value chain; contribute more and engage deeper in the world economy; improve the quality of goods production, self-reliance, resilience, and strategic autonomy.

Enhance labour productivity and the quality of human resources to meet international labor standards. The Prime Minister also raised the issue of what institutional, policy, and resource barriers the State needs to remove to create breakthroughs for businesses.

The Prime Minister stated that these are significant issues requiring all stakeholders to join hands, value intelligence, save time, and make decisive actions at the right time to achieve the highest efficiency.

For the country to overcome headwinds and achieve double-digit growth, all levels, sectors, and localities must grow at double-digit rates. At the same time, promote the spirit of great national unity, international solidarity, and domestic unity to address contemporary and external challenges.

We persistently pursue the policy of diversification and multilateralization in international relations; be good friends, good partners, and responsible members of the international community; capitalize on external resources such as capital, management, and science and technology.
