During the talks, both sides informed each other about the situation in their respective countries, exchanged directions and measures to strengthen the traditional solidarity, special friendship, and comprehensive cooperation between Vietnam and Cuba. They emphasized the close integration of Party diplomacy, state diplomacy, and people-to-people diplomacy in the new context, as well as regional and international issues of mutual concern.

In an atmosphere of camaraderie and mutual trust, Politburo Member and Minister Trung shared key outcomes of the 14th National Congress of the Communist Party of Vietnam. The Foreign Minister highlighted that the Congress was a great success, electing a new Central Committee, Politburo, and Secretariat with high consensus, while also approving strategic documents that set the goal of advancing the nation towards achieving the 2030 and 2045 objectives outlined by the Party.

During the talks, Politburo Member and Foreign Minister Lê Hoài Trung shared key outcomes of the 14th National Congress of the Communist Party of Vietnam.

Minister Bruno Rodriguez expressed his delight at returning to Vietnam as the Special Envoy of the Party and State of Cuba, being the first Latin American delegation to congratulate the results of the 14th Congress of the Communist Party of Vietnam and to commemorate the 96th anniversary of the founding of the Communist Party of Vietnam. He sincerely thanked for the information on the Congress results and affirmed that the success of the 14th Congress is not only a victory for the Vietnamese people but also a significant encouragement and valuable lesson for the Communist Party and people of Cuba in their nation-building and defense process.

Both sides highly appreciated the results of commemorative activities in each country on the occasion of the "Vietnam-Cuba Friendship Year" 2025, marking the 65th anniversary of Vietnam-Cuba diplomatic relations. They reaffirmed that Party diplomacy is a key political foundation guiding the overall bilateral relations.

The two Ministers agreed to advise the senior leaders of both countries to enhance delegation exchanges and contacts at all levels; to promote theoretical and practical exchanges on Party building, strategic cadre planning, and experiences in renovation, economic development, and international integration; and to agree on building a cooperation plan between the two Parties and States for the coming period.

Special Envoy of the Party and State, Cuban Foreign Minister Bruno Rodríguez Parrilla affirms that the success of the 14th Congress is a significant encouragement for the Communist Party and people of Cuba.

Foreign Ministers Trung and Bruno Rodriguez agreed to promote the core role of the Foreign Ministries of both countries in advising and urging the implementation of mechanisms, particularly in concretizing and creating mechanisms to promote key cooperation projects in food, energy, and pharmaceuticals to be substantive and effective, following high-level agreements reached during the State visit to Cuba by General Secretary To Lam in September 2024 and the State visit to Vietnam by First Secretary and President Díaz-Canel in September 2025.

Regarding people-to-people diplomacy, the two Foreign Ministers expressed confidence that it is a solid foundation for relations and urged friendship, political, and social organizations in both countries to continue innovating content and methods of operation, enhancing the education of the younger generation about the heroic history and enduring friendship between Vietnam and Cuba.

Both sides shared deep assessments of the current global context with rapid, complex, and unpredictable developments; expressed high consensus in recognizing global issues; and affirmed the importance of maintaining peace, stability, rule of law, and resolving disputes by peaceful means based on international law and the United Nations Charter.

The two Foreign Ministers discussed measures to strengthen the traditional solidarity, special friendship, and comprehensive cooperation between Vietnam and Cuba.

Looking ahead, both sides affirmed the enhancement of multilateral cooperation, closely coordinating positions and supporting each other at important international forums, especially at the United Nations and the Non-Aligned Movement. They emphasized their commitment to contributing positively and responsibly to strengthening a peaceful, stable, and developing environment in both Southeast Asia and Latin America - the Caribbean.

The Special Envoy and Cuban Foreign Minister expressed gratitude for Vietnam's enduring solidarity; affirming Cuba's utmost efforts to preserve and further develop this exemplary relationship. On this occasion, Foreign Minister Le Hoai Trung reaffirmed Vietnam's principled and consistent stance in calling for the complete lifting of the embargo against Cuba. The Special Envoy and Cuban Foreign Minister extended a cordial invitation for Foreign Minister Le Hoai Trung to visit Cuba at a convenient time, which Minister Le Hoai Trung gladly accepted.
