WVR - On the morning of March 6, at the Government Headquarters, Prime Minister Pham Minh Chinh met with female leaders and managers from central agencies and presented the Kovalevskaia Award 2025 in celebration of International Women's Day on March 8.

At the ceremony, Prime Minister Pham Minh Chinh presented the Kovalevskaia Award 2025 to one group and one individual: The group of female scientists from Hanoi University of Science and Technology for their project "Application of Biocatalysts to Enhance the Value of Vietnamese Agricultural Products", which holds significant meaning for the sustainable development of Vietnam's agricultural sector and the circular economy.

Individual: Professor, Dr. Tran Thi Viet Nga from Hanoi University of Civil Engineering for her contributions in the field of wastewater treatment and environmental protection...

Over the past 40 years, the award has honored 22 groups and 57 individual female scientists for their pioneering research in natural sciences and basic sciences, with high applicability and a strong impact on the country's scientific landscape.

Speaking at the event, Prime Minister Pham Minh Chinh emphasized that the event is an occasion to recognize and honor generations of Vietnamese women who have overcome historical ups and downs, passionately contributing and shaping the identity that enriches the Vietnamese spirit, beautifies the country's landscape, and writes glorious and heroic chapters in the nation's history.

On behalf of the Party and State leaders, General Secretary To Lam, and with personal sentiments, the Prime Minister extended warm greetings, heartfelt inquiries, and best wishes to the Vietnamese Heroic Mothers, all women and girls in Vietnam, female leaders, managers, scientists, and distinguished delegates.

The Prime Minister highlighted that Vietnam's history is a grand epic of patriotism and self-reliance, where the contributions and sacrifices, kindness, and resilience of Vietnamese women are the heroic and immortal melodies that forge the national spirit.

From the early days of nation-building and defense, Vietnamese women, with their fervent patriotism and indomitable spirit, like the Trung Sisters, Lady Trieu, and many other predecessors, have become resilient "fortresses" against foreign invaders, preserving the nation's borders and sacred spirit.

During the resistance, nation-building, and development periods, the noble qualities of Vietnamese women in the Ho Chi Minh era were epitomized by the eight golden words "Heroic-Indomitable-Loyal-Capable".

Vietnamese women became "soldiers" on all fronts of nation-building and development: In combat, the bravery of revolutionary female soldiers, the "Long-haired Army" at the front lines, alongside the great and noble sacrifices of the Vietnamese Heroic Mothers in the rear, became "legends of strength", immortal monuments embodying the nation's sacred and eternal values.

In production labor, the "three-capable" women became a solid rear, a pioneering labor force, maintaining production pace in factories and enterprises, effectively supporting the front lines. Later, they pioneered as dynamic economic entities, a generation of courageous entrepreneurs in the Doi Moi era.

In knowledge creation and scientific research, women kept the flame of knowledge alive amidst bombs and bullets. Later, they confidently entered laboratories and research institutes to conquer scientific peaks, becoming the owners of many useful inventions serving life.

We also have a generation of female leaders, managers, and intellectuals who are intelligent and courageous, always striving to find reform paths and directions for rapid and sustainable national development.

Continuing this legacy, today's generation of women continues to unite, rise above all adversities and prejudices, creatively labor, and tirelessly dedicate themselves to the cause of national construction and development.

It can be affirmed that, in any circumstance or position, Vietnamese women always embody the finest values; they are those who daily "embroider and weave" new achievements, embellishing the national landscape and contributing additional "pink" bricks to building a prosperous and strong Vietnam.

The Prime Minister affirmed that our Party and State always pay special attention to women, issuing many guidelines and policies to affirm their position and create opportunities for women to contribute in all aspects of social life.

The Party's 14th Congress document emphasized an important task: "Caring for the development of Vietnamese women in the new era, promoting traditions, potentials, strengths, intelligence, and the spirit of mastery and aspiration to rise."

Thus, caring for women is not only a political task but also a profound affirmation: Women are the "sowers of character seeds", "nurturers of aspirations", "cultivators of souls", "developers of knowledge", and "realizers of dreams" for every individual.

Women are not only the keepers of family happiness but also the holders of the "key" to unlocking the nation's development destiny, shaping the future of the nation, and ensuring the stability and sustainability of humanity.

The Prime Minister pointed out that in recent times, the development of women has achieved many positive results:

The Party, State, ministries, and sectors have issued many mechanisms and policies to help women start businesses, create livelihoods, promote poverty reduction, and enhance women's roles... Gender equality and women's advancement have been promoted, especially in legal dissemination, foreign affairs, and international integration.

The role of Women's Union organizations has been enhanced, especially in representation; social supervision and criticism; participating in Party building, political system, and social mobilization for gender equality.

The percentage of female National Assembly deputies in the 15th term reached nearly 30.3% – the highest in 45 years, among the leading groups in Asia. The percentage of female candidates for the 16th National Assembly reached nearly 45.4%. At the central level, there are 21 female members of the 14th Central Party Committee, 1 female Politburo member, and 3 female Central Party Secretaries.

Women are increasingly active and dynamic in taking ownership and labor production: The percentage of female participants in party committees and female deputies in People's Councils at all levels in the subsequent term is higher than in the previous term. Specifically, the average percentage of female party committee members at the provincial level is nearly 18.7%; the percentage of female party committee members at the commune level nationwide is nearly 27.4%.

