During the meeting, National Assembly Chairman Tran Thanh Man expressed his pleasure in accompanying General Secretary To Lam on a state visit to Cambodia; attending the high-level meeting between the Politburo of the Central Committee of the Communist Party of Vietnam and the Standing Committee of the Central Committee of the Cambodian People's Party (CPP), as well as the meeting between the leaders of the three parties of Vietnam, Cambodia, and Laos.

NA Chairman Man expressed his admiration for Cambodia's recent socio-economic achievements. He believes that under the wise reign of King Norodom Sihamoni, the correct leadership of the Cambodian People's Party led by Chairman Hun Sen, and the leadership of the political system including the Senate, National Assembly, and Government, Cambodia will continue to achieve significant accomplishments in building a peaceful, independent, democratic, and prosperous nation.

Cambodian NA President Khuon Sudary congratulated the successful 14th National Congress of the Communist Party of Vietnam, emphasizing that the success of the Congress is a vivid testament to the high unity and consensus within the Party, social agreement, and the firm trust of the Vietnamese people in the leadership of the Communist Party of Vietnam in the nation's construction and development. He also expressed confidence that under the wise leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, Vietnam will achieve double-digit growth, reaching its goal of becoming a modern industrialized, upper-middle-income developing country by 2030, and a developed, high-income socialist country by 2045.

Both sides were pleased to note that since the two-party and three-party meetings (02/2025), the relations between the two parties, states, and legislative bodies have been continuously strengthened and developed in a more cohesive, united, and substantive manner.

Party channel cooperation continues to play a guiding, orienting role and serves as the foundation for comprehensive Vietnam-Cambodia cooperation. Regular exchanges of delegations at all levels, including parliamentary delegations and Friendship Parliamentary Groups, are maintained. Defense and security cooperation remains a crucial pillar in bilateral relations; border security and order are upheld.

Bilateral cooperation mechanisms are effectively implemented. Economic and trade cooperation continues to see positive growth. Cooperation in education, culture, tourism, and people-to-people exchanges is actively promoted.

Regarding the results of the 14th National Congress of the Communist Party of Vietnam, NA Chairman Man affirmed that Vietnam's foreign policy continues to adhere to the principles of independence, self-reliance, peace, cooperation, and development; being a friend, a reliable partner, and a responsible member of the international community. Vietnam always values the strategic significance of its relationship with Cambodia—a relationship forged from a shared history and mutual support, which is an invaluable asset of the two parties, states, and peoples.

On this occasion, NA Chairman Man informed about the preparations for the 16th National Assembly and People's Council elections in March 2026, emphasizing that this is a particularly important political event for Vietnam in 2026.

Both sides agreed to continue strengthening political trust; maintaining regular exchanges between the parliaments of the two countries to share experiences in legislation, supervision, and decision-making on important national issues; and coordinating well-organized activities to commemorate the 60th anniversary of the establishment of diplomatic relations between Vietnam and Cambodia (June 24, 1967 - June 24, 2027).

Both sides agreed to enhance people-to-people diplomacy, promoting friendly exchanges among various social strata, especially the younger generation, friendship associations, Friendship Parliamentary Groups, female parliamentarians, young parliamentarians, and young parliamentarians from Vietnam, Cambodia, and Laos, as well as mass organizations and border localities. They also agreed to widely disseminate the historical significance and importance of the friendly solidarity between the two countries, especially among the younger generation, to preserve and promote this invaluable asset.

NA President Khuon Sudary hopes that the governments and national assemblies of both countries will strengthen efforts to combat fake news to prevent it from affecting bilateral relations.

Both sides highly appreciated the outcomes of the high-level two-party meeting on the morning of February 6, emphasizing that it was an opportunity for the two parties to exchange views and set cooperation directions for mutual development. They agreed to effectively implement cooperation agreements between the two national assemblies, continue to promote the role of legislative bodies in fostering bilateral relations; oversee and urge ministries, sectors, localities, and enterprises to effectively implement signed treaties, agreements, and accords; and enhance information exchange and experience sharing in institutional building, legal system development, and law enforcement supervision. They also agreed to continue supporting each other's positions and candidacies at multilateral parliamentary forums where both countries are members.

On this occasion, NA Chairman Man expressed gratitude and requested that Cambodia continue to address legal status issues, facilitating Vietnamese-origin residents to stabilize their lives, legally conduct business, and contribute positively to Cambodia's development and bilateral relations. He also suggested that both sides continue to facilitate the effective operations of Vietnamese citizens and businesses in Cambodia.
