Dear Comrade Miguel Díaz-Canel Bermúdez,

As we approach the 65th anniversary of the establishment of diplomatic relations between Vietnam and Cuba (December 2, 1960 – December 2, 2025), it is an opportunity to reflect on this significant milestone in our bilateral relations. On this occasion, on behalf of the leaders of the Party, State, and People of Vietnam, I extend to you, and through you to Revolutionary Leader General Raul Castro Ruz, the senior leadership, and the fraternal Cuban people, our warmest congratulations.

President Ho Chi Minh and Leader Fidel Castro Ruz laid the foundation for the friendship and cooperation between our two nations and peoples, despite the geographical distance. We proudly affirm that the seeds of Vietnam-Cuba friendship, sown by National Hero José Martí, have flourished and continuously borne fruit over the glorious yet challenging 65-year journey.

In the spirit of comradeship and brotherhood, generations of leaders and people from both countries have diligently nurtured, strengthened, and built a solid, loyal, and supportive traditional relationship between our Parties, States, and Peoples. Overcoming many historical ups and downs, Vietnam-Cuba relations have become a priceless common asset of our two nations, a shining example in international relations.

Inheriting and promoting this noble tradition of friendship, during the Vietnam-Cuba Friendship Year 2025, both sides have coordinated to organize numerous commemorative activities in each country, contributing to educating the younger generation about the exemplary, loyal, and pure Vietnam-Cuba relationship. Notably, your successful state visit to Vietnam, along with your spouse, marked a milestone elevating Vietnam-Cuba relations to a new height.

Entering 2026, Vietnam and Cuba will successively hold the 14th National Congress of the Communist Party of Vietnam and the 9th Congress of the Communist Party of Cuba—two significant political events guiding our development for the next five years.

Under the light of the resolutions from these Congresses, with the priority we accord each other in our respective foreign policies, Vietnam-Cuba relations will have favorable conditions to enter a new development phase, contributing practically to the successful construction of socialism in each country.

I am confident that, with the solid foundation of our enduring friendship, tested and strengthened over the past 65 years, and the political determination of our leaders, the fraternal Vietnam-Cuba relationship will continue to develop deeply and effectively, bringing benefits to our peoples and serving the sustainable development goals of both countries, contributing positively to peace, stability, and prosperity in our regions and the world.
