Vietnam proactively and positively contributes at the 18th BRICS Summit

Could you please share the significance of Prime Minister Le Minh Hung's trip to attend the 18th BRICS Summit in India and Vietnam's contributions as a BRICS partner country at this Summit?

At the invitation of Indian Prime Minister Narendra Modi, Prime Minister Le Minh Hung will lead a high-level Vietnamese delegation to attend the 18th BRICS Summit in India from September 12-13, 2026. This is one of Vietnam's important high-level multilateral foreign affairs activities in 2026.

This year's BRICS Summit marks 20 years of BRICS' formation and development, evolving from a forum for economic and financial policy coordination into a multilateral cooperation mechanism with increasing influence, contributing to promoting cooperation and enhancing the voice and contribution of emerging economies and developing countries in global issues. With Vietnam's role as a BRICS Partner Country since June 2025, Prime Minister Le Minh Hung's participation in the 18th BRICS Summit in India holds great significance.

Firstly, the trip is an important step in implementing the foreign policy of the 14th Congress and the Politburo's Resolution on international integration in the new context, especially the policy of promoting and elevating multilateral foreign affairs, actively and responsibly participating in addressing common regional and international issues, contributing to peace, friendship, cooperation, and development.

In the context of complex international developments and new demands on international cooperation, our participation in the BRICS Summit is a crucial opportunity for Vietnam to exchange, dialogue, and determine directions and solutions for major issues in regional and global governance, especially economic and development issues, aligned with the interests and priorities of emerging economies and developing countries.

This helps us continue to implement the policy of shifting from “participating in the rules” to “contributing to shaping the rules”; continue to amplify Vietnam's voice in building international frameworks, rules, and standards, contributing to peace, cooperation, and sustainable development, thereby enhancing Vietnam's international reputation, commensurate with the country's historical, cultural, and positional stature.

Secondly, attending the Summit helps us proactively grasp development trends and major cooperation orientations at BRICS and other multilateral mechanisms, effectively serving the implementation of international integration policies in the new phase.

The BRICS agenda expands from economics and finance to new development drivers such as science and technology, innovation, artificial intelligence, energy, etc. Participation and exchange at the Summit help us gain deeper insights into opportunities and challenges, learn from partners' experiences and cooperation orientations, providing a basis for the process of building and perfecting development policies, achieving the goal of building an independent, self-reliant economy with increasingly effective, extensive, and substantive international integration.

Thirdly, the Prime Minister's trip is an important occasion to further consolidate and deepen the relationship between Vietnam and India, the BRICS Chair in 2026, as well as with BRICS member and partner countries.

Vietnam maintains friendly and cooperative relations with all BRICS Member and Partner Countries. Participation in BRICS activities creates additional space and momentum to effectively promote bilateral cooperation, especially in key areas such as defense, security, trade, investment, science and technology, digital transformation, energy, infrastructure, and innovation...

Participation in BRICS activities helps Vietnam continue to expand development space, diversify markets, partners, and supply chains; access new technological initiatives and trends; effectively leverage resources in capital, science and technology, knowledge, and markets for national development.

Regarding Vietnam's contributions at the Summit, it can be affirmed that, as a partner country, Vietnam will continue to participate with a proactive, positive, and responsible spirit, contributing ideas, promoting initiatives, and specific cooperation forms suitable to Vietnam's interests, capabilities, and conditions.

At the Discussion Session on the theme “Resilience, Innovation, Cooperation and Sustainability: Shaping the Future for Inclusive Global Growth”, Prime Minister Le Minh Hung will share Vietnam's vision, assessments, and proposals on major issues in international cooperation related to peace, promoting economic growth, sustainable development, and addressing global challenges.

Through this, affirming the message that Vietnam wishes to join BRICS Member and Partner Countries and the international community in promoting new growth drivers, enhancing connectivity and development cooperation, amplifying the voice and role of emerging economies and developing countries, towards an inclusive, sustainable future with widely shared development achievements for all people.

On this occasion, the Prime Minister will also have bilateral activities in India. Could you please share the significance and expected outcomes of these activities for Vietnam-India relations?

India is rising strongly, becoming a significant center of growth and innovation globally, with a market of over 1.4 billion people, increasing scientific and technological potential, and an increasingly prominent role and position in the region and the world.

For Vietnam, India is not only a long-standing traditional friend and reliable partner but also an enhanced comprehensive strategic partner with many potentials and complementary strengths for Vietnam's development goals in the new phase.

Notably, the relationship between the two countries is experiencing strong development following the highly successful State visit by General Secretary and President To Lam to India in May 2026, with the upgrade of relations to an Enhanced Comprehensive Strategic Partnership with the motto “Sharing Vision, Converging Strategy, Practical Cooperation”.

In this context, Prime Minister Le Minh Hung's bilateral activities in India during this visit hold great significance, both continuing the development momentum and maintaining high-level exchanges, and concretizing the shared perceptions, agreements, and major orientations agreed upon by the highest leaders of the two countries, thereby deepening the new relationship framework more substantively and effectively.

With the Prime Minister's trip to India lasting less than two days, alongside multilateral activities, the Prime Minister will have many important engagements with Indian leaders and partners to further consolidate political trust, deepen political, diplomatic, defense, and security relations, and enhance strategic coordination on bilateral and regional, international issues of mutual concern.

The discussions will prioritize promoting economic, trade, investment, science and technology cooperation, and infrastructure connectivity to achieve substantive, specific results in Vietnam-India relations. Notably, efforts will focus on achieving the goal of raising bilateral trade turnover to 25 billion USD by 2030, enhancing investment, major, symbolic projects by Indian enterprises in Vietnam, creating breakthroughs in cooperation on science and technology, innovation, artificial intelligence... where India has significant strengths.

The goal is for the two countries not only to exchange more goods, attract more investment but also to jointly research, develop technology, train human resources, and participate more deeply in new value chains, commensurate with the depth of the Enhanced Comprehensive Strategic Partnership.

Additionally, high-level leaders of the two countries will discuss and deepen other important cooperation pillars, especially education and training, tourism, culture, and people-to-people exchanges, with specific topics such as increasing the frequency of direct flights between the two countries, developing two-way tourism, spiritual tourism, and cultural industries, especially the film industry, preserving and promoting cultural heritage values, people-to-people exchanges...

With the foundation of traditional friendship, high political trust, and increasingly strong convergence of vision, interests, and development aspirations, I am confident that the Prime Minister's trip will contribute to creating further momentum for Vietnam-India relations to develop more robustly, substantively, and effectively, in the spirit of “Sharing Vision, Converging Strategy, Practical Cooperation”, bringing practical benefits to the people of both countries and positively contributing to peace, stability, cooperation, and development in the region and the world.
