1. The National Assembly passed a resolution amending and supplementing several articles of the Constitution of the Socialist Republic of Vietnam, laying the constitutional foundation for vigorous reform and reorganization of the political system
On June 16, 2025, during the 9th session of the 15th National Assembly, a resolution was passed to amend and supplement several articles of the Constitution of the Socialist Republic of Vietnam. This laid the constitutional foundation for vigorous reform and reorganization of the political system; reorganized administrative units at all levels and implemented a two-tier local government model, meeting the country's development needs in the new era – an era of prosperity and development for the nation.
The resolution was meticulously prepared, conducted prudently, and in accordance with regulations, with ample time allocated for public consultation. For the first time, the VNeID application was used to gather and compile public feedback on the draft resolution. Over 280 million comments from agencies, organizations, and individuals were collected, with a high consensus rate of 99.75%.
All feedback from the public, National Assembly delegates, agencies, organizations, and individuals were thoroughly researched, absorbed, and explained. The resolution achieved unanimous approval from 100% of the present National Assembly delegates.
This outcome vividly and convincingly demonstrates the Party's correct policy on amending and supplementing several articles of the 2013 Constitution, while also reflecting the high consensus and unity between “the Party's will and the people's heart”.
2. In 2025, across three sessions, the National Assembly passed 89 laws and 91 resolutions, contributing to resolving bottlenecks and unlocking all resources for socio-economic development. For the first time, the Standing Committee of the National Assembly successfully organized the Legislative Forum
In 2025, with a sense of urgency and responsibility to the people, the National Assembly and its Standing Committee focused intensely, creating a historic shift in legislative work with groundbreaking innovations to promptly institutionalize major Party policies, concretize the Constitution, and provide a legal foundation for implementing key political tasks of the country, transitioning from a “law-making for management” mindset to “legislative development for growth”.
The National Assembly passed the 2025 Law on Promulgation of Legal Documents (amended); Resolution No. 197/2025/QH15 dated May 17, 2025, on special mechanisms and policies creating breakthroughs in law-making and enforcement; Resolution No. 206/2025/QH15 dated June 24, 2025, on special mechanisms to address difficulties and obstacles due to legal regulations, promptly and fully institutionalizing the Party's policy on legislative thinking reform, legislative program and process renewal, and legal provisions towards brevity and clarity, only stipulating contents under the National Assembly's authority; promoting decentralization and delegation, providing flexibility for the Government, ministries, sectors, and localities in implementing laws, aiming to resolve bottlenecks and unlock all resources for socio-economic development.
The legislative work also left a strong mark on the number of laws and resolutions passed in three sessions. The National Assembly passed 89 laws and 91 resolutions [1], accounting for over 40% of the total laws and resolutions passed by the 15th National Assembly. Among them, many laws and resolutions hold historical significance, with numerous important contents tied to the country's renewal requirements.
Notably, 2025 marked the first time the Standing Committee of the National Assembly successfully organized the Legislative Forum with the theme “Perfecting institutions and laws to meet the country's development needs in the new era”. This event holds significant political, legal, and practical importance; affirming the spirit of legislative thinking reform and the requirement that “legislative work must lead and pave the way for development” as directed by General Secretary To Lam; contributing to linking legislative activities with the country's development needs in the new phase.
3. The National Assembly passed the Law on Oversight Activities of the National Assembly and People's Councils (amended). For the first time, the Standing Committee of the National Assembly successfully organized the Forum on National Assembly Oversight Activities, clearly demonstrating the innovation and enhancement of oversight quality
In 2025, the National Assembly passed the Law on Oversight Activities of the National Assembly and People's Councils (amended). This law, effective from March 1, 2026, established a legal foundation for the National Assembly in future terms to enhance the effectiveness and efficiency of oversight, ensuring continuity between oversight-recommendations-follow-up-implementation.
Moreover, for the first time, the Standing Committee of the National Assembly successfully organized the Forum on National Assembly Oversight Activities with the theme “National Assembly Oversight for Development Creation”; thereby affirming the determination to innovate the content, methods, and processes of oversight activities, enhancing the quality and effectiveness of oversight towards oversight linked with policy recommendations, effective implementation, accountability, resolving bottlenecks, creating development momentum, enhancing state management effectiveness, and meeting the requirements of building a socialist rule-of-law state in Vietnam in the new phase.
