Accordingly, to enhance the effectiveness and efficiency of state management on FS, control the origin and quality of food, especially in collective kitchens, boarding kitchens, and street food, the Chairman of the city People's Committee requires:
Directors and heads of city departments and agencies, and chairpersons of ward and commune People's Committees, are to strictly implement the directives of the city People's Committee and the city Chairman on FS and ensure boarding meals for students in the city.
Enhance the responsibility, effectiveness, and efficiency of state management, and promote effective FS control across the entire food supply chain to protect consumers' health and rights.
Strictly control and monitor the quality of FS goods circulating in the city market, promptly detect and strictly handle any organisations or individuals who violate regulations.
The Department of Agriculture and Environment of Hanoi is to organise comprehensive inspections, monitoring, and control of slaughterhouses, production, business, and supply of fresh products for collective kitchens, boarding kitchens at educational institutions, and street food, promptly detecting, preventing, and strictly handling organisations and individuals violating veterinary hygiene and FS regulations.
Strictly control the transportation of animals and animal products at collection points, transit points, and wholesale markets, decisively addressing the transportation of animal products of unclear origin that do not ensure veterinary hygiene and FS circulating through the city.
The Departments of Health, Industry and Trade, Agriculture, and Environment of Hanoi are to guide and require production, business, and food supply establishments to publicly disclose the origin of food, providing full information to consumers and serving the work of traceability, inspection, and monitoring according to regulations, to be completed before April 10.
Direct the inspection and traceability of food origins for products within their management scope, strictly implementing the evaluation, inspection, and post-inspection of production and business establishments, ensuring no products of unclear origin or substandard quality circulate in the market, in collective kitchens, and educational institutions of the city.
The Department of Education and Training of Hanoi is to strictly implement the directives of the city People's Committee and the city's Food Safety Steering Committee on organising boarding meals for students; urgently review, inspect, and immediately rectify any shortcomings or inadequacies (if any) in organising boarding meals for students, ensuring transparency and compliance with regulations.
Regularly inspect and monitor, promptly detect, and handle violations by organisations and individuals. Take comprehensive responsibility before the city's People's Committee and the city's Food Safety Steering Committee if violations occur during the organisation of boarding meals under their management authority.
