On the afternoon of February 21, in Hanoi, Deputy Foreign Minister Le Thi Thu Hang and Russian Deputy Foreign Minister A. Rudenko co-chaired the political consultation.
In a spirit of sincerity, openness, and mutual trust, the two sides reviewed the outcomes of their cooperative achievements, coordinated efforts to implement agreements reached by the leaders of the two countries, and engaged in extensive discussions on measures to strengthen relations between the two Foreign Ministries. They also exchanged views on international and regional issues of mutual concern. Both parties expressed satisfaction with the positive developments in the Vietnam-Russia Comprehensive Strategic Partnership, emphasizing the frequent high-level exchanges that have laid a strong foundation for deepening bilateral relations.
Both sides were pleased to acknowledge the tangible results achieved by relevant agencies of both countries in implementing high-level agreements. These include the State visit of President Vladimir Putin (June 2024), the phone talks between General Secretary To Lam and President Putin (August 2024), the official visit to Russia by National Assembly Chairman Tran Thanh Man (September 2024), the meeting between Prime Minister Pham Minh Chinh and President Putin during the expanded BRICS Leaders' Summit in Kazan (October 2024), the official visit to Vietnam by Prime Minister M. Mishustin (January 2025), as well as other high-level exchanges and engagements.

The two sides reaffirmed their determination to maintain and strongly promote the momentum of cooperation across all fields, including politics, economy and trade, defense and security, science and technology, education and training, culture, and tourism. This effort aims to maximize each country’s potential and meet their respective development needs.
The two sides agreed on the effective implementation of the Vietnam–Eurasian Economic Union Free Trade Agreement, while striving to advance priority tasks, agreements, and cooperation projects. Both parties committed to carefully and substantively preparing for the successful high-level visits of their leaders in 2025—a particularly significant year marking the 75th anniversary of diplomatic relations and a number of major national celebrations in both countries.
The two sides also discussed the current global and regional situation, agreeing on the need to further enhance exchanges of views and information, coordination, and mutual support in international organizations and multilateral forums, including the United Nations. The two sides pledged to work together to contribute to maintaining peace and stability in the Asia-Pacific region and the world, while safeguarding the interests of their peoples.
Deputy Foreign Minister Le Thi Thu Hang affirmed Vietnam’s policy of supporting and being ready to participate in international mediation efforts to seek a long-term peaceful solution to the Russia-Ukraine conflict, with the involvement of all relevant parties.

Deputy Foreign Minister Hang highly appreciated the Russian Foreign Ministry’s continued support and facilitation for the Vietnamese community in conducting legal business, residing, and studying in Russia. She urged Russia to continue paying attention to the Vietnamese community, ensuring their stable livelihood, safety, and security. She also proposed that Russia consider granting visa exemptions for Vietnamese citizens holding ordinary passports to facilitate travel, family visits, and business opportunities, thereby contributing to strengthening bilateral relations.
The Vietnamese Ministry of Foreign Affairs will closely coordinate with relevant authorities and the Russian side to facilitate and protect Russian citizens residing, working, and studying in Vietnam.
Both Deputy Foreign Ministers agreed to continue close coordination and maintain the Political Consultation mechanism to enhance mutual understanding, strengthen ties between the two Foreign Ministries, and coordinate efforts to advance bilateral relations. They committed to effectively implementing high-level agreements and elevating the Vietnam-Russia relationship to new heights, in line with the established Comprehensive Strategic Partnership framework.
On the same day, at the headquarters of the Ministry of Foreign Affairs, Standing Deputy Minister of Foreign Affairs Nguyen Minh Vu received Deputy Minister of Foreign Affairs A. Rudenko.
For his part, Deputy Foreign Minister A. Rudenko affirmed that Russia values its relationship with Vietnam and expressed a strong desire to promote effective cooperation with Vietnam and advance the Comprehensive Strategic Partnership in a substantive and dynamic manner across all fields.

Standing Deputy Foreign Minister Vu highly appreciated the continued maintenance of an effective consultation mechanism between the two sides to exchange information and enhance comprehensive cooperation between the two countries and their Foreign Ministries. He urged both sides to continue making efforts to develop initiatives and propose specific directions and solutions to effectively implement high-level commitments and agreements. He also emphasized the need to strengthen bilateral cooperation in key areas such as politics, defense and security, economy and trade, energy and oil and gas, science and technology, transportation, and cultural and humanitarian collaboration, in line with the Comprehensive Strategic Partnership framework.
The Standing Deputy Foreign Minister appreciated Russia’s support of Vietnam’s stance and hoped that Russia would continue to assist Vietnam in maintaining a peaceful and stable environment for cooperation and development in the Asia-Pacific region.
