General Secretary To Lam attended and delivered a directive speech at the commemoration.
At the ceremony, Politburo member and National Assembly Chairman Tran Thanh Man delivered a speech reviewing the 80-year glorious history of the National Assembly, affirming its role in the process of building, protecting, and developing the country.
Representatives from various generations of National Assembly deputies shared heartfelt and profound reflections, looking back at the development journey and expressing hopes and expectations for the future growth phase of the National Assembly of Vietnam.
In his address, General Secretary To Lam emphasized that this is not only an occasion to recall a significant historical event but also a meaningful moment to reflect on the formation and development of Vietnam's revolutionary democracy, to pay tribute to the predecessors who laid the foundation for the people's sovereignty, and to affirm the political determination of the entire Party and people to continue innovating, perfecting the institutions, and advancing the country rapidly and sustainably in the new era – the era of Vietnam's rise.
On behalf of the Party and State leaders, the General Secretary extended warm regards and best wishes to the leaders, former leaders of the Party, State, and Vietnam Fatherland Front; leaders, former leaders of the National Assembly, and National Assembly deputies across generations, as well as to the compatriots and soldiers.

The General Secretary highlighted that since the historical milestone of 1946, over 80 years of accompanying the nation and 15 terms of activity, the National Assembly of Vietnam has continuously matured and strengthened, affirming its role as the center of national political-legal life and as the constitutional institution holding a key position in building and perfecting the socialist rule of law state of Vietnam.
In the fields of constitution-making and legislation, the National Assembly has enacted five constitutions, each linked to major turning points in Vietnam's revolution. Each constitution reflects the country's development level and demonstrates continuous innovation in organizing and operating state power.
Notably, the 15th National Assembly's approval of the resolution to amend and supplement certain articles of the Constitution marks a new development in constitutional history, constitutionalizing the two-tier local government model, streamlining the apparatus, and enhancing national governance effectiveness and efficiency to meet development demands in the new phase.
The General Secretary affirmed that the National Assembly increasingly demonstrates its pioneering role in institutionalizing the Party's policies and guidelines into law; actively innovating legislative thinking towards development facilitation; vigorously applying digital technology, digital transformation, and artificial intelligence in legislative activities, contributing to forming a comprehensive, transparent, and stable legal framework for national development.

The National Assembly's supreme oversight activities and those of its agencies have been continuously innovated, delving deeper, focusing on major and pressing socio-economic issues, closely tied to the legitimate aspirations of the people; thereby contributing to enhancing discipline, effectiveness, and efficiency of the state apparatus.
In deciding important national issues, the National Assembly clearly demonstrates political courage, collective intelligence, and a high sense of responsibility to the people and history, with timely and correct decisions on socio-economic development, national defense, security, foreign affairs, organizational structure, and high-level state personnel.
Parliamentary diplomacy has been comprehensively, proactively, and effectively promoted, contributing to enhancing Vietnam's position and prestige on the international stage, clearly portraying an image of Vietnam as a friend, a reliable partner, and a responsible member of the international community.
The General Secretary emphasized that throughout the 80-year journey, the National Assembly has always been closely connected with the people, listening to their voices, genuinely reflecting their will and aspirations, deserving to be the vivid embodiment of the great national unity bloc, the highest representative body of the people, and the highest state power organ of the Socialist Republic of Vietnam.

Looking towards the 100th anniversary of the Party's founding (1930-2030) and the 100th anniversary of the nation's founding (1945-2045), our Party aims for Vietnam to become a developed, powerful, prosperous, and happy nation by 2045. This is a great aspiration, a unified will of the entire Party, people, and army.
To realize this aspiration, the role of the National Assembly in creating development institutions is particularly important. Without breakthroughs in institutions and laws; without a courageous, intelligent, decisive, and highly responsible National Assembly, these grand objectives are difficult to achieve.
In this context, the National Assembly must continue to uphold its 80-year glorious tradition, take the lead in institutional matters, boldly decide on difficult issues, new matters, and unprecedented fields; pave the way for innovative development, and ensure rapid and sustainable national growth.

The General Secretary suggested continuing to build the National Assembly as the highest state power organ, promoting democracy, rule of law, modernity, professionalism; ensuring openness, transparency, effectiveness, and efficiency in its organization and activities.
The National Assembly should continue to strongly innovate legislative thinking towards facilitation and leadership in development; promote strategic breakthroughs, create a new development ecosystem; focus on perfecting and synchronizing institutions for rapid and sustainable national development; simultaneously, fundamentally renew and enhance the quality and effectiveness of legislative activities, ensuring national governance by the Constitution and law, meeting international integration requirements.

The General Secretary called for enhancing the quality of oversight, viewing oversight as a tool for creation and development promotion, linking "building" with "fighting", taking "building" as fundamental and long-term; continuing to enhance the quality of questioning, explanation, and oversight of legal documents; focusing on monitoring, reviewing, and urging the implementation of post-oversight recommendations; strictly implementing the National Assembly's vote of confidence; improving the quality of decisions on important national issues, based on comprehensive, scientific, and transparent data; advancing parliamentary diplomacy to a deeper level, further enhancing Vietnam's position on the international stage.
The General Secretary expressed that our country is at a historical turning point. The responsibility placed on the National Assembly and each National Assembly deputy is extremely heavy but also immensely glorious.

On the eve of the 16th National Assembly election, the Party and people expect National Assembly deputies to continue to be exemplary in intelligence, courage, ethics, and the spirit of serving the nation and people, daring to think, act, and take responsibility, placing national interests above all, continuing the 80-year glorious tradition of the National Assembly of Vietnam.
In his response, on behalf of the National Assembly and the Steering Committee for the 80th Anniversary of the First General Election to Elect the National Assembly, Politburo member and National Assembly Chairman Trần Thanh Mẫn affirmed that the requirements, trust, and expectations of the General Secretary at today's commemoration, as well as his speeches at the opening session of the 8th session of the 15th National Assembly; at the 1st Congress of the National Assembly Party Committee, term 2025-2030; at the meeting of National Assembly generations on the occasion of the 80th anniversary of the nation's founding; at the national conference to implement the Politburo's directive on the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; at the thematic conference "Digital Literacy - Digital National Assembly: Knowledge and Skills Framework for a Modern National Assembly" are strategic orientations for the National Assembly's activities in the past and in the upcoming journey.

The National Assembly Chairman emphasized that today's commemoration is an occasion to reaffirm the absolute trust of the National Assembly, voters, and people in the glorious Communist Party of Vietnam, vowing to forever follow the path chosen by the Party, Uncle Ho, and our people.
The National Assembly's agencies and deputies will inherit and promote the experiences and achievements of previous generations, continue to innovate, and better meet the increasing demands of the country.
