During the meeting, General Secretary, President To Lam congratulated Ambassador Choi Young Sam on successfully completing his term in Vietnam and highly appreciated the ambassador's significant contributions to the deepening and effective Vietnam-Republic of Korea Comprehensive Strategic Partnership, which has brought tangible benefits to the people of both nations.

General Secretary, President To Lam reviewed some key achievements in the bilateral relations during Ambassador Choi Young Sam's tenure in Vietnam. He noted that the Vietnam-Republic of Korea relationship is currently in its most favourable phase, with the Republic of Korea maintaining its position as the top investor in Vietnam and second in development cooperation and tourism. Defence and security cooperation continues to deepen, and people-to-people exchanges are expanding. He emphasised the remarkable development in bilateral relations, reflecting a strong bond and shared vision for future development, affirming that the two countries have become reliable partners, closely cooperating at a strategic level and being close friends with mutual understanding.
General Secretary, President To Lam affirmed that Vietnam wishes to continue to solidify political relations and promote substantive defence and security cooperation, commensurate with the framework of the Vietnam-Republic of Korea Comprehensive Strategic Partnership. He stressed the need for both sides to further promote economic cooperation, aiming to achieve a bilateral trade turnover of 150 billion USD by 2030, and to create breakthroughs in areas with great potential, such as digital transformation, renewable energy, and semiconductors. Additionally, he highlighted the importance of effectively implementing a new pillar of cooperation in science and technology to drive new development momentum and achieve each country's development goals in the coming period.
General Secretary, President To Lam suggested that both sides should enhance cooperation in culture, tourism, labor, and local partnerships, not only to strengthen understanding and foster friendship between the peoples of the two countries but also as an important resource for mutual development.

General Secretary, President To Lam expressed confidence that, in any position, Ambassador Choi Young Sam will utilise his valuable experiences to further promote the substantive, effective, and comprehensive development of bilateral relations in the future.
On this occasion, General Secretary, President To Lam extended warm regards and best wishes to Korean President Lee Jae Myung and his spouse.
For his part, Ambassador Choi Young Sam sincerely thanked the leaders of the Party, State, and relevant ministries and sectors of Vietnam for their active support, enabling him to successfully complete his term in Vietnam. He expressed joy and honour at witnessing Vietnam's significant development achievements during his tenure and contributing positively to advancing the Comprehensive Strategic Partnership between the two countries. The Republic of Korea remains the largest foreign investor with a cumulative capital of 101 billion USD as of May 2026, second in tourism cooperation with over 5 million mutual visits in 2025, and third in bilateral trade cooperation, reaching 89 billion USD in 2025, with a target of 100 billion USD in the near future.
Agreeing with the assessments of General Secretary, President To Lam on bilateral relations, Ambassador Choi Young Sam affirmed that the Republic of Korea always values cooperation with Vietnam and seeks to further strengthen bilateral relations, especially in new fields where the Republic of Korea has strengths and Vietnam has needs, such as science and technology, digital transformation, and innovation. He affirmed that the Republic of Korea remains a reliable partner and a companion in implementing Vietnam's development goals in the future.
To further enhance the development of Vietnam-Republic of Korea relations, Ambassador Choi Young Sam expressed his desire for the relevant ministries and sectors of both sides to continue effectively implementing cooperation agreements between the high-level leaders of the two countries. He emphasised the importance of increasing high-level and other delegation exchanges, deepening the economic cooperation pillar, effectively implementing the new pillar of science and technology cooperation, promoting people-to-people exchanges, and facilitating conditions for the communities and businesses of both countries.
With his work experience and special affection for Vietnam, Ambassador Choi Young Sam affirmed his continued efforts to nurture the development of bilateral relations, making practical contributions to maintaining peace, stability, cooperation, and development in the region and the world.
