During the meeting, President Luong Cuong expressed his pleasure at meeting General Secretary, President of Laos Thongloun Sisoulith again and warmly congratulated Comrade Thongloun Sisoulith on being re-elected as General Secretary of the Central Committee of the Lao People's Revolutionary Party (LPRP) for the 12th term. The President affirmed that this result reflects the high trust and recognition by the Party, State, and people of Laos for his significant and effective contributions in recent times.

The President emphasized that the choice of Vietnam as the first country to visit by General Secretary, President of Laos Thongloun Sisoulith, following the successful 12th Congress of the LPRP, holds profound political significance. It reaffirms the strong determination of the leaders and people of both countries to preserve, nurture, and develop the great friendship, special solidarity, comprehensive cooperation, strategic connection, and close bond between the two Parties, States, and peoples throughout the struggle for independence and national development.

On this occasion, the President congratulated the success of the 12th Congress of the LPRP and the significant, comprehensive achievements attained by the Party, State, and people of Laos over 40 years of renovation. The President affirmed that Vietnam always strongly and comprehensively supports Laos and will do its utmost to preserve, nurture, and deepen the special Vietnam-Laos solidarity. He emphasized that the Vietnam-Laos relationship is an invaluable common asset, a strategic foundation for the stability, development, and integration of each country, as well as a historical rule, a source of strength, and motivation for both nations to continue preserving, promoting, and passing on to future generations.

General Secretary, President Thongloun Sisoulith congratulated the Communist Party of Vietnam on the successful organization of the 14th National Party Congress, which passed many important resolutions and orientations for socio-economic development in the new phase. He expressed his pleasure at visiting Vietnam in his capacity as General Secretary of the Central Committee of the Lao People's Revolutionary Party, right after both Parties successfully held their Congresses. He thanked President Luong Cuong for the warm, thoughtful, and cordial reception, reflecting the deep bond of comradeship and brotherhood between the two countries.

General Secretary, President of Laos Thongloun Sisoulith congratulated Vietnam on the significant, historically meaningful achievements attained throughout the nation's construction and development process. He expressed firm belief that, under the leadership of the Communist Party of Vietnam, the country will continue to achieve new, greater accomplishments, confidently advancing into a new era, successfully implementing the resolutions of the 14th Congress.

The General Secretary, President of Laos informed President Luong Cuong about key outcomes of the 12th Congress of the Lao People's Revolutionary Party. He also expressed gratitude to the Central Committee of the Communist Party of Vietnam and General Secretary To Lam for sending Special Envoy Le Hoai Trung, Minister of Foreign Affairs, to Laos to congratulate the success of the Congress immediately after its conclusion.

On this occasion, he also briefed on the recent situation in Laos and the results of his talks with General Secretary of the Central Committee of the Communist Party of Vietnam To Lam. The General Secretary, President of Laos sincerely thanked Vietnam for its constant, valuable, and timely support and assistance over the years. He affirmed his commitment to continue nurturing and promoting the great friendship, special solidarity, comprehensive cooperation, and strategic connection between the two countries, fostering deeper, more practical development for the benefit of each nation.

President Luong Cuong highly appreciated the positive outcomes of Vietnam-Laos cooperation in recent times, affirming that the bilateral relationship continues to develop comprehensively and effectively across various fields. In the context of complex regional and global changes, the President emphasized the necessity and significance of the two countries enhancing solidarity, close ties, regular information sharing, and coordination of positions, thereby supporting each other in successfully achieving the development goals of each Party and country.

Discussing future cooperation directions, the President stated that both sides will continue to identify strategic connection in political relations as a pillar, guiding the overall bilateral cooperation. Additionally, the two countries will enhance defense-security cooperation, contributing to maintaining political stability, order, and social safety in each nation. They will expedite key cooperative projects, resolve difficulties, and create new breakthroughs in economic, trade, and investment cooperation. Furthermore, both sides agreed to closely coordinate in organizing commemorative activities for major national anniversaries in a practical, effective, and profound manner, and to strengthen exchanges of positions on strategic issues, coordinating and supporting each other at multilateral forums.

The two leaders expressed their joy and confidence that, based on the solid foundation of the special solidarity relationship "both comrades and brothers", along with high-level common understanding, intertwined interests, and significant achievements attained in recent times, the bilateral relationship will continue to deepen, meeting the development demands in the new phase.
