Chairman of Binh Phuoc Provincial People's Committee - Ms. Tran Tue Hien said that the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) expressway project belongs to the North-South expressway planning to the West, which has an important connection the Central Highlands with the Southeast provinces and Ho Chi Minh City; opening up development opportunities for the whole region in general, Binh Phuoc and Dak Nong provinces in particular. At the same time, this is also a key project that the Government is interested in directing and implementing.
According to Ms. Tran Tue Hien, in case the support capital from the state budget is VND 9,000 billion to invest in the Gia Nghia - Chon Thanh expressway, the total project investment will be about VND 30,151 billion. In which, the cost of site clearance is about VND 5,699 billion. The fee collection period is about 21 years and 9 months.
Regarding the budget capital for implementation of site clearance projects, Binh Phuoc and Dak Nong provinces have allocated 4,000 billion VND, of which Binh Phuoc province is 3,000 billion VND and Dak Nong province is 1,000 billion VND.
In case the state budget contributes VND 4,000 billion, the total project investment will be VND 30,746 billion, the project fee collection period is expected to be 26 years and 6 months.
Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Binh Phuoc - Tran Tue Hien said that in the context of the budget of Binh Phuoc province, there are still many difficulties, the budget structure is not really sustainable (collection from land use fees and rents) one-time land accounts for nearly 46% of local budget revenues, the province has not balanced budget revenues and expenditures. Without the support of the Central Government, there will be many difficulties, especially the adjusted estimate for the period of 2023-2025, the Ministry of Finance is expected to reduce the central budget subsidy for Binh Phuoc by over 5,000 billion VND (nearly 2,000 billion VND per year).
Therefore, Binh Phuoc Provincial Party Committee requested the National Assembly, the Government, the Ministry of Finance, the Ministry of Planning and Investment to pay attention, consider and support the central budget about 5,000 billion VND from the excess revenue from the central budget 2022 is for Binh Phuoc province to implement the investment project to build the North - South expressway west of the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section to shorten the toll collection time.
Investment project on construction of North - South expressway to the west of Gia Nghia - Chon Thanh section with a total length of about 140km; passing through the territory of Dak Nong province (38km from Gia Nghia to the boundary of 2 provinces of Dak Nong - Binh Phuoc), Binh Phuoc province (102km from the boundary of 2 provinces of Dak Nong - Binh Phuoc to Chon Thanh). The starting point is in Gia Nghia city, Dak Nong province, the end point is in Chon Thanh town, Binh Phuoc province, connecting with the starting point of Chon Thanh - Duc Hoa highway (belonging to the Ho Chi Minh road project) and the end point of the highway. Ho Chi Minh City - Chon Thanh Expressway.
According to Official Letter No. 658/TTg-CN dated July 22, 2022, Deputy Prime Minister Le Van Thanh agreed to assign the People's Committee of Binh Phuoc province to be the competent agency to implement the investment project on the construction of the North-South Expressway in the South of Vietnam, Western part of Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) under the mode of public-private partnership.
This expressway has a planned scale of 6 lanes, but according to preliminary calculations, the investment divergence with a scale of 4 lanes with a width of 17m (similar to the scale of divergence of the North - South Expressway Project in the South of Vietnam). In the winter period of 2017-2020, 2021-2025 and some other expressway projects being implemented, the design speed is 80-100 km/h.
