On the afternoon of June 9, in Hanoi, following a formal welcome ceremony, Prime Minister Le Minh Hung held talks with Timor-Leste Prime Minister Kay Rala Xanana Gusmao.

During the talks, Prime Minister Le Minh Hung warmly welcomed Prime Minister Kay Rala Xanana Gusmao on his official visit to Vietnam, noting that the visit reflects high political trust, friendship, and mutual support between the two countries.

The Prime Minister congratulated Timor-Leste on its significant achievements in recent times, particularly its official membership in the ASEAN family, emphasizing that this is an important milestone that strengthens ASEAN's unity, central role, and vitality.

Prime Minister Le Minh Hung expressed confidence that with strong integration efforts, Timor-Leste will soon fully and effectively participate in ASEAN cooperation mechanisms, thereby contributing positively to the peace, stability, and sustainable development of the region.

Timor-Leste Prime Minister Xanana Gusmao expressed gratitude for the warm and respectful reception by the Government and people of Vietnam for the delegation and congratulated Vietnam on its socio-economic development achievements, as well as its successful hosting of the third ASEAN Future Forum (AFF-3) – a crucial platform for discussing regional cooperation visions.

Prime Minister Xanana Gusmao thanked Vietnam for its support and companionship with Timor-Leste throughout its process of joining ASEAN, emphasizing that Vietnam is not only a reliable friend but also an effective and close development partner of Timor-Leste.

Prime Minister Le Minh Hung and Prime Minister Xanana Gusmao agreed that Vietnam and Timor-Leste have many potentials and advantages to further expand cooperation for the benefit of the peoples of both countries and contribute to stable, resilient, and sustainable development in the region.

The two Prime Ministers expressed satisfaction with the positive developments in Vietnam-Timor-Leste relations in recent times; agreed to continue strengthening political trust, enhancing delegation exchanges, and high-level contacts across all channels of the Party, State, Government, National Assembly, and people-to-people exchanges; effectively implement high-level agreements and signed documents, including the Framework Agreement on Economic and Technical Cooperation, and soon organize the first meeting of the Vietnam-Timor-Leste Joint Committee co-chaired by the two Foreign Ministers; aiming to elevate bilateral relations on the occasion of the 25th anniversary of diplomatic relations in 2027.

The two Prime Ministers welcomed the signing of cooperation documents on visa exemption, education cooperation, and information and communication during the visit, creating an important foundation to enhance people-to-people exchanges and expand cooperation in various fields.

Regarding economic, trade, and investment cooperation, the two leaders agreed to better exploit complementary potentials and strengths; soon ratify and effectively implement the Bilateral Trade Agreement; promote cooperation in rice, agricultural products, seafood, textiles, footwear, essential consumer goods, telecommunications, digital transformation, infrastructure, agriculture, and services.

Prime Minister Timor-Leste requested Vietnam to continue supplying its strong products to the Timor-Leste market, especially rice, contributing to ensuring food security for Timor-Leste; appreciated the investment of Vietnamese enterprises, especially Viettel with the Telemor brand, which has positively contributed to the development of digital infrastructure and connectivity in Timor-Leste; expressed the desire to continue welcoming Vietnamese enterprises to invest in agriculture, fisheries, tourism, infrastructure, and resource exploitation.

Prime Minister Le Minh Hung proposed that both sides promote negotiations and sign the Investment Promotion and Protection Agreement, research establishing a bilateral mechanism on economy, trade, and investment to promptly support businesses.

The two leaders also agreed to expand cooperation in potential areas such as defense-security, agriculture, fisheries, food security, education-training, human resource development, culture, tourism, sports, transportation connectivity, and people-to-people exchanges.

Both sides agreed to enhance experience sharing on sustainable agricultural development, climate change adaptation, marine economy development, sustainable fisheries, and cooperation in aquaculture, exploitation, and processing of seafood.

Prime Minister Le Minh Hung affirmed that Vietnam is ready to share development experiences, international integration, human resource training, and send experts to support Timor-Leste in areas that meet its needs.

Regarding multilateral cooperation, the two leaders agreed to strengthen coordination and mutual support at the United Nations, ASEAN, and regional and international forums; jointly maintain ASEAN's unity and central role, promote peace, stability, cooperation, and development in the region, including upholding international law and UNCLOS 1982.

Concluding the talks, both sides agreed to direct relevant ministries and sectors to implement the agreements and common understandings reached, contributing to the increasingly deep, substantive, and effective development of Vietnam-Timor-Leste relations.

On this occasion, both sides witnessed the exchange of cooperation documents including: Memorandum of Understanding on Higher Education Cooperation between the Ministry of Education and Training of Vietnam and the Ministry of Higher Education, Science and Culture of Timor-Leste; Memorandum of Understanding on Education Cooperation between the Ministry of Education and Training of Vietnam and the Ministry of Education of Timor-Leste; Visa Exemption Agreement for ordinary passport holders between the Government of Vietnam and the Government of Timor-Leste, Memorandum of Understanding on Cooperation between Vietnam News Agency and TATOLI News Agency.
