Prime Minister allocated emergency support of 250 billion VND for Son La, Dien Bien, Nghe An after floods

WVR - The Prime Minister has decided to allocate 250 billion VND from the central government’s budget to help Dien Bien, Son La, and Nghe An overcome the aftermath of natural disasters and stabilize people’s lives after severe flash floods and landslides.

Deputy Prime Minister Ho Duc Phoc has just signed Decision No. 1653/QD-TTg of the Prime Minister on emergency financial support for the provinces of Son La, Dien Bien, and Nghe An to address the consequences of the recent floods.

Specifically, 250 billion VND will be provided from the central budget’s 2025 contingency fund for the three provinces to initially deal with the aftermath and stabilize people’s lives after the floods (including 100 billion VND for Dien Bien, 50 billion VND for Son La, and 100 billion VND for Nghe An), as proposed by the Ministry of Finance in document No. 11803/BTC-NSNN dated August 2, 2025.

The People’s Committees of Dien Bien, Son La, and Nghe An are responsible for managing and using the allocated funds in accordance with laws on the state budget and other relevant legal provisions, ensuring proper use, correct beneficiaries, transparency, and preventing losses or misconduct.

They are to use the central government support, along with local budgets and other legal funding sources, to promptly assist residents in stabilizing their lives immediately after the floods; and report the use of funds to the Ministry of Finance, the Ministry of Agriculture and Environment, and other relevant agencies for consolidation and reporting to the Prime Minister.

In recent days, heavy rain has caused flash floods, landslides, flooding, and severe damage to people, property, and infrastructure, greatly affecting production and livelihoods in Dien Bien, Son La, and Nghe An.

According to the Son La Provincial People’s Committee, during July and early August 2025, Son La suffered five consecutive large-scale heavy rain events, three of which caused severe consequences.

In Son La, five houses were swept away, and many roads in Phung Banh commune were eroded and blocked; National Highway 12 sections passing through Bo Sinh, Muong Lam, and Song Ma communes were submerged 1.2–1.6 meters; several suspension bridges were washed away in Phung Banh, Chieng So, and Muong Lam communes.

Fourteen hamlets in Phung Banh and Chieng So communes were isolated. Particularly, ground subsidence in Quyet Thang sub-area (Mai Son commune) affected residential infrastructure, causing public anxiety.

Son La Provincial People’s Committee has declared a state of emergency for natural disasters to respond to heavy rain, flash floods, landslides, and ground subsidence in 14 key communes.

As of 9:00 AM on August 2, the flash floods and landslides in Dien Bien province caused by prolonged heavy rain from July 31 to August 1 had left 10 people dead, 7 injured, and no one missing.

Property damage is estimated at about 300 billion VND. Specifically, 319 houses collapsed, were swept away, damaged, or had to be urgently relocated, concentrated in communes such as Na Son, Phinh Giang, and Xa Dung.

Many national highways and inter-communal and inter-hamlet roads were eroded, causing blockages and isolating several areas. Numerous irrigation works, schools, and government offices were also damaged or flooded.

The power grid in Tia Dinh, Xa Dung, Na Son, and Muong Luan communes was cut off. Telecommunications networks were disrupted in many places.

Tropical Storm No. 3 and subsequent heavy rains and floods devastated many areas of Nghe An province, causing damage worth thousands of billions of VND.

According to reports, as of July 31, four people were dead, four were injured, nearly 7,500 houses collapsed, were buried, swept away, or damaged; 40 schools and thousands of hectares of crops and production forests were destroyed; and critical infrastructure such as roads, schools, health stations, and government offices was severely damaged. The initial estimated total loss was about 3,546 billion VND.

The government, ministries, and local forces are mobilizing all resources to help residents overcome the disaster’s aftermath, rebuild infrastructure, and stabilize lives.

Deputy Prime Minister Tran Hong Ha has been present at the scene to visit and encourage affected residents suffering severe losses due to heavy rain, flash floods, and landslides; and to work with ministries, agencies, and localities on search and rescue efforts and disaster recovery.
