Speaking at the first Congress of the Phu Tho Provincial Party Committee, term 2025-2030, held in late September 2025, President Luong Cuong emphasized that during the 2020-2025 term, the Party Committee, the people of various ethnic groups, and the armed forces of Phu Tho province united and strived to inherit and promote achievements and valuable lessons from previous terms. They overcame challenges with determination and creativity, achieving significant and comprehensive results across most fields, contributing importantly to the construction, development, and firm protection of the nation; enabling our country to have the stature, potential, position, and international prestige it enjoys today.
Solid foundation
Following the merger, Phu Tho province comprises 148 commune-level administrative units (including 133 communes and 15 wards) with 152 affiliated party committees, 2,166 grassroots party organizations, and approximately 257,000 party members. Alongside operating a two-tier local government, Phu Tho has focused on building and rectifying the Party, perfecting the political system, reorganizing and streamlining personnel to ensure efficient and effective operations.
Adhering to the Party's overarching leadership and directive on the country's comprehensive development strategy of rapid and sustainable growth; ensuring the integration and synchronized implementation of tasks: “Party building is pivotal, socio-economic development linked with environmental protection is central, cultural and human development is foundational, national defense, security, and foreign affairs are crucial and regular.”
During the 2020-2025 term, the leadership methods of the Phu Tho Provincial Party Committee saw significant innovation, characterized by proactiveness, creativity, and decisiveness. The party committees did not stop at issuing resolutions, directives, and plans but focused on concretizing them with feasible mechanisms, roadmaps, and solutions; linking the responsibility of leaders with implementation results, ensuring the principle of “words matching actions.”
The Phu Tho Provincial Party Committee achieved many important results, notably economic growth, positive structural shifts, emphasis on Party building, cultural and social progress, social welfare assurance, and maintained national defense and security.

Highlights include: Economic growth reaching a decent rate (7.5%), rapid economic scale expansion (estimated at 390 trillion VND by 2025, ranking 6th out of 34 provinces and cities), economic structure shifting towards modernization, improved investment and business environment, and progress in various economic sectors. Infrastructure investment has been prioritized, with noticeable improvements from urban to rural areas.
Education quality continues to improve; healthcare services and public health are prioritized; social welfare and benefits are ensured, creating many new jobs, and the poverty rate is rapidly decreasing. National defense, security, and social order are strengthened and maintained, and foreign relations are enhanced. The income and living standards of the people, especially ethnic minorities and those in remote, difficult areas, have significantly improved.
Additionally, the Provincial Party Committee has seriously led and directed the study, grasping, and implementation of the Party's resolutions and directives, contributing to enhancing political courage, maintaining unity and consensus within the Party, and social agreement.
Political and ideological education has been renewed in both content and method, focusing on capturing and guiding public opinion, combating false and hostile views on all fronts, especially in cyberspace. The implementation of the Central Resolution 4 on Party building and rectification, linked with learning and following Ho Chi Minh's ideology, morality, and style, has been comprehensively deployed, creating positive changes in each Party organization and each cadre and party member.
Party organization and building work has seen many innovations, gradually arranging a streamlined political system with effective and efficient operations. The cadre team at all levels is standardized according to job titles and positions, alongside improving the quality of planning, training, and fostering cadres. The province has focused on rejuvenating the cadre team, gradually building a cadre team with qualifications, courage, daring to think, daring to do, and daring to take responsibility. Models like “Four Good Party Cells” and “Four Good Grassroots Party Committees” have been widely implemented, contributing to enhancing the fighting strength, quality of party cell activities, and creating a disciplined and orderly Party.
During the 2020-2025 term, the entire provincial Party Committee admitted 31,565 new party members, averaging 6,313 new members per year. Inspection, supervision, and party discipline work have been strengthened, going in-depth, contributing to tightening discipline and order. Many cases of corruption and negativity have been promptly detected and strictly handled.
In the 2020-2025 term, the party committees and inspection committees at all levels conducted inspections on over 22,800 party organizations and more than 10,420 party members, including inspections on 787 party organizations and over 1,830 party members with signs of violations. The party committees, inspection committees at all levels, and party cells have considered and disciplined 88 party organizations and 3,400 party members according to their authority.
These achievements have laid a solid foundation for the 2025-2030 term, with the orientation of developing the private economy as the main driver, alongside other important goals, tasks, and solutions.

Building Phu Tho into a prosperous, civilized, and happy province
At the Resolution of the first Congress of the Phu Tho Provincial Party Committee, the Congress agreed on the development perspective of building a truly clean, “streamlined - strong - efficient - effective” Party and political system. Proactively and flexibly applying the Party's guidelines, policies, and orientations suitable to local practical conditions; setting high development goals to strive for; high political determination, unified in awareness, close and decisive in action, mobilizing the entire political system to achieve the highest goals set.
Striving by 2030, Phu Tho will become a center for industrial, commercial, logistics, tourism, healthcare, high-quality training development, and organizing major cultural festivals linked with the nation's roots in the region and the country; a center for organizing national and international events...
The goal set for the 2025-2030 term is for the Phu Tho Provincial Party Committee to always be a truly exemplary, united, clean, comprehensively strong, and outstanding collective. Resolutely aiming to enhance the leadership capacity and fighting strength of the party organization; building a cadre and party member team with strong political courage, pure ethics, sufficient prestige, and capability to shoulder the tasks of the new era.
At the First Congress of the Phu Tho Provincial Party Committee, term 2025-2030, President Luong Cuong expressed hope that the Central Committee, the Politburo, and the Secretariat trust that the Party Committee, government, people of various ethnic groups, and armed forces of Phu Tho province will continue to promote the tradition of patriotism, the spirit of great unity, self-reliance, aspiration to rise, and determination to successfully implement the goals of the First Congress Resolution of the Provincial Party Committee, building Phu Tho into an increasingly prosperous, civilized, and happy province, worthy of being the sacred ancestral land of Hung Kings, the origin of the Vietnamese nation, contributing to the entire Party, people, and army in successfully achieving the two strategic 100-year goals.
Belief in a solid political foundation is the spiritual support to strengthen the people's trust, ignite the strength of great national unity, and propel Phu Tho towards rapid and sustainable development, worthy of being the homeland of the Land of the Ancestors.
