WVR - On the afternoon of October 21, as part of the official visit to Finland by General Secretary To Lam and his spouse, Party Central Committee Secretary and Acting Foreign Minister Le Hoai Trung met with Finnish Foreign Minister Elina Valtonen.

Foreign Minister Elina Valtonen highly appreciated the flourishing Vietnam-Finland relations, highlighted by the official visit of General Secretary To Lam and his spouse, and the issuance of a Joint Declaration on establishing a strategic partnership framework between the two countries. The Finnish Foreign Minister congratulated Vietnam on its re-election to the United Nations Human Rights Council for the 2026-2028 term.

Minister Elina Valtonen affirmed that the Finnish Ministry of Foreign Affairs stands ready to collaborate with the Vietnamese Ministry of Foreign Affairs to deepen bilateral cooperation in areas of mutual strength and interest such as trade and investment, science and technology, energy, and education and training. She emphasized enhancing cooperation on green transition to help Vietnam achieve its carbon neutrality goal by 2050 and expressed readiness to assist Vietnam in enhancing technical capacity to meet the requirements for lifting the "yellow card" on IUU fishing.

Agreeing with the exchanges of the Finnish Foreign Minister, Acting Foreign Minister Le Hoai Trung emphasized the special significance of General Secretary To Lam's visit to Finland, as well as Finland being the first Nordic country to become a strategic partner of Vietnam.

The Acting Foreign Minister highlighted the importance of the traditional friendship and multifaceted cooperation that the two countries have diligently cultivated. He affirmed that Vietnam will never forget the valuable and timely support provided by the Finnish Government and people during Vietnam's most challenging times, exemplified by the "Finnish Water" project.

Implementing the outcomes of exchanges between General Secretary To Lam and Finland's senior leaders, the two Ministers agreed that the two Ministries of Foreign Affairs should continue to promote and deepen the friendship and multifaceted cooperation between the two countries. Both sides need to maintain the momentum of exchanges at all levels, especially high-level, across all channels including Party, State, Government, Parliament, and people-to-people diplomacy. They should swiftly coordinate to develop an action plan to implement the contents of the Joint Declaration on establishing the Vietnam-Finland strategic partnership framework, and enhance cooperation on regional and international issues of mutual concern, thereby further strengthening Vietnam-EU and Finland-ASEAN relations.

On this occasion, Acting Foreign Minister Le Hoai Trung proposed that Finland coordinate to expedite the approval of the Vietnam-EU Investment Protection Agreement by the remaining seven EU countries to facilitate conditions for investors from both sides. He also informed about the decisive measures the Vietnamese government has implemented and requested Finland to advocate for the European Commission to soon lift the "yellow card" on Vietnam's seafood.

The two Ministers also exchanged views on several regional and international security issues of mutual concern, emphasizing the need to promote multilateralism and resolve disputes peacefully based on international law and the United Nations Charter.

On this occasion, Acting Minister Le Hoai Trung invited Minister Elina Valtonen to officially visit Vietnam soon. Minister Valtonen gladly accepted the invitation.
