NA adopts Resolution with key national decisions at the 10th session, 15th National Assembly

On the afternoon of December 11, at the closing session of the 10th Session, 15th National Assembly, under the chairmanship of Permanent Vice Chairman of the National Assembly Do Van Chien, the National Assembly passed the Resolution of the 10th Session, 15th National Assembly with the majority of National Assembly delegates voting in favour.
After listening to the full draft of the Resolution of the 10th Session, 15th National Assembly presented by Le Quang Manh, Member of the Standing Committee of the National Assembly, Secretary General of the National Assembly, Chief of the National Assembly Office, under the chairmanship of the Permanent Vice Chairman of the National Assembly, the National Assembly proceeded to vote on the Resolution of the 10th Session, 15th National Assembly.
The electronic voting results showed that with 454/457 (95.98%) of National Assembly deputies voting in favour, the National Assembly officially passed the Resolution of the 10th Session – the final session of the 15th National Assembly.
51 Laws and 39 Resolutions passed at the 10th session
The Resolution of the 10th Session, 15th National Assembly clearly states that the National Assembly passed 51 laws and 39 resolutions. The Standing Committee of the National Assembly, the Government, the Supreme People's Court, the Supreme People's Procuracy, and related agencies are urged to promptly implement the laws and resolutions passed at the 10th Session, ensuring timeliness, strictness, consistency, effectiveness, and efficiency.
The Government and the Prime Minister are to direct relevant ministries and sectors to develop, issue, or submit to competent authorities for issuance detailed regulations and guidelines for the implementation of the laws and resolutions, to be enforced immediately upon their effect. At the same time, agencies are to promptly prepare contents for submission to the National Assembly at the first session of the 16th National Assembly, ensuring quality and progress.
The National Assembly acknowledges and highly appreciates the efforts of the Standing Committee of the National Assembly, the Government, the Prime Minister, National Assembly agencies, ministries, sectors, localities, the business community, and the people in overcoming numerous challenges and difficulties, decisively directing, managing, and implementing tasks and solutions, focusing on resolving difficulties and obstacles; proactively responding with timely, flexible, and effective policies to new developments in the international and domestic situation; achieving many important results and basically completing the socio-economic development and state budget targets for 2025.
The National Assembly requests the Government and the Prime Minister to direct ministries, sectors, and localities to closely coordinate with relevant agencies to continue closely monitoring developments, forecasting the domestic and international situation, implementing comprehensive, timely, and synchronized tasks and solutions, addressing existing shortcomings and limitations in various fields, striving to successfully achieve the goals, targets, and tasks in the Socio-Economic Development Plan for 2026; focusing on effectively implementing the following key tasks and solutions:
a) Effectively implement the Law on Government Organization, the Law on Local Government Organization; restructure and improve the quality of the cadre, civil servant, and public employee workforce in line with job positions, ensuring sufficient capacity to fully and synchronously perform tasks after reorganizing the organizational apparatus and administrative units at all levels; simultaneously, promote the application of science and technology, digital transformation, artificial intelligence, building a digital government, digital society, and digital citizens;
b) Continue reviewing, completing, and vigorously implementing comprehensive, effective solutions for multidimensional, inclusive, and sustainable poverty reduction, enhancing access to basic social services for the people, especially poor and near-poor households, ensuring social security, gender equality, ethnic policies, and further improving the people's living standards; prioritize investment in economically and socially disadvantaged communes, ethnic minority areas, mountainous regions, remote areas, border areas, and islands;
c) Develop solutions to definitively resolve outstanding settlement debts and other issues in the settlement of medical examination and treatment costs covered by health insurance to address difficulties for medical examination and treatment facilities and ensure patients' rights; develop fundamental solutions to prevent and combat violence, protect healthcare workers; research and comprehensively amend the Health Insurance Law in 2026;
d) Focus on implementing comprehensive, effective measures to prevent, detect, stop, and strictly handle cases of producing and trading counterfeit goods, disturbing public order, tax evasion, environmental pollution, fraudulent acts, and legal violations in cyberspace; proactively detect, prevent, and promptly handle acts of exploitation, fraud, and abuse of minors, the elderly, the disabled, and vulnerable individuals in cyberspace; prevent, remove, and strictly and promptly penalize the dissemination of videos, cultural products contrary to social norms, ethics, and violent trends on social media platforms. Strengthen management, education, raise awareness, and improve preventive skills and solutions in preventing and combating school violence, protecting teachers and students;
đ) Adjust certain types of allowances, base salaries, pensions, social insurance benefits, monthly allowances, preferential allowances for people with meritorious services, social allowances, and social retirement benefits according to Conclusion No. 206-KL/TW dated November 10, 2025, of the Politburo;
e) Assess the current state of climate change, natural disasters, storms, and floods; review and research comprehensive, sustainable solutions to respond to climate change. Review the regulation and operation processes of irrigation and hydropower reservoirs to ensure the safety of people in affected areas. The Government and the Prime Minister proactively handle issues, and if beyond their authority or hindered by National Assembly regulations, submit to the Standing Committee of the National Assembly for consideration and decision during the period when the National Assembly is not in session.