In the final year of the 15th National Assembly's term, the National Assembly and its Standing Committee effectively implemented Conclusion No. 843-KL/ĐĐQH15 of the Party Delegation of the National Assembly (now the Party Committee of the National Assembly) on innovating and enhancing the quality and effectiveness of oversight, contributing to the successful and timely completion of the proposed oversight program.
During the 9th session, the National Assembly successfully organized a focused and targeted questioning session, clarifying responsibilities, increasing debate, and requiring commitments and deadlines for implementation.
In the 10th session, the National Assembly continued to innovate the “post-oversight” approach by increasing discussions in the Hall regarding the implementation of specialized oversight resolutions and questioning resolutions of the 14th and 15th National Assemblies to clarify results, limitations, causes, responsibilities, and propose remedial solutions.
Additionally, the National Assembly passed a resolution on continuing to enhance the effectiveness and efficiency of implementing policies and laws on environmental protection; the Standing Committee of the National Assembly issued a resolution on specialized oversight of the implementation of policies and laws on developing and utilizing human resources to meet socio-economic development requirements, especially high-quality human resources.
The National Assembly allocated adequate time to consider and discuss annual reports from the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, reports on crime prevention and control, judgment enforcement; anti-corruption; reports on socio-economic conditions, state budget, and increased oversight of handling complaints, denunciations, voter petitions, and oversight of the issuance of detailed regulations for implementing laws and ordinances.
4. In 2025, during the 10th session, the National Assembly set a “record” in legislative work, passing 51 laws and 8 legal resolutions; deciding on many important, strategic policies to promote the country's development in the new era
In response to the country's renewal and socio-economic development requirements, in 2025, the National Assembly issued many important policies to promptly address difficulties and obstacles, resolve “bottlenecks”, unlock resources, promote public investment disbursement, develop strategic infrastructure, science-technology, digital technology, artificial intelligence, create new growth drivers, support people and businesses, contributing to achieving the highest possible socio-economic development goals and targets for 2025.
The National Assembly considered and issued many special mechanisms and policies for important investment projects with strategic significance for the country's development, such as: national energy development for 2026-2030, urban railway network development; special mechanisms and policies for investing in the Ninh Thuận nuclear power project; investment policy for the Gia Bình International Airport construction project; piloting special mechanisms and policies for implementing major projects in Hanoi; piloting special mechanisms and policies to create breakthroughs in national science, technology, innovation, and digital transformation; establishing the Vietnam International Financial Center…
Notably, during the 10th session, the National Assembly passed a resolution approving the investment policy for several important national target programs with strategic vision and profound political, socio-economic, and humanitarian significance.
For the first time, the National Assembly approved two new national target programs on modernizing education-training and healthcare, population care to promptly institutionalize Resolution No. 71-NQ/TW, dated August 22, 2025, of the Politburo on breakthroughs in education and training development, Resolution No. 72-NQ/TW, dated September 9, 2025, of the Politburo on some breakthrough solutions to strengthen protection, care, and improvement of people's health.
5. Organized many meaningful activities towards the 80th anniversary of the first general election of the Vietnamese National Assembly (6/1/1946-6/1/2026), especially the meeting of General Secretary To Lam with about 2,000 National Assembly delegates from various terms
Implementing Project 1856-ĐA/BCĐ dated August 29, 2023, on organizing the 80th anniversary of the first general election of the Vietnamese National Assembly (6/1/1946-6/1/2026); in 2025, the National Assembly, the Standing Committee of the National Assembly, and relevant agencies successfully organized many meaningful activities towards the 80th anniversary of the Vietnamese National Assembly.
Notably, on August 27, 2025, the Standing Committee of the National Assembly successfully organized a meeting of General Secretary To Lam with nearly 2,000 National Assembly delegates from the first to the 15th term in the capital Hanoi. This event holds significant political importance, affirming the deep concern of the Party and State leaders, directly from Comrade General Secretary To Lam, recognizing and appreciating the contributions of generations of National Assembly delegates over the years; at the same time, expressing hope and belief that the National Assembly will continue to promote its glorious tradition, collective wisdom, solid political bravery, and continuously innovate to enhance effectiveness and efficiency, deserving the trust of voters and the people, as the highest representative body of the people, the highest state power body of the Socialist Republic of Vietnam.
