During the meeting, the President appreciated Secretary Rubio's support for Vietnam and the Vietnam-U.S. relationship, especially as the two countries celebrate 30 years of normalized relations and two years of upgrading to a Comprehensive Strategic Partnership.

The President emphasized that Vietnam always considers the United States as a strategically important partner and wishes to continue developing the Comprehensive Strategic Partnership in a more substantive and deeper manner. This is based on mutual respect for independence, sovereignty, territorial integrity, and each other's political systems, aiming for peace, stability, and shared prosperity.

Both sides discussed cooperation in key areas such as politics-diplomacy, economy-trade-investment, security-defense, science and technology, education, and humanitarian efforts to address war legacies.

President Luong Cuong proposed that both sides continue exchanges of delegations at all levels, especially high-level ones, to maintain mutual understanding and trust while effectively addressing each other's concerns, including reciprocal tax issues. He affirmed that Vietnam welcomes U.S. businesses to enhance cooperation and investment in strategic sectors like the semiconductor industry and high-quality human resource training. The President also proposed the U.S. government to soon recognize Vietnam as a market economy and remove Vietnam from the list of strategic export controls.

Agreeing with the President's assessments, Secretary of State Marco Rubio emphasized that the administration of President Donald Trump always considers Vietnam one of the United States' top priority partners in the region. The framework of the Comprehensive Strategic Partnership between the two countries should not only be maintained but also developed in a more substantive manner, especially given the potential for cooperation in economics, trade, investment, and shared interests in ensuring peace, stability, and prosperity in the Asia-Pacific. Secretary Rubio stated that closer cooperation would open up more opportunities for bilateral relations and affirmed that the United States is ready to accompany Vietnam in this process for the benefit of both nations' peoples.

On the same day, Acting Foreign Minister Le Hoai Trung met and exchanged views with U.S. Secretary of State Marco Rubio.

Reflecting on the Vietnam-U.S. relationship after 30 years of normalization, Acting Foreign Minister Le Hoai Trung expressed delight at the progress in bilateral relations, emphasizing the spirit of overcoming differences and building trust for the benefit of both nations' peoples, as well as for peace, stability, and development in the region and the world. Vietnam aspires to be a bridge for peace, working with countries within and outside the region to create a peaceful, stable, and developing Asia-Indian Ocean-Pacific region.

In this spirit, Acting Foreign Minister Le Hoai Trung proposed that both sides maintain the positive momentum of bilateral relations, including exchanges of visits at all levels, especially high-level ones. In terms of economy and trade, Vietnam remains a reliable partner of the United States, ready to increase purchases of U.S. goods, especially high-tech products like aircraft and semiconductors, and expand the market for U.S. goods. He also urged the United States to consider the unique characteristics of Vietnam's economy during negotiations for a reciprocal tax agreement between the two countries.

Additionally, the Acting Foreign Minister affirmed Vietnam's desire to cooperate more closely with the United States in areas of mutual interest, particularly transnational crime, counter-terrorism, and cybersecurity.

Appreciating the United States' decision to maintain support projects for addressing war legacies in Vietnam, the Acting Foreign Minister emphasized that cooperation in overcoming war legacies is a crucial pillar for promoting reconciliation, building trust, and laying the foundation for advancing Vietnam-U.S. bilateral relations. He also thanked the U.S. government for its support of the Vietnamese-American community and praised their contributions to U.S. society and the Vietnam-U.S. relationship.

Agreeing with Acting Foreign Minister Le Hoai Trung's assessments, Secretary of State Marco Rubio reaffirmed the United States' commitment to supporting a “strong, independent, resilient, and prosperous” Vietnam. The United States always considers Vietnam one of its top priority partners in the region and will seek every opportunity to further practical measures to effectively implement the Comprehensive Strategic Partnership across all fields. Secretary Rubio confirmed that President Donald Trump wishes for both sides to soon complete negotiations to implement the reciprocal tax agreement, benefiting both nations.

During the meeting, both sides also discussed regional and international issues of mutual concern and agreed to promote cooperation, emphasizing the central role of ASEAN and promoting practical measures to contribute to maintaining security, stability, and development in the Indo-Pacific region.

On this occasion, Acting Foreign Minister Le Hoai Trung invited Secretary of State Marco Rubio to visit Vietnam soon, and the U.S. Secretary gladly accepted the invitation.