Innovating legislative thinking, institutionalizing Party policies, meeting the requirements for streamlining and operating two-tier local administration
Regarding the legislative work and organization of law enforcement in 2025, the National Assembly acknowledges and commends the Standing Committee of the National Assembly, the Government, the Prime Minister, the Supreme People's Court, the Supreme People's Procuracy, the Ethnic Council, the National Assembly Committees, National Assembly delegates, and relevant agencies for their efforts and responsibility in innovating legislative thinking, promptly institutionalizing Party policies and strategies of the Politburo, proposing many new policies during the process of building and completing documents for the 14th National Party Congress, creating a comprehensive legal framework to meet the requirements for streamlining the organizational apparatus of the political system, building and operating a two-tier local government model, promoting decentralization, administrative reform, promptly resolving difficulties and obstacles, and unlocking resources for national development.
The National Assembly requires agencies to build on the achievements, thoroughly address existing limitations, promptly handle emerging issues; tighten discipline, uphold the responsibility of leaders, strictly implement assigned tasks and powers; take decisive measures to complete the Legislative Orientation Plan for the 16th National Assembly term in conjunction with institutionalizing the 14th National Party Congress Resolution; promptly concretize and implement the annual legislative program with quality.
The Standing Committee of the National Assembly is tasked with urgently amending the Ordinance on the Consolidation of Legal Documents to implement the consolidation of local government documents; issuing the Ordinance on Post-War Bomb and Mine Remediation in 2026; continuing to review and supplement legal projects and resolutions to promptly resolve difficulties and obstacles, improve the investment and business environment to achieve double-digit economic growth in 2026 and subsequent years.
Agencies are to continue rigorously implementing the requirement to innovate legislative thinking, focusing on reviewing laws on authority delineation, decentralization, promptly identifying and addressing difficulties and obstacles, issues arising from outdated legal provisions, with a specific roadmap to complete the amendment, supplementation, and issuance of new laws to ensure a comprehensive legal basis for state apparatus operations, removing bottlenecks for science, technology, innovation, and digital transformation; urgently issuing detailed regulations for National Assembly laws and resolutions; strengthening inspection and supervision, linking legislative work with law enforcement.
Working to effectively prevent crime, law violations, corruption, wastefulness, other negative phenomena, and ensure the proper handling of investigation, prosecution, adjudication, and enforcement
The National Assembly acknowledges and highly appreciates the Government, the Prime Minister, the Supreme People's Court, and the Supreme People's Procuracy for proposing and implementing comprehensive, decisive plans and solutions, thereby effectively fulfilling assigned tasks in prevention of crime and law violations, corruption, wastefulness, and other negative phenomena, and proper handling of investigation, prosecution, adjudication, and enforcement.
The National Assembly requires agencies to continue effectively implementing targets, tasks, and solutions according to Resolution No. 96/2019/QH14 dated November 27, 2019, on prevention of crime and law violations, the work of the People's Procuracy, the People's Court, and enforcement work, and other National Assembly resolutions. Strengthen effective solutions to prevent and combat various types of crime.