From 2020-2025, 900 female professors and associate professors were recognized (accounting for nearly 30% of the total meeting standards). The number of scientific research projects by female staff and scientists is increasing. The percentage of female labor force participation is 62.4%; businesses owned by women account for 28.2%.

The development of female leadership, management, and female intellectuals and scientists has seen many changes.

We can proudly affirm that under the leadership of the Party, the attention of all levels, sectors, localities, and the entire society, as well as the efforts and endeavors of the women themselves, Vietnamese women are increasingly developing in all aspects, clearly affirming their role, position, and significant contribution to the sustainable development of the country and the Vietnamese people.

However, we need to frankly acknowledge the existing shortcomings that need to be addressed and improved in the future: The implementation of gender equality in some places is still limited; Many women face difficulties in accessing knowledge, vocational training, and support resources; Health care for women and ensuring schools for workers' children in industrial zones are still limited; Gender violence, online violence, abuse, trafficking of women and girls remain complex issues...

The Prime Minister expressed great joy in meeting outstanding female leaders, managers, intellectuals, and female scientists who have received the Kovalevskaia Award – representatives of the talented and courageous new era of Vietnamese women, dedicated and devoted to the common cause of the Party, the country, the nation, and especially science and technology.

More than 60 female leaders and managers from central agencies present here are those who have directly participated in policy-making and implementing policies in life. They are shining examples, creating motivation, inspiring, and encouraging women to rise and develop, contributing to the nation's common cause.

On behalf of the Party and State leaders, the Prime Minister acknowledged, praised, and highly appreciated the extraordinary efforts and important contributions of female leaders, managers, and female scientists to the cause of national construction and development.

On this occasion, the Prime Minister commended and highly appreciated the efforts of all levels, sectors, localities, especially the Vietnam Women's Union, the Ministry of Home Affairs... in implementing women's work in recent times. He sincerely thanked former Vice President Nguyen Thi Doan, Chairwoman of the Vietnam Kovalevskaia Award Committee, and former Vice President Nguyen Thi Binh, the first Chairwoman of the Committee, for their dedication to the cause of learning promotion and the Kovalevskaia Award over the years.

At the same time, the Prime Minister expressed gratitude and sincere thanks to all Vietnamese women – those who tirelessly work day and night, wholeheartedly for their families, communities, society, homeland, and country.

The Prime Minister emphasized that our country is entering a new era. To achieve double-digit growth targets and realize the two strategic centennial goals, the Party's 14th Congress Resolution, Resolutions 57, 59, 68, and the Politburo's thematic resolutions have determined: Science and technology are key drivers; innovation is a strategic choice; digital transformation and green transformation are prerequisites; international integration is an inevitable path.

We also focus on implementing four fundamental transformations: Digital transformation, green transformation, energy transformation, structural transformation, and improving the quality of human resources.

In the development process and at the center of this transformation, Vietnamese women are a powerful endogenous resource, actively participating in leading and mastering new opportunities as President Ho Chi Minh emphasized: "All women must enthusiastically take on the responsibility of being the masters of the country".

To ensure Vietnamese women are increasingly confident, proud, self-reliant, and resilient, striving to overcome themselves and participate in national development in the new era, I propose that all levels, sectors, and localities focus on implementing the following key tasks:

Focus on thoroughly understanding and effectively implementing the Party's 14th Congress Resolution, the Politburo's thematic resolutions, and the Party and State's guidelines and decisions on women's development, implementing the national strategy on gender equality, and promoting the role of female intellectuals in the new development phase, especially in the current era of science and technology, innovation, and digital transformation.

Pay attention to building institutions and policies for developing female leadership and management personnel at all levels; encourage and create favorable conditions for women to proactively and creatively participate in scientific research and contribute more deeply to the country's strategic development goals, especially in science and technology, innovation, digital transformation, and green transformation.

The Women's Union organizations should effectively represent women in advising and policy-making; become a "common home", a reliable address for all women; proactively and creatively implement effective emulation movements to build Vietnamese women in the new era, support women in digital transformation, green transformation, and economic development...

The Kovalevskaia Award Committee should continue to select and honor more outstanding female groups and individuals with excellent scientific research achievements, high applicability, and widespread impact. The Vietnam Women's Union should consider organizing additional awards to honor young female scientists not only in natural sciences but also in social sciences and humanities.

The Prime Minister proposed researching and organizing the "Talented - Creative - Dedicated Women" Award, to be presented annually on October 20, to honor the efforts and contributions of Vietnamese women; calling on Vietnamese women to further promote their important mission in all fields of social life.

Strive to build and create the values and identity of Vietnamese women in the new era under the motto: Preserving tradition-Leading creativity-Mastering knowledge-Overcoming oneself-Confidently integrating-Spreading kindness-Creating the future.

The Prime Minister highlighted that beloved President Ho Chi Minh once emphasized: "The beautiful and magnificent Vietnam is embroidered and woven by our women, young and old, to become more beautiful and radiant". This is not only praise and encouragement but also President Ho Chi Minh's expectation for Vietnamese women.

The Prime Minister hopes and believes that with the glorious traditions forged over thousands of years, with the noble qualities continuously nurtured in the new era, Vietnamese women will always be confident, courageous, proactive in seizing opportunities, rising to mastery, confidently asserting themselves; becoming the core force, the factor creating the process of innovation and development, making worthy contributions to the cause of building a prosperous, rich, civilized, happy Vietnam, steadily advancing towards socialism.
