"All foreign research and survey activities conducted within Vietnam’s exclusive economic zone and continental shelf — as defined in accordance with the 1982 United Nations Convention on the Law of the Sea (UNCLOS) — without Vietnam’s permission constitute violations of Vietnam’s sovereign rights and jurisdiction.

Vietnamese competent authorities consistently and closely monitor developments in the East Sea, and at the same time implement measures in accordance with international law and Vietnamese law to safeguard Vietnam’s legitimate rights and interests".
