Lam expressed gratitude for the recent gestures of support from high-level Chinese leaders to Vietnam to recover from the severe impacts caused by Typhoon Yagi and subsequent floods. He also conveyed the condolences and sharing from the leaders of the Vietnamese Party and State to the Chinese leaders and people in the affected regions of China that have suffered from the recent historic storms.

Congratulating He on being accredited to Vietnam, Lam expressed his hope and belief that the ambassador will promote his role as a bridge connecting the two countries and contributing to enhancing the friendship and comprehensive collaboration between the two Parties and countries.
He emphasised that the Party, State, and people of Vietnam consistently attach importance to the development of their traditional friendship and comprehensive strategic cooperative partnership with China, considering this a strategic choice and a top priority in Vietnam’s overall foreign policy.
The top leader also expressed pleasure at the positive and comprehensive development of the bilateral relationship in recent times, especially with the historic visits by the highest-level leaders of both Parties and countries. These visits have established a new positioning for the bilateral relationship and agreed on building a Vietnam-China community with a shared future, contributing to bringing about practical benefits for the two countries' people and maintaining peace, stability, and development in the region and the world.
He Wei said he hopes to receive the attention and support from Vietnamese leaders as well as the close coordination of Vietnamese ministries, sectors and localities. He affirmed that in his position, he will do his utmost to foster the comprehensive strategic cooperative partnership, and the Vietnam-China community with a shared future which carries strategic significance.
The diplomat also emphasised his commitment to enhancing his role in coordinating and promoting collaboration between Chinese and Vietnamese ministries and localities in implementing common perceptions reached by high-ranking leaders and agreements signed by both sides; stepping up regular high-level exchanges to reinforce political trust, expand substantive cooperation in defence and security, elevate socio-economic and cultural collaboration, and promote friendly people-to-people exchanges; maintaining close cooperation in multilateral mechanisms and at international forums; and jointly controlling and better resolving disagreements based on agreements and high-level common perceptions, for the well-being of the two countries' people and for regional peace and stability.
