Specifically, Prime Minister Le Minh Hung met with Mr. Sanjay Dhawan, Vice Chairman of ACME Group, and other senior leaders of the Group.
During the meeting, Mr. Sanjay Dhawan stressed that ACME aims to promote strategic cooperation with Vietnam in supplying and developing the raw material value chain. The Group is also interested in exploring investment opportunities, technology transfer, trade cooperation, and developing clean energy projects in Vietnam.
Prime Minister Le Minh Hung affirmed that Vietnam welcomes large Indian corporations with technological capabilities to enhance their investment in Vietnam, especially in areas where India has strengths and Vietnam has demands, such as clean energy, green industry, new materials, high technology, infrastructure, and digital transformation, aligning with Vietnam's investment attraction orientation in the coming period.
The Prime Minister noted that Vietnam is implementing national strategies and plans for green transformation, identifying renewable energy, new energy, green hydrogen, energy storage technology, and emission reduction solutions as priority areas. With its experience and capabilities, ACME has ample room to expand cooperation in Vietnam.
Acknowledging ACME's direction in building an integrated value chain from renewable energy, green hydrogen to low-emission materials and carbon reduction in industry, the Prime Minister welcomed the Group to strengthen connections and cooperation with Vietnamese enterprises to implement emission reduction solutions.
The Prime Minister stated that Vietnam is preparing to amend the Investment Law towards a shift from broad-based investment attraction to selective investment attraction, prioritizing projects that utilize advanced technology, promote innovation, create added value, have the potential to participate in the global value chain, and contribute to the green transition process.
The Prime Minister urged ACME to explore expanding cooperation and investment in Vietnam, implementing large-scale projects that create added value and connect with the regional market; thereby contributing to making Vietnam not only a market for green product consumption but also an investment destination, a production hub, and a link in the regional value chain, meeting international standards.
Additionally, ACME should consider investing in green projects and renewable energy in Vietnam; enhance technology transfer, human resource training, connect and develop the business ecosystem, contributing to forming a green industrial value chain.
Affirming that the Vietnamese Government always accompanies and facilitates enterprises with capabilities, technology, and long-term vision to expand cooperation and investment in Vietnam, the Prime Minister expressed his desire for ACME to become one of the pioneering Indian enterprises in implementing exemplary cooperation projects, applying new technology, and making practical contributions to the trade and investment relations between Vietnam and India.
| ACME is an Indian group operating in the field of clean energy and sustainable development, having implemented renewable energy projects with a total capacity of over 8 GW in India. In Vietnam, ACME has not yet had a large-scale direct investment project, but has signed a memorandum of understanding with a domestic enterprise for the long-term supply of input materials for green steel production. |

Subsequently, Prime Minister Le Minh Hung met with Chairman of GMR Group Grandhi Mallikarjuna Rao and several senior leaders of the Group.
During the meeting, Mr. Grandhi Mallikarjuna Rao provided an overview of GMR's activities in airport development and operation, energy, transportation, and urban infrastructure; he expressed the Group's interest in exploring cooperation and investment opportunities in Vietnam, particularly in the field of airport and aviation infrastructure.
Mr. Grandhi Mallikarjuna Rao mentioned that in May 2026, GMR signed a cooperation memorandum with some Vietnamese enterprises to explore the potential for cooperation in airport development and operation, consulting services, airport technology, and related fields; he expressed a desire to continue expanding cooperation and contributing to the development of aviation infrastructure in Vietnam.
Prime Minister Le Minh Hung affirmed that Vietnam always values its relationship with India; emphasized the enhanced Comprehensive Strategic Partnership between Vietnam and India, with a foundation of political trust and significant cooperation potential, creating favorable conditions for businesses from both countries to strengthen cooperation in economic, trade, investment, science-technology, and infrastructure connectivity fields.
The Prime Minister appreciated GMR's experience in developing, operating, and exploiting aviation infrastructure; he noted that Vietnam identifies the development of aviation infrastructure as one of the priorities to enhance international connectivity, promote trade, tourism, and attract investment. Vietnam aims to develop a system of 36 airports by 2030 and continue expanding in the period until 2050.
The Prime Minister welcomed GMR to strengthen connections and explore cooperation opportunities with Vietnamese partners; he suggested the Group study the possibility of participating in suitable projects in airport development and operation, airport urban areas, commercial exploitation, aviation service ecosystems, digital transformation, and airport technology; while sharing experience, transferring technology, and contributing to human resource training for Vietnam.
The Prime Minister affirmed that the Vietnamese Government facilitates foreign enterprises with capabilities and experience to cooperate and invest effectively and long-term in Vietnam on the basis of complying with the law, harmonizing interests, and bringing practical benefits to all parties.

