During the talks, Prime Minister Le Minh Hung conveyed the warm regards and best wishes from General Secretary and President To Lam to Prime Minister Narendra Modi and other senior leaders of India.

Prime Minister Le Minh Hung expressed thanks for the host country's thoughtful reception; congratulated India and Prime Minister Narendra Modi on the success of the 2026 BRICS Summit, as well as remarkable economic and social achievements; and expressed confidence that India will successfully implement the “Vision 2047” to become a developed nation.

Prime Minister Le Minh Hung emphasised that amidst regional and global fluctuations, Vietnam and India have always been close, loyal, and steadfast friends; the bilateral relationship has been elevated to an enhanced comprehensive strategic partnership during the visit of General Secretary and State President To Lam in May 2026, reflecting the profound level of bilateral relations, the maturity of political trust, shared vision, and convergence of strategic interests; opening up many opportunities for extensive cooperation in the future.

The Vietnamese Prime Minister emphasized that the perspectives, goals, and development paths of the two countries have many similarities, creating opportunities for both sides to accompany each other in various fields.

Prime Minister Narendra Modi expressed delight and warmly welcomed Prime Minister Le Minh Hung's visit to India; appreciated Vietnam's participation in BRICS and emphasised that Vietnam's attendance at the 18th BRICS Summit elevated the conference. Prime Minister Narendra Modi recalled the profound impression of the state visit to India by General Secretary and State President To Lam in May 2026 and respectfully sent regards to General Secretary and State President To Lam.

Prime Minister Narendra Modi highly valued the long-standing traditional relationship, the connection through history, culture, and civilization, as well as the similarities in foreign policy and shared development vision of the two countries; affirmed that Vietnam is an important pillar in India's Act East policy.

Discussing bilateral relations, the two Prime Ministers were pleased to note that bilateral relations continue to achieve significant progress; the Action Program 2024-2028 and the outcomes of General Secretary and State President To Lam's visit are being actively implemented; agreed to maintain the strong development momentum and high political trust as at present; regularly exchange and coordinate between the Leaders of the two countries on bilateral, regional, and international issues; towards celebrating the 55th anniversary of diplomatic relations in 2027.

The two Leaders agreed that Vietnam and India are among the fastest-growing economies in the world, with high complementarity and great potential for cooperation; expressed determination to promote measures to soon achieve the target of bilateral trade reaching 25 billion USD; facilitate market access for products of both countries, especially pharmaceuticals, agricultural products, fisheries, and livestock products.

Prime Minister Le Minh Hung proposed that both sides establish an economic corridor and supply chain to enhance the connection between the two economies; consider initiating negotiations for a bilateral Free Trade Agreement (FTA), while actively coordinating with ASEAN countries to expedite the review of the ASEAN-India Trade in Goods Agreement (AITIGA); welcomed major Indian corporations investing in Vietnam in technology, infrastructure, energy, and pharmaceuticals.

The two Prime Ministers also emphasised the role of connectivity in road, rail, air, and sea; agreed to explore promoting railway connectivity projects, forming a South Asia-Southeast Asia connectivity corridor, as well as connecting the two countries' seaports with the Asia-Europe maritime route. Prime Minister Le Minh Hung suggested that India continue to increase the frequency of direct flights connecting major cities of the two countries.

The two Prime Ministers assessed that defense-security cooperation is a crucial pillar of bilateral relations; agreed to strengthen defense industry cooperation and military trade, training, and provision of preferential credit; and to soon organize the first meeting of the Diplomatic-Defense Dialogue mechanism.

In the field of science and technology, Prime Minister Le Minh Hung proposed that both sides soon form a Vietnam-India technology connectivity strategy, focusing on key sectors such as artificial intelligence (AI), 5G/6G mobile network technology... develop a cooperation program on training AI engineers, semiconductors, digital technology training for the younger generation, as well as connecting startups and innovation enterprises of the two countries.

The two Leaders affirmed the strengths of the two countries related to cultural, civilizational, historical, and religious connections spanning thousands of years, and expressed the desire to leverage these advantages to further expand tourism, cultural cooperation, preservation, and promotion of cultural values, people-to-people exchanges, contributing to solidifying the foundation of friendship.

Prime Minister Le Minh Hung proposed that both sides intensify the implementation of cultural, sports, yoga, and Buddhist exchanges in 2027 on the occasion of the 55th anniversary of Vietnam-India diplomatic relations.

Prime Minister Narendra Modi expressed agreement with the proposals of Prime Minister Le Minh Hung and affirmed that the Indian Government always supports and strives to implement measures to promote cooperation fields between the two countries, continuing to deepen and substantiate bilateral relations.

The two Prime Ministers agreed to strengthen coordination and support each other at regional and international forums. Prime Minister Le Minh Hung emphasized that Vietnam supports India playing a larger role in multilateral institutions, is ready to assist India in enhancing cooperation with ASEAN, and hopes India will continue to strongly support ASEAN's stance on the South China Sea.

On this occasion, Prime Minister Le Minh Hung extended an invitation to Prime Minister Narendra Modi to visit Vietnam again soon. Prime Minister Narendra Modi gladly accepted the invitation and suggested that both sides arrange a suitable time.