Innovate and enhance the effectiveness of state management, inspection, and audit to prevent and combat corruption, wastefulness, and negative phenomena, focusing on areas with high potential for corruption, wastefulness, and negative phenomena; further improve the quality and effectiveness of detecting and handling corruption, wastefulness, and negative phenomena, recovering corrupt assets. Further enhance the effectiveness of criminal enforcement in the community.
The Standing Committee of the National Assembly is tasked with coordinating with the Government, the Supreme People's Court, the Supreme People's Procuracy, and related agencies to summarize Resolution No. 96/2019/QH14, develop a new resolution for submission to the National Assembly for consideration and approval at the 2nd Session of the 16th National Assembly.
The Supreme People's Court and the Supreme People's Procuracy are to promptly guide and resolve difficulties and obstacles related to the organization and operation of courts and procuracies after reorganization; improve the quality of resolving administrative cases; supervise the resolution of civil cases and administrative cases to ensure the targets and requirements set by the National Assembly.

Overcoming limitations and shortcomings to achieve the goals and tasks on national finance, public borrowing and debt repayment, and medium-term public investment for the 2026 - 2030 period
The National Assembly generally agrees with the Government's reports on the results of implementing the 5-year plans for 2021-2025 on national finance, medium-term public investment, and public debt repayment. The Government and the Prime Minister are requested to continue building on the achievements, effectively addressing limitations and shortcomings to achieve the goals and tasks on national finance, public borrowing and debt repayment, and medium-term public investment for 2026 - 2030 period.
To ensure double-digit growth targets, the proposed increase in revenue, expenditure, deficit, and public debt targets as presented in the Government's reports to the National Assembly poses a significant challenge in balancing resources and managing state finances and budgets in the coming period. The Government is tasked with:
Firstly, continuing to research and propose appropriate, flexible solutions, proactively proposing adjustments to state budget targets in the event of significant fluctuations to maintain macroeconomic stability, control inflation, and ensure major economic balances; developing risk prevention measures to ensure national financial security and safety; reviewing and recalculating balances based on the Party's orientation on developing a new growth model, focusing on establishing a new growth model driven by science, technology, innovation, and digital transformation, enhancing labor productivity, and reducing dependence on capital.
Determine the annual state budget deficit ratio in line with the ability to mobilize capital and disburse public investment. Review and thoroughly assess borrowing capacity and debt repayment capacity; fully identify risks related to borrowing, exchange rate risks, and risks in balancing debt repayment sources to develop appropriate contingency solutions, ensuring public debt safety; strive to ensure that the government's direct debt repayment obligations do not exceed 25% of total state budget revenue.
Flexibly manage the term and timing of government bond issuance to help reduce capital mobilization costs. Continue implementing effective solutions to mobilize social capital to participate in achieving the country's strategic goals; expand the scale of capital mobilization for the economy through the capital market, stock market, reducing dependence on commercial bank credit channels to diversify capital mobilization channels for economic development, while reducing pressure on state budget capital mobilization;
Secondly, allocate public investment capital for the 2026-2030 period in compliance with legal regulations on state budget and public investment, in line with the 14th Party Congress Resolution and development goals and orientations in the 10-year Socio-Economic Development Strategy 2021-2030, the 5-year Socio-Economic Development Plan 2026-2030, the national 5-year financial plan for 2026-2030, ensuring savings, efficiency, and investment goals.
Thoroughly address shortcomings and limitations in investment capital management during 2021-2025. Allocate investment capital in a focused manner, not spread out, prioritizing investment in national target programs, national important projects, expressway projects; high-speed rail projects, international rail connections, urban railways, key projects in sectors and fields, disaster prevention projects adapting to climate change; inter-regional, international, and breakthrough projects for socio-economic development implementing Party resolutions.
Handling collective and individual responsibility for violations in public financial and asset management
The Government and the Prime Minister are to direct ministries, sectors, and localities to seriously and promptly implement audit recommendations, especially in completing legal mechanisms and policies; handle collective and individual responsibility for violations in public financial and asset management. The State Audit and related agencies are to enhance data sharing, electronic information, ensuring connectivity, interoperability, cost, and time savings.