Next, Prime Minister Le Minh Hung had a meeting with WTO Director-General Ngozi Okonjo-Iweala.
Prime Minister Le Minh Hung highly appreciated the cooperation and support of the WTO in Vietnam's international integration process and welcomed the coordination of the WTO Secretariat in preparing for Vietnam's third Trade Policy Review in November 2026.
The Prime Minister affirmed that Vietnam always actively and responsibly participates in the WTO's agenda, supporting the WTO to continue playing a coordinating role to promote global trade in an inclusive, balanced manner, for peace, cooperation, and development, and effectively respond to global challenges.
Vietnam hopes the WTO will continue to promote the reform process to meet the demands of the new situation and expand its agenda to new areas such as digital trade, AI, green transformation, climate change, and supply chain resilience.
The Prime Minister also suggested that the WTO continue projects and initiatives to support Vietnam in enhancing capacity, providing in-depth training on trade policy, legal advice on international dispute resolution, facilitating trade to effectively utilize international agreements and commitments, and enhancing competitiveness.
WTO Director-General Ngozi Okonjo-Iweala congratulated Vietnam on its impressive economic achievements and noted that Vietnam's macroeconomic indicators in recent times reflect the government's excellent macroeconomic management capabilities.
The Director-General also assessed that after nearly 20 years of WTO membership (2007-2027), Vietnam is a prime example of the success of the WTO and the rules-based multilateral trading system. The Director-General hopes Vietnam will share its development and international integration experiences with other developing countries.
The Director-General welcomed Vietnam's ratification of the Fisheries Subsidies Agreement and participation in the Multi-Party Interim Appeal Arbitration Arrangement (MPIA), emphasizing that this demonstrates Vietnam's strong commitment and responsibility to the multilateral trading system.
Discussing future development directions, the Director-General believes Vietnam is on the right track by continuing to diversify markets, products, and supply chains; while moving up higher levels of the value chain, especially in high-value products related to artificial intelligence, semiconductors, and microprocessors.
The WTO Director-General affirmed that the WTO will continue to accompany and support Vietnam in its international economic integration process and hopes Vietnam will support the WTO reform process and the WTO accession process of other countries.

During a meeting with AIIB President Zou Jiayi, Prime Minister Le Minh Hung congratulated her on being elected as AIIB President for the 2026-2031 term; he highly appreciated AIIB's role and contributions in mobilizing resources for infrastructure development, enhancing connectivity, and promoting sustainable development in the region, as well as the positive results in cooperation between Vietnam and AIIB in recent times.
The Prime Minister suggested that AIIB continue to support Vietnam in implementing large-scale, high-impact infrastructure projects, especially in green transformation, energy transition, urban development, and regional connectivity; enhance technical support in project preparation and design of innovative financial structures; and strengthen co-financing with development partners and the private sector to maximize resource mobilization for Vietnam's infrastructure investment needs.
The Prime Minister stated that Vietnam is transitioning its development model to rely more on science, technology, innovation, and digital transformation; he affirmed that Vietnam wishes to strengthen its long-term partnership with AIIB, especially in strategic infrastructure development, green transformation, and climate change adaptation.
The Prime Minister also suggested that AIIB closely coordinate with Vietnamese ministries, sectors, and localities to build a medium and long-term cooperation project list, in line with Vietnam's socio-economic development orientation and AIIB's priorities; AIIB should collaborate with Vietnamese financial institutions following the model of IFC, ADB to jointly mobilize capital, issue bonds in the domestic financial market, and build a portfolio of feasible and effective projects in Vietnam.
For her part, AIIB President Zou Jiayi highly appreciated Vietnam's development orientation, affirming that Vietnam is an important partner of AIIB and expressing a desire to continue expanding cooperation between Vietnam and AIIB.
AIIB President agreed with the cooperation directions and priority areas as suggested by Prime Minister Le Minh Hung; she noted that this is a suitable direction to shift from cooperation on individual projects to program-based cooperation, forming a quality project portfolio that meets implementation conditions and can mobilize financial resources with preferential conditions.
AIIB welcomes Vietnamese ministries, sectors, and localities to introduce potential projects, especially in transportation infrastructure connectivity, railways, green transformation, clean energy, urban development, and cross-border connectivity, to be included in the cooperation list; AIIB is ready to coordinate in identifying, preparing, and implementing priority projects.
Both sides agreed to continue close coordination to soon materialize the discussed contents, promoting Vietnam-AIIB cooperation to become deeper, more substantive, and effective, contributing to meeting Vietnam's modern, green, and sustainable infrastructure development needs.