The National Assembly and its Standing Committee successfully organized many activities towards the 80th anniversary of the formation and development of the Vietnamese National Assembly, such as: Publishing the book The National Assembly in the Renewal Process Meeting the Requirements of Building and Perfecting the Socialist Rule-of-Law State of Vietnam; completing a special ministerial-level scientific project and publishing the book The Vietnamese National Assembly: 80 Years of Building, Renewal, and Development; the fifth volume of the National Assembly History for the period 2011-2026; a bilingual photo book 80 Years of the Vietnamese National Assembly; inaugurating the National Assembly Standing Committee relic site in Tuyen Quang and the memorial site of the National Assembly Standing Committee Chairman Bui Bang Doan in Hanoi; the inauguration ceremony of the Vietnamese National Assembly Museum; a national scientific conference “The Vietnamese National Assembly - 80 Years of Formation and Development”; producing the documentary film 80 Years of the Vietnamese National Assembly; a songwriting competition about the National Assembly and People's Councils; the political art program “Glory of the Vietnamese National Assembly”; the fourth National Press Award on the National Assembly and People's Councils with the theme “80 Years of the Vietnamese National Assembly”; a competition to learn about 80 years of the Vietnamese National Assembly; a program on the source in Tuyen Quang...
This is a series of activities with special historical, political, legal, and practical significance; thereby affirming and highlighting the position and role of the National Assembly in the state apparatus; an opportunity to review the 80-year journey of formation, building, and development of the Vietnamese National Assembly associated with the revolutionary cause of the Party, the nation, and the people; strengthening people's trust, enhancing national unity, creating momentum for the National Assembly to continue innovating to meet the new situation's requirements.
6. The National Assembly passed the Law on Organization of Local Government (amended) and 37 legal documents to reorganize the political system's apparatus, implementing a two-tier local government model
Adhering to the orientations, policies, and leadership, direction, and conclusions of the Central Committee, the Politburo, the Secretariat, in 2025, the National Assembly passed 38 laws (including the Law on Organization of Local Government (amended) and 37 legal documents related to reorganizing the apparatus) to implement a two-tier local government model; the Standing Committee of the National Assembly passed 34 resolutions on reorganizing commune-level administrative units of 34 provinces and cities and streamlining the apparatus.
These are particularly important contents with historical significance for the country's development, receiving high attention, support, and consensus from the people. This outcome is a clear affirmation of the “Party's will aligning with the people's heart”, meeting the urgent, objective requirements of the country's development practice; continuing to affirm the correct, timely, and close leadership and direction of the Central Committee of the Communist Party of Vietnam, the Politburo, the Secretariat, led by General Secretary To Lam; the great, synchronized efforts of the entire political system in concretizing the 13th Party Congress Resolution and the Party's resolutions and conclusions, meeting practical requirements and the expectations of voters and the people nationwide.
Based on the passed laws and resolutions, the revolution in reorganizing the apparatus and building a two-tier local government was implemented comprehensively and synchronously throughout the entire political system, from the central to the grassroots level, in a streamlined, efficient, effective, and powerful manner.
Together with the Party's agencies, the Government, the Vietnam Fatherland Front, the work of reorganizing and streamlining the apparatus of the National Assembly's agencies was implemented seriously and decisively. The National Assembly passed Resolution No. 178/2025/QH15 on organizing the National Assembly's agencies; the Standing Committee of the National Assembly issued Resolution No. 71/2025/UBTVQH15 and Resolution No. 74/2025/UBTVQH15 specifying the functions, tasks, powers, and organizational structure of the Ethnic Council, the National Assembly's Committees, and the Office of the National Assembly, ensuring consistency, continuity, and uninterrupted activities.
After the reorganization, the number of National Assembly agencies was reduced from 13 to 8, the apparatus was streamlined, functions and tasks were clearly defined, thereby enhancing the effectiveness and quality of the National Assembly, the Standing Committee of the National Assembly, the National Assembly's agencies, and the Office of the National Assembly.
7. The Politburo issued a decision to conclude the activities of the Party Delegation of the National Assembly, establishing the Party Committee of the National Assembly to comprehensively lead; the Party Committee of the National Assembly successfully organized its first Congress for the 2025-2030 term
On January 24, 2025, the Politburo issued Decision 236-QĐ/TW to conclude the activities of the Party Delegation of the National Assembly and Decision No. 244-QĐ/TW to establish the Party Committee of the National Assembly, marking an important milestone in reorganizing the party organization within the National Assembly, enhancing the Party's leadership role, ensuring comprehensive, unified, and effective leadership of the National Assembly in the new phase.
