Speaking to the press, Prime Minister Pham Minh Chinh said that he and Japanese Prime Minister Kishida Fumio had just had very effective, substantive and successful talks. The two sides assessed the positive progress in implementing high-level agreements reached from the meeting between the two Prime Ministers in November 2021 in Tokyo, Japan; maintained high consensus on specific directions and measures to bring the “extensive strategic partnership for peace and prosperity in Asia" into a new stage of development in the manner of sincere, truthful, practical, effective spirit.
Accordingly, the two sides affirmed the importance of promoting the extensive strategic partnership between Viet Nam and Japan in the new period, which is more substantive, effective and far-reaching. The two sides achieved new progress in Viet Nam's strategic infrastructure cooperation; agreed to continue cooperation to speed up the implementation of transport infrastructure works, such as urban railway lines and new transport infrastructure works such as the North-South expressway, and enhance connectivity between Viet Nam and Laos...
Prime Minister Pham Minh Chinh also said that the two Prime Ministers agreed to step up cooperation in economic recovery after COVID-19 pandemic, strengthen the connection between the two economies and the production - supply chain, step up investment cooperation, trade, development of supporting industries, digital transformation, innovation, smart cities, high-tech agriculture, energy transformation...; prioritize the implementation of new initiatives in line with mutual interests and interests of the two sides such as "Technology Innovation Cooperation Partnership", "Strengthening Supply Chain", "Digital Transformation".
The two sides are trying to complete the trial phase of phytosanitary treatment of Vietnamese fresh longan in June 2022, aiming to export Vietnamese fresh longan to the Japanese market in September 2022. The Japanese side also acknowledged Viet Nam's proposal to continue opening the market for other Vietnamese fruits such as pomelo, avocado, rambutan...
Prime Minister Pham Minh Chinh said that the Japanese Prime Minister reaffirmed to continue to support Viet Nam in realizing its socio-economic development goals. The Vietnamese government is determined to effectively use Japan's ODA, continue to improve the open and transparent investment environment, and create favorable conditions for investors, including Japanese enterprises.
The two sides also had a substantive discussion on international and regional issues of common concern, such as the East Sea issue, the Ukraine situation and non-traditional security challenges. The two sides pledged to strengthen coordination for maintaining peace and stability in the region; reaffirming the importance of ensuring peace, security, safety and freedom of navigation and over-flight in the East Sea; promote the settlement of disputes by peaceful means, without the use of force or the threat of force; strictly abide by international law, especially the 1982 United Nations Convention on the Law of the Sea in activities at sea, respect diplomatic and legal processes, fully implement the Declaration on the Conduct of Parties in the East Sea (DOC), soon complete a substantive and effective Code of Conduct in the East Sea (COC) in accordance with international law, UNCLOS 1982.
Regarding the Ukraine situation, the two sides affirmed to respect the basic principles of international law and the United Nations Charter, especially the principles of respect for independence, sovereignty and territorial integrity; legitimate rights and interests of other countries; not threaten or use force in international relations; called on the parties to persistently promote dialogue and negotiation to find a lasting peaceful solution.
Viet Nam has expressed a comprehensive view on humanitarian issues in Ukraine; willing to make active contributions to humanitarian relief operations, diplomatic processes, dialogue and negotiations. In that spirit, Viet Nam will provide humanitarian assistance of 500,000 USD to Ukraine through international humanitarian organizations.

Also, according to Prime Minister Pham Minh Chinh, the two sides agreed to coordinate in organizing activities to celebrate the 50th anniversary of the establishment of diplomatic relations between Viet Nam and Japan in 2023; strengthen local cooperation, cultural exchanges, people-to-people exchanges and tourism.
Prime Minister Pham Minh Chinh asked the Japanese Prime Minister to continue to pay attention to and support the nearly 450,000 Vietnamese community in Japan. The two sides affirmed that they will cooperate to protect the legal and legitimate interests of the Vietnamese community. Prime Minister Pham Minh Chinh hopes the two sides will work together to help this community continue to prosper stably, make greater contributions to the socio-economic development of the two countries, and contribute to a bridge of friendship between the two peoples.
Japanese Prime Minister Kishida Fumio expressed his pleasure after less than half a year he had two talks with Prime Minister Pham Minh Chinh, and said that he really has a predestined relationship with Viet Nam because, in different positions, he has been with Viet Nam for more than 20 years.
The Japanese Prime Minister agreed with Prime Minister Pham Minh Chinh's statements, adding that the two sides discussed cooperation measures to promote more substantive cooperation in the post-COVID-19 period. In particular, the two sides will promote cooperation in supply chain diversification, digital transformation and technology cooperation within the framework of Japan's Asia Future Initiative.
Prime Minister Kishida Fumio also said that the two sides will make efforts to soon complete the urban railway project No. 1 in Ho Chi Minh City; cooperation to improve the skills of Vietnamese interns in Japan. Japan supports the energy transition in Viet Nam and increases cooperation in security and defense, ensuring internet security.
According to Prime Minister Kishida Fumio, Japan will make every effort to open up new opportunities for Viet Nam-Japan relations on the occasion of the 50th anniversary of the establishment of diplomatic relations between Viet Nam and Japan.
The two Prime Ministers witnessed the two countries' ministries, branches, localities and businesses exchange 21 cooperation documents in many fields, demonstrating the strong and comprehensive development of Viet Nam - Japan cooperation.
Among these documents, there are cooperation agreements such as Note for the second loan for the Project on natural disaster prevention and control and climate change using earth observation satellites; Memorandum of Understanding between the Ministry of Information and Communications of Viet Nam and the Embassy of Japan in Viet Nam on digital transformation; Minutes of cooperation to prevent supply chain disruption between the Ministry of Industry and Trade of Viet Nam and the Ministry of Economy, Trade and Industry of Japan; Contract Appendix No. 19 General consulting contract under the Ho Chi Minh City Urban Railway Construction Project No. 1; Memorandum of Understanding between the Foreign Investment Agency, the Ministry of Planning and Investment and the Japan Trade Promotion Organization on enhancing cooperation in order to attract new Japanese investment projects in Viet Nam; Sovico Group and Marubeni Corporation and TJERA Co., Inc on infrastructure development, innovative urban solutions and opportunity pricing of liquefied natural gas (LNG) for LNG power projects...