Focusing on resolving complex, prolonged complaints and denunciations
The National Assembly agrees with the basic contents of the Report on Synthesizing Opinions and Recommendations of Voters and People sent to the 10th Session, 15th National Assembly by the Central Committee of the Vietnam Fatherland Front. The Government, the Prime Minister, the Supreme People's Court, the Supreme People's Procuracy, ministries, sectors, central agencies, and local governments at all levels are requested to study, absorb, resolve, and respond to the proposals and recommendations of the Presidium of the Central Committee of the Vietnam Fatherland Front; focus on effectively resolving complaints and denunciations according to regulations, especially complex, prolonged cases.
The National Assembly generally agrees with the Report on Citizen Reception, Petition Handling, and Supervision of Complaint and Denunciation Resolution sent to the National Assembly in 2025 by the Standing Committee of the National Assembly; highly appreciates the continued identification of key tasks of heads of administrative agencies, the People's Court, the People's Procuracy, and the State Audit in implementing legal regulations on citizen reception, complaint, and denunciation resolution.
The Government, the Prime Minister, the Supreme People's Court, the Supreme People's Procuracy, ministries, sectors, central agencies, and local governments are to continue implementing and effectively executing Conclusion No. 107-KL/TW dated December 24, 2024, of the Politburo on strengthening the Party's leadership in citizen reception and complaint and denunciation resolution; achieve the goals in citizen reception, complaint, and denunciation resolution in 2026; promptly handle and resolve complaints and denunciations as soon as they arise, preventing complex complaints, "hot spots" on security and order; ministers, heads of agencies, and chairpersons of People's Committees at all levels are to conduct regular citizen receptions in accordance with the Law on Citizen Reception.
Decision on many important national issues
The National Assembly acknowledges the efforts of the Government, the Prime Minister, ministries, sectors, and localities in implementing National Assembly resolutions on piloting specific mechanisms and policies for the development of Khánh Hòa province and Buôn Ma Thuột city, Đắk Lắk province.
However, the results achieved do not meet the set goals. The Government and the Prime Minister are requested to strengthen direction, enhance responsibility, and accelerate implementation; summarize and evaluate the pilot implementation of specific mechanisms and policies; research and institutionalize them into national policies according to the conclusions of the Party Central Committee and the Politburo.
The National Assembly allows the extension of the implementation and disbursement of state budget capital for 2025 (including capital from 2021, 2022, 2023, 2024 carried over to 2025) until December 31, 2026, for national target programs on new rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas, to achieve the remaining goals and targets of the 2021-2025 programs.
The National Assembly agrees to supplement the central budget revenue estimate for 2025 with non-refundable foreign aid of 26.343 billion VND and correspondingly supplement the regular expenditure estimate for 2025 with non-refundable foreign aid of 26.343 billion VND for ministries, central agencies, and localities as proposed by the Government in Submission No. 1051/TTr-CP dated November 12, 2025.
The Government and the Prime Minister are to review and be responsible for the accuracy of data and proposal content, ensuring that the budget estimate supplements for ministries, central agencies, and localities meet procedures, comply with standards, norms, spending regimes, and additional budget conditions, and allocate foreign aid capital according to legal regulations; ensuring effectiveness, purposefulness, and preventing loss, waste, and negativity.
The National Assembly allows the Government to approve the Feasibility Study Report for Phase 2 of the Long Thành International Airport Project under its authority without reporting to the National Assembly for approval. Other contents continue to be implemented according to the 7 Resolutions No. 94/2015/QH13 dated June 25, 2015, of the National Assembly on the investment policy of the Long Thành International Airport Project and Resolution No. 174/2024/QH15 dated November 30, 2024, of the National Assembly on the 8th Session, 15th National Assembly.
The National Assembly approves solutions to terminate the operation of the Phương Nam Pulp Mill Project as proposed by the Government in Submission No. 69/TTr-CP dated December 8, 2025, on implementing the Politburo's conclusion on the policy and handling plan for the Phương Nam Pulp Mill Project. The Government is tasked with urgently implementing all these contents.
