Vietnam, Mongolia enhance cooperation to develop substantive, effective, and comprehensive ties

On October 1, at the State Palace in Ulaanbaatar, Mongolia, Senior Lieutenant General Tran Quang Phuong, member of the Party Central Committee and Vice Chairman of the National Assembly, met with the Chairman of the Mongolian Parliament D. Amarbayasgalan and received Judagiin Bayarmaa, Chairman of the Mongolia-Vietnam Friendship Parliamentary Group.
During the meeting with the Chairman of the Mongolian Parliament, Vice Chairman Tran Quang Phuong conveyed congratulations from General Secretary To Lam, as well as greetings and congratulations from National Assembly Chairman Tran Thanh Man on D. Amarbayasgalan's election as Chairman of the Mongolian People's Party.
Welcoming and highly appreciating the significance and importance of Vice Chairman Tran Quang Phuong's first visit to Mongolia, also the first visit by a Vietnamese National Assembly Vice Chairman in 10 years, Mongolian Parliament Chairman Dashzegve Amarbayasgalan affirmed that the foundation of relations between the two countries is the traditional friendship established 70 years ago, since President Hồ Chí Minh's official visit to Mongolia.
The Mongolian Parliament Chairman emphasized that the visit contributes to the development of bilateral relations in political, economic fields, and cooperation between the two legislative bodies and parliamentarians of both countries.
Reiterating and affirming that Vietnam always remembers and values the precious support and assistance from the State and people of Mongolia during the war and in the country's construction and development over the years, Vice Chairman Tran Quang Phuong assessed that the traditional friendship between Vietnam and Mongolia is at its best stage of development and is becoming more substantive after more than 70 years of diplomatic relations and one year of establishing a Comprehensive Partnership during the state visit to Mongolia by General Secretary, President To Lam in September 2025. The relationship is highlighted by five key aspects: higher political trust, closer cooperation between ministries and sectors, vibrant exchanges and people-to-people interactions, initial economic cooperation progress, and deeper and more substantive relations between the two National Assemblies.

Sharing the determination and efforts of the Vietnamese National Assembly in perfecting the institutional framework to achieve development goals, Vice Chairman Phuong affirmed that the Vietnamese National Assembly will closely coordinate with the Mongolian Parliament to promote the concretization of the Comprehensive Partnership framework and advance Vietnam-Mongolia cooperation to develop substantively, effectively, and comprehensively.
Both sides agreed to soon sign the Memorandum of Understanding on cooperation between the two National Assemblies at the earliest opportunity; proposed enhancing substantive cooperation between the two National Assemblies and among specialized Committees, Friendship Parliamentary Groups, and young parliamentarians of both countries; strengthening cooperation to promote trade and investment through organizing initial workshops; enhancing cooperation with Vietnam in cultural, sports, and tourism fields where Mongolia has strengths such as archery, wrestling, boxing, and judo; continuing to pay attention to and support the Vietnamese community to live, study, and work in Mongolia with peace of mind.
Affirming that Mongolia values relations with Southeast Asian countries, with Vietnam as a leading partner; emphasizing the important role of the legislative bodies of both countries and the Mongolia-Vietnam Friendship Parliamentary Group in the overall bilateral relations, as well as in the increasingly close and intimate relationship, Chairman Dashzegve Amarbayasgalan affirmed that the Mongolian Parliament is striving to perfect the legal system, enhance transparency, and create a favorable investment environment for investors, including Vietnamese enterprises, in fields such as agriculture, electric industry, processing, mining, and manufacturing industry.

On the same day, Vice Chairman Tran Quang Phuong received Judagiin Bayarmaa, Chairman of the Mongolia-Vietnam Friendship Parliamentary Group.
Appreciating and thanking the positive contributions of the Mongolia-Vietnam Friendship Parliamentary Group in building and enhancing political trust and relations between the two countries in recent times, Vice Chairman Tran Quang Phuong suggested that the Friendship Parliamentary Group continue to play the role of a bridge from heart to heart between the peoples of the two countries, promote substantive cooperation between the two National Assemblies, and support and promote Vietnam-Mongolia relations to develop more strongly and comprehensively.

Chairman of the Mongolia-Vietnam Friendship Parliamentary Group Judagiin Bayarmaa emphasized the important foundation of Mongolia-Vietnam relations is the trust between the high-level leaders of the two countries, as well as the tradition of standing shoulder to shoulder, supporting and assisting each other between the peoples of the two countries throughout the 70-year history of relations.
Affirming the importance of relations with Vietnam; will continue to promote cultural and sports exchange activities to enhance understanding and friendship between the peoples of the two countries; strengthen support for local cooperation, Chairman of the Mongolia-Vietnam Friendship Parliamentary Group expressed the desire to closely coordinate with the Vietnam-Mongolia Friendship Parliamentary Group, establish a mechanism for regular delegation exchanges between parliamentarians, thereby further promoting cooperative relations between the two countries, especially in the fields of investment, trade, agriculture, environment, and labor.
