Accordingly, the list of members of the Government Negotiation Team on international economy and trade includes:
The Head of the team is Minister of Industry and Trade Le Manh Hung.
Three Deputy Heads include:
Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan (Standing Deputy Head), assisting the Head in coordinating the overall activities of the Government Negotiation Team, directly responsible for professional work on international economic and trade negotiations, overseeing areas within the functions and duties of the Ministry of Industry and Trade, and representing the Head when authorized;
Deputy Minister of Finance Tran Quoc Phuong, responsible for areas within the functions and duties of the Ministry of Finance, including opening Vietnam's market in terms of taxes, customs, investment, financial services (insurance, securities), government procurement, and other areas, representing the Head when authorized in the areas under his responsibility;
Deputy Minister of Foreign Affairs Nguyen Minh Hang, responsible for foreign affairs, diplomatic advocacy, bilateral and multilateral relations in economic and trade negotiations, and other areas as required by functions and duties, representing the Head when authorized in the areas under her responsibility.
Members include: Deputy Minister of Agriculture and Environment Hoang Trung; Deputy Minister of Science and Technology Le Xuan Dinh; Deputy Minister of Justice Dang Hoang Oanh; Deputy Minister of Culture, Sports and Tourism Phan Tam; Deputy Governor of the State Bank of Vietnam Nguyen Ngoc Canh; Deputy Minister of Public Security Pham The Tung; Deputy Minister of Health Nguyen Tri Thuc; Deputy Minister of Home Affairs Cao Huy.
Chief of the Office of the Inter-sectoral Steering Committee on International Economic Integration, Ministry of Industry and Trade Ta Hoang Linh; Director General, Department of Multilateral Trade Policy, Ministry of Industry and Trade Le Trieu Dung; Director General of the Trade Remedies Authority, Ministry of Industry and Trade Luong Hoang Thai participate in supporting the standing work of the Government Negotiation Team.
| The negotiation team functions to assist the Prime Minister in directing ministries, sectors, and localities in negotiating, signing, coordinating approval, ratification, and implementation of international treaties and agreements on the economy and trade of the State and Government of Vietnam, including multilateral, bilateral, regional, and other mechanisms within the framework of international cooperation. The team is tasked with assisting the Prime Minister in formulating guidelines, strategies, plans, and comprehensive negotiation plans to participate in international treaties and agreements on Vietnam's economy and trade; proposing objectives, viewpoints, and negotiation roadmaps with partners and partner groups in flexible forms, suitable to national interests and Vietnam's socio-economic development orientation. Leading and coordinating with ministries and sectors in preparing, organizing, and implementing negotiation activities for international treaties and agreements on the economy and trade; recommending to competent authorities on addressing difficulties and obstacles arising during negotiations. Developing negotiation plans, organizing negotiations, and implementing negotiation results at different levels and scopes based on the comprehensive plan and negotiation results after being approved by the Prime Minister and competent authorities. Additionally, the negotiation team is tasked with leading and coordinating with ministries and sectors in participating in activities to exercise Vietnam's rights and obligations as a member in mechanisms of international economic and trade treaties and agreements (standing bodies, secretariats, councils, joint committees, implementation committees...); participating in negotiations to expand and upgrade international treaties and agreements on international economy and trade of which Vietnam is a member (WTO, APEC, ASEM, ASEAN, bilateral and multilateral FTAs...) to meet the development cooperation needs of countries, regions, and globally, while better exploiting existing markets. Organizing consultations and gathering opinions from the business community and relevant stakeholders on negotiation content in suitable forms, based on assessing impacts, opportunities, challenges, and risks to the economy, thereby developing negotiation plans to protect and enhance Vietnam's international economic and trade interests. Coordinating with ministries and sectors to monitor, evaluate, and propose solutions to resolve obstacles in implementing international treaties and agreements on Vietnam's economy and trade; organizing information dissemination, guiding ministries, sectors, organizations, and enterprises in implementing Vietnam's commitments. Performing other tasks related to negotiating, signing, coordinating approval, ratification, and implementation of international treaties and agreements on the economy and trade as assigned by competent authorities. |