The National Assembly allows the separation of compensation, support, and resettlement content of the North-South high-speed railway project into independent projects, with capital allocated from the central and local budgets. Localities, relevant agency entities, and competent authorities are to organize, decide on investment, and implement compensation, support, and resettlement projects in their areas, and investment in related items does not require investment policy establishment. Based on actual conditions, the Government is tasked with providing detailed guidance on this regulation.
The National Assembly allows the expansion of the application of specific mechanisms and policies in Articles 3, 4, 5, 6, 7, and 8 of Resolution No. 170/2024/QH15 dated November 30, 2024, of the National Assembly to address difficulties and obstacles for projects and land in inspection, audit, and court conclusions with similar legal situations and identified violations in inspection, audit, and court conclusions before this Resolution is issued nationwide. The implementation of this content must fully comply with the principles stipulated in Article 2 of Resolution No. 170/2024/QH15 dated November 30, 2024, of the National Assembly and other principles directed by the Politburo.
The Government is tasked with providing guidance and issuing a list of projects and land in inspection, audit, and court conclusions that meet the conditions for applying the above-mentioned specific mechanisms and policies, in line with the conclusions and directives of competent authorities, and taking full responsibility for the accuracy, completeness, and truthfulness of the list of projects and land. The State Audit is responsible for auditing the determination of land prices, land use fees, and land rent for projects and land in the list of projects and land. During the implementation of this regulation, if existing legal documents have more favorable provisions, the provisions of existing legal documents may be chosen for application.
The National Assembly agrees with the contents of Submission No. 68/TTr-CP dated December 7, 2025, of the Government, including: Supplementing the central budget reserve for 2025 to implement tasks and projects to address consequences, prevent, and combat natural disasters, ensure security, defense, and other necessary expenditures of approximately 17,640.678 billion VND;
Allowing the transfer of the above-mentioned central budget reserve to 2026 for allocation and disbursement according to regulations
Allowing the transfer of the central budget reserve for 2024 allocated to the Ministry of Construction of 196.596 billion VND to supplement the corresponding target for Phú Thọ province to implement the project to expand the road connecting Phong Châu Bridge
Allowing the reduction of up to 1,182.414 billion VND in the 2025 development investment expenditure estimate allocated from the 2024 central budget revenue increase to correspondingly increase the regular expenditure estimate to supplement ministries, central agencies, and localities to implement science and technology, innovation, and digital transformation tasks and projects
Reducing 670 billion VND in the 2025 economic career expenditure estimate of the Ministry of Construction to supplement the central budget target for provincial and city People's Committees according to Submission No. 68/TTr-CP.
The National Assembly allows the adjustment of the completion time for connecting the Hồ Chí Minh Road based on using National Highway 32 and National Highway 21. The Government is responsible for ensuring the project's completion according to the committed schedule as required by the National Assembly's resolutions, preventing further delays, and being accountable for fulfilling this commitment.
The National Assembly allows the extension of the capital allocation period for the Ka Pét Reservoir Project, Hàm Thạnh commune, Lâm Đồng province, until the end of 2028. The Government is responsible for ensuring the project's progress, not changing the total investment, objectives, capital use efficiency, project quality, and preventing waste and negativity.
The National Assembly requests the Government to direct the unified implementation nationwide for local railways, allowing provincial local governments to retain 100% of the revenue for local budgets according to the provisions of Clause 3, Article 25 of the Railway Law No. 95/2025/QH15.
From January 1, 2026, the effectiveness of Resolution No. 68/2013/QH13 dated November 29, 2013, of the National Assembly on promoting the implementation of policies and laws on health insurance, towards universal health insurance, ends. The contents of monitoring the implementation of the Constitution, laws, ordinances, and resolutions of the National Assembly and the Standing Committee of the National Assembly are uniformly implemented according to the Law on Supervision Activities of the National Assembly and the People's Council.
The Standing Committee of the National Assembly, the Government, the Prime Minister, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the Ethnic Council, the National Assembly Committees, the State Audit, ministries, sectors, central agencies, and local governments at all levels, according to their assigned functions and tasks, are to effectively implement this Resolution; enhance the dissemination, popularization, and legal education to promptly implement the laws and resolutions passed by the National Assembly.
