The visit took place amid the continuous strengthening and development of the Vietnam-China Comprehensive Strategic Cooperative Partnership, especially the substantive cooperation between the border localities of the two countries.
This was also Party Secretary Hoang Quoc Khanh's first overseas local visit since being appointed to Lang Son, following the successful visit of Guangxi Zhuang Autonomous Region Chairman Wei Tao to Vietnam (including Lang Son) at the end of November.
This highlights the close cooperation between Guangxi and Vietnamese ministries, sectors, and localities, particularly with Lang Son. It is a vivid demonstration of implementing the important common understandings of the high-level leaders of the two countries, fostering friendship, and contributing to building the Vietnam-China Community of Shared Future from a local perspective.
During the visit, the delegation held talks with Party Secretary Chen Gang and Chairman Wei Tao of the Guangxi Zhuang Autonomous Region; visited the Consulate General of Vietnam in Nanning, and surveyed the China-ASEAN AI Application Cooperation Centre...
At the talks, both sides extensively discussed the situation and cooperation results between the two localities in recent times, agreeing on major directions to promote comprehensive, effective, and sustainable cooperation between Lang Son Province and the Guangxi Zhuang Autonomous Region in the future.
The key areas of cooperation discussed included effectively implementing important common understandings, mechanisms, agreements, and outcomes of the Spring Meeting between provincial/region Party Secretaries and the Joint Working Committee; enhancing exchanges and delegation visits, implementing cooperation programs on cadre training, exchanging models, and learning from each other's theories and practical experiences in Party building and state management; strengthening transport infrastructure connectivity, especially rail connectivity, with a breakthrough in promoting the planning and construction of the Dong Dang – Hanoi standard gauge railway; continuing to build and pilot smart border gates at the Huu Nghi (Vietnam) – Youyi Guan (China) border gate; opening/upgrading/recognizing border gate pairs, clearance points, open paths, and border markets...
Both sides also agreed to facilitate customs clearance, trade, and import-export of goods; closely coordinate in border management and protection according to legal documents and related agreements; promote cooperation in artificial intelligence as well as smart agriculture and clean energy; leverage the potential and advantages of both sides to jointly develop cross-border tourism with new tours, routes, and tourism products connecting unique tourism routes, "red tourism" of both localities...; enhance cooperation in education and training, environmental protection, and emergency response (fire, forest fires, floods...); focus on strengthening people-to-people exchanges between the two sides with diverse, vibrant, and culturally rich activities...

Both sides affirmed the continuation of regular exchanges and meetings between the leaders of the two provinces/regions and relevant sectors to promptly address difficulties and promote substantive cooperation, emphasizing the importance of the Spring Meeting Mechanism between the Guangxi Party Secretary (China) and the Party Secretaries of Quang Ninh, Lang Son, Cao Bang, Tuyen Quang, and Hai Phong (Vietnam).
Promoting cooperation between the Vietnam-China border localities in general, and between Lang Son and Guangxi in particular, is one of the key foreign affairs tasks of the Consulate General of Vietnam in Nanning (China).
The Consulate General will continue to play a bridging role, supporting localities in both countries to enhance delegation exchanges, expand and deepen cooperation in economic, trade, investment, cultural-social, and people-to-people exchanges, contributing to deepening mutual understanding between the parties; building a peaceful, friendly, stable, cooperative, and developing border, contributing positively to building the Vietnam-China Community of Shared Future with strategic significance from the local level.
The visit and work of the Lang Son Provincial Party Secretary Hoang Quoc Khanh's delegation in Guangxi was a great success, contributing to concretizing the important common understandings achieved by the high-level leaders of the two Parties and countries, while creating new momentum for cooperation between border localities, positively contributing to deepening the comprehensive friendship and cooperation between Vietnam and China in the new phase.