Implementing the Politburo's directives and conclusions, on September 25, 2025, the Party Committee of the National Assembly successfully organized the first Congress of the Party Committee of the National Assembly for the 2025-2030 term, with the theme “Building a clean, strong, and comprehensive Party Committee; Leading the National Assembly to innovate vigorously, enhance the quality and effectiveness of activities, confidently advancing into the era of prosperous, thriving, civilized, and happy national development”.
The Congress is a politically significant event, marking a new development step for the Party Committee of the National Assembly, contributing to building the National Assembly to operate increasingly effectively and efficiently, fulfilling its role as the highest representative body of the people, the highest state power body of the Socialist Republic of Vietnam.
The Congress approved the first Congress Resolution of the Party Committee of the National Assembly for the 2025-2030 term, identifying four breakthroughs: (1) Leading the timely institutionalization of the Party's policies and guidelines in constitutional and legislative work; (2) Innovating the methods and content of oversight and decision-making on important national issues, oversight activities must become one of the important methods in controlling state power, contributing to enhancing the effectiveness and efficiency of state activities and management, and legal compliance in task execution; (3) Attracting, arranging, and utilizing high-quality human resources, a team of experts, scientists serving the National Assembly's activities, the State Audit; building a team of National Assembly delegates, officials, and party members, especially key leaders, managers, who truly possess virtue, talent, qualifications, capacity, and prestige, commensurate with the task to realize the aspiration for national prosperity and happiness; (4) Promoting digital transformation in the National Assembly's activities, building a digital National Assembly; considering innovation and digital transformation as a breakthrough in organizing and performing the functions and tasks of the National Assembly, its agencies, the Office of the National Assembly, and the State Audit.
The success of the Congress is a great motivation, strongly encouraging all officials, party members, civil servants, and employees in the Party Committee and the National Assembly's agencies, the Office of the National Assembly, and the State Audit to continue striving to overcome all difficulties and challenges, determined to best achieve the goals and tasks set by the Congress Resolution, all for the people's well-being and happiness, for the Party, for the nation, and for the rapid and sustainable development of the country.
8. Parliamentary foreign activities were strengthened, comprehensive, synchronized, proactive, and effective with many important milestones
In 2025, the National Assembly's foreign activities were implemented comprehensively-synchronously-proactively-effectively, creating a strong impression in the development of Vietnam's parliamentary diplomacy; thereby making an important contribution to the overall foreign achievements of the Party and State, serving socio-economic development goals, strengthening national defense-security, enhancing the country's position, and affirming the stature of the Vietnamese National Assembly after 80 years of formation and development.
Throughout the year, Politburo Member, National Assembly Chairman Tran Thanh Man, and the Vice Chairpersons of the National Assembly, members of the Standing Committee of the National Assembly participated in many foreign activities. Highlights include the National Assembly Chairman receiving and holding talks with 15 delegations at the level of National Assembly Chairpersons from various countries; attending the 150th General Assembly of the Inter-Parliamentary Union (IPU-150) in Uzbekistan, officially visiting the Republic of Uzbekistan and the Republic of Armenia; attending the 6th World Conference of Speakers of Parliament in Switzerland, officially visiting Senegal and Morocco; leading the high-level Vietnamese delegation to attend the 46th General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA-46) in Malaysia.
In bilateral foreign relations, the National Assembly continued to deepen and substantiate parliamentary cooperation, focusing on strengthening relations with neighboring countries; deepening and elevating relations with strategic partners, comprehensive partners; while expanding connections with traditional friendly countries. Parliamentary cooperation with key partners such as China, Laos, Cambodia, Russia, the United States, Japan, India, South Korea, Cuba… was maintained steadily, increasingly trustworthy, creating favorable legal-political foundations, and strengthening strategic connections for bilateral cooperation in the new phase.
In multilateral foreign relations, with the spirit of “proactive, positive, and deep international integration”, the Vietnamese National Assembly affirmed its role as an active, responsible, and influential member in inter-parliamentary mechanisms such as IPU, AIPA, APF…
Many initiatives and thematic forums initiated by the Vietnamese National Assembly - especially in sustainable agriculture, food security, green transition, and climate change response - continued to be highly appreciated by the international parliamentary community, contributing to spreading the image of a renewed, substantive, and sustainably developing National Assembly.
