WVR - On the afternoon of February 2, at the Party Central Committee headquarters, General Secretary of the Communist Party of Vietnam Central Committee To Lam, warmly welcomed Bruno Rodríguez Parrilla, the Special Envoy of the Communist Party of Cuba, the State of the Republic of Cuba, Politburo Member, and Foreign Minister, during his visit to Vietnam from February 1-3, 2026.

In a warm and brotherly atmosphere, the General Secretary expressed his joy and emotion in welcoming the Special Envoy of the Party and State of Cuba to Vietnam shortly after the successful conclusion of the 14th National Congress of the Communist Party of Vietnam. The Special Envoy brought the warmest congratulations from the Party, State, and people of Cuba. The General Secretary affirmed that the high-level Cuban leadership's decision to send a senior envoy at this time demonstrates the special regard, close bond, and rare exemplary relationship between the two Parties, States, and peoples.

Informing the Special Envoy about the results of the 14th National Party Congress, the General Secretary emphasized that the Congress not only reviewed past achievements but also set strategic directions for the country until 2030, with a vision to 2045. In this foreign policy orientation, relations with traditional friends, especially Cuba, remain a top priority.

Sharing the difficulties and challenges Cuba faces due to embargoes and natural disasters, the General Secretary reiterated Vietnam's consistent stance of solidarity, support, and companionship with the Cuban people. He called for the lifting of unilateral embargoes against Cuba. The General Secretary highlighted that the Vietnamese people will never forget Fidel Castro's immortal words: “For Vietnam, Cuba is willing to shed its blood,” and today, in the nation-building and defense efforts, Vietnam is committed to supporting Cuba to overcome difficulties and develop.

On behalf of the Cuban Party and State leadership, Special Envoy Bruno Rodríguez once again conveyed the high-level Cuban leaders' message of congratulations to the Communist Party of Vietnam for successfully organizing the 14th National Party Congress—a significant political event marking a glorious milestone in Vietnam's history. He also congratulated the 96th anniversary of the Communist Party of Vietnam's founding. He emphasized that the Communist Party of Cuba highly values the significant historical achievements Vietnam has made over 40 years of renovation and is confident that the 14th Congress Resolution will be the “guiding star” leading Vietnam into a new era of national advancement, achieving the goals of prosperity, strength, democracy, justice, and civilization, steadily advancing towards socialism.

Envoy Bruno Rodríguez affirmed the Cuban Party and State's view: “Vietnam's success is also Cuba's success. The lessons and experiences in Party building and economic development from Vietnam are a great source of encouragement and a suitable model for the Cuban Revolution.”

During the meeting, both sides exchanged and reached a high consensus on major directions and measures to deepen and enhance the traditional friendship and comprehensive cooperation between Vietnam and Cuba, making it more practical and effective in the coming period, in line with the new context of each country and the international environment.

Both sides agreed to continue strengthening high-level exchanges; regularly and flexibly maintain cooperation mechanisms, theoretical exchanges, and practical experience sharing on Party building, cadre training, and state management. This is seen as an important political foundation to consolidate strategic trust between the two Parties.

Regarding economic cooperation, the General Secretary emphasized the need for breakthroughs to match the excellent political relations, affirming that Vietnam will continue to share experiences and effectively implement cooperation projects on rice, helping Cuba gradually achieve food self-sufficiency, while encouraging and facilitating enterprises to invest in Cuba.

Envoy Bruno Rodríguez affirmed that the Cuban Party and State always prioritize strengthening cooperation with Vietnam in potential fields such as solar energy, consumer goods production, tourism, and pharmaceuticals; continuing to coordinate closely on international multilateral forums; educating the younger generations of both countries about the Vietnam-Cuba relationship to further develop this special friendship and cooperation.

Concluding the meeting, the General Secretary, through the Cuban Party and State Special Envoy, extended warm regards and best wishes to Revolutionary Leader, General Raúl Castro, First Secretary and President Miguel Díaz-Canel, and other high-ranking Cuban leaders.