9. For the first time, the Standing Committee of the National Assembly passed a resolution [2] approving the Digital Transformation Project of the National Assembly for the 2025-2030 period; the National Assembly is a leading unit, pioneering the “Digital Literacy Movement”
Implementing Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthrough development of science, technology, innovation, and national digital transformation; in 2025, the National Assembly issued Resolution No. 193/2025/QH15 piloting some special mechanisms and policies creating breakthroughs in science, technology, innovation, and national digital transformation and the Law on Science, Technology, and Innovation; the Standing Committee of the National Assembly promptly issued Resolution No. 1343/NQ-UBTVQH15 on building and developing the digital National Assembly for the 2024-2026 period, with an orientation towards 2030; Resolution No. 1637/NQ-UBTVQH15 approving the Digital Transformation Project of the National Assembly for the 2025-2030 period.
Additionally, the Standing Committee of the National Assembly and its agencies organized many important thematic conferences on applying artificial intelligence and digital transformation to serve the National Assembly's activities, aiming to unify awareness and action in digital transformation within the National Assembly; thereby affirming the close, decisive direction of the Party Committee of the National Assembly, directly from Comrade Tran Thanh Man - Politburo Member, Secretary of the Party Committee of the National Assembly, National Assembly Chairman, the Vice Chairpersons of the National Assembly, members of the Standing Committee of the National Assembly regarding the application of information technology and digital transformation in the National Assembly's agencies.
Notably, the National Assembly pioneered and promoted digital transformation and artificial intelligence application in legislative work, achieving initial success in digital transformation in parliamentary activities.
In 2025, the implementation of the National Assembly's Digital Transformation Project, Digital National Assembly Architecture 1.0, serves as a basis for synchronously and uniformly implementing tasks to build and develop the digital National Assembly for the 2025-2030 period. The National Assembly's agencies standardized over 300 traditional business processes into 25 digital environment business processes; gradually completed regulations and rules for using digital platforms such as: the National Assembly's electronic document management and administration system; using the National Assembly App 2.0 on multiple digital platforms; integrating virtual assistants with many new features on artificial intelligence applications that have effectively supported National Assembly delegates in searching, summarizing documents, preparing speeches, supporting the preparation of verification reports; National Assembly delegates were equipped with tablets to effectively exploit and use digital platform applications in the National Assembly's activities.
On September 13, 2025, the Party Committee of the National Assembly and the Standing Committee of the National Assembly organized a thematic conference “Digital Literacy - Digital National Assembly: Digital Knowledge and Skills Framework for a Modern National Assembly” with the participation and directive speech of Comrade General Secretary To Lam.
With over 3,750 delegates attending, connected online from the National Assembly's headquarters to 47 points of the National Assembly Delegations, People's Councils of provinces and cities, and the State Audit, contributing to equipping knowledge, skills, and enhancing awareness and action on digital transformation for National Assembly delegates, People's Council delegates, and all officials, civil servants, and employees.
At the conference, General Secretary To Lam, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and Party and State leaders performed the ceremony to launch the “Digital Literacy - Digital National Assembly” platform.
10. The Standing Committee of the National Assembly successfully organized the first National Patriotic Emulation Congress (2025-2030 period)
This is the first time the Standing Committee of the National Assembly organized the first National Patriotic Emulation Congress on November 29, 2025, at the National Assembly headquarters. Politburo Member, National Assembly Chairman Trần Thanh Mẫn presided over and directed the Congress.
Held in the context of the entire country enthusiastically emulating achievements to welcome the 14th National Congress of the Party, heading towards the 11th National Patriotic Emulation Congress and the 80th anniversary of the first general election of the Vietnamese National Assembly, preparing for the election of the 16th National Assembly delegates and People's Council delegates for the 2026-2031 term, the Congress summarized and evaluated the results of organizing and implementing the patriotic emulation movement and commendation work for the 2020-2025 period and set out directions and tasks for the 2025-2030 period; conducted commendation and honoring of exemplary collectives, individuals, and advanced models over the past five years.
The Congress holds significant importance, affirming that the patriotic emulation movement has become a spiritual motivation and strength for officials and party members of the National Assembly's agencies to strive, promote the spirit of innovation, proactivity, and creativity to successfully complete tasks.
Launching the patriotic emulation movement for the 2025-2030 period of the Standing Committee of the National Assembly, National Assembly Chairman Tran Thanh Man expressed the hope that emulation will be a motivation for the National Assembly to continue to innovate strongly, perfect institutions, enhance oversight effectiveness, decide on important national issues, serve the people with the spirit of daring to think, daring to do, daring to take responsibility, contributing to the cause of building a socialist rule-of-law state of the people, by the people, and for the people.
