During the meeting, Lao National Assembly Chairman Saysomphone Phomvihane expressed his pleasure in welcoming National Assembly Chairman Trần Thanh Mẫn, who was part of General Secretary Tô Lâm's state visit to Laos. He affirmed that the visit holds special significance, marking a prominent milestone in the relationship between the two countries, especially as both Parties have just successfully organized their respective national congresses.

The two National Assembly Chairmen shared insights on the highly effective high-level talks, which reflect a strategic vision for the bilateral relationship, reaffirming the special, strategically linked relationship between the two nations.

Lao National Assembly Chairman Saysomphone Phomvihane warmly congratulated the success of the 14th Congress of the Communist Party of Vietnam and congratulated National Assembly Chairman Trần Thanh Mẫn on being re-elected as a member of the Politburo.

The Lao National Assembly Chairman highly appreciated that General Secretary Tô Lâm and the high-level Vietnamese delegation were the first state guests to visit Laos after the congresses of the two Parties. He considered this visit a historic milestone, as both countries are in a jubilant atmosphere celebrating the results of their Party Congresses and preparing for new National Assembly elections, vividly demonstrating the great friendship, special solidarity, comprehensive cooperation, and strategic linkage between Laos and Vietnam.

The Lao National Assembly Chairman praised the significant and comprehensive achievements Vietnam has made in socio-economic development, maintaining political stability, improving people's living standards, and enhancing its international standing. He affirmed that these achievements are a great encouragement for Laos in its national defense and construction efforts, and he especially expressed gratitude to the Vietnamese National Assembly for its practical and effective support to the Lao National Assembly.

Despite the complex and unpredictable developments in the global and regional situation, the relationship between the two countries continues to be strengthened across all fields, from politics, defense, and security to economy and trade, with a shared determination to effectively implement key projects and deepen parliamentary relations.

National Assembly Chairman Trần Thanh Mẫn warmly congratulated the Lao People's Revolutionary Party on the successful organization of its 12th National Congress, affirming that the 12th Congress is a significant milestone demonstrating the Party's determination to comprehensively implement its renewal policies, clearly defining the direction, goals, and tasks for building and developing Laos in the new phase.

National Assembly Chairman Trần Thanh Mẫn congratulated Comrade Saysomphone Phomvihane on being re-elected to the Politburo of the 12th Central Committee of the Lao People's Revolutionary Party.

National Assembly Chairman Trần Thanh Mẫn congratulated Laos on its significant, comprehensive, and historically meaningful achievements after 40 years of renewal, as well as the successful implementation of the 11th Party Congress Resolution and the 9th Five-Year Socio-Economic Development Plan (2021-2025). He emphasized that these achievements are not only a source of pride for the Lao Party, State, and people but also a great encouragement for the Vietnamese Party, State, and people.

National Assembly Chairman Trần Thanh Mẫn expressed confidence that under the wise leadership of the Lao People's Revolutionary Party, the increasingly effective supervision of the National Assembly, and the decisive direction and administration of the Government, Laos and its people will overcome all difficulties and challenges, successfully implementing the 12th Congress Resolution and the 10th Five-Year Socio-Economic Development Plan. He affirmed that Vietnam consistently prioritizes its unique traditional relationship with Laos, always standing by and strongly supporting Laos in its defense, construction, renewal, and development efforts. Vietnam deeply values the sentiments, assistance, and valuable contributions of the Lao leadership and people, continuously nurturing the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos.

National Assembly Chairman Trần Thanh Mẫn shared the results of the 14th National Congress of the Communist Party of Vietnam and the celebration of the 80th anniversary of the first general election of the Vietnamese National Assembly. He provided information on the preparations for the 16th National Assembly and People's Council elections at all levels in March 2026, emphasizing that this is a particularly important political event for Vietnam in 2026, a broad political and democratic activity through which every Vietnamese citizen will fully exercise their rights, responsibilities, and obligations to the country.

National Assembly Chairman Trần Thanh Mẫn thanked National Assembly Chairman Saysomphone Phomvihane for informing about Laos' preparations and electoral structure for the upcoming term, expressing confidence in the successful outcome of Laos' 10th National Assembly and 5th People's Council elections.

The two National Assembly Chairmen expressed satisfaction with the strong development of Vietnam-Laos relations across all fields. Regarding cooperation between the two legislative bodies, the two leaders highly appreciated the coordination between the two National Assemblies in publishing the book 50 Years of Relations between the National Assembly of the Socialist Republic of Vietnam and the National Assembly of the Lao People's Democratic Republic, considering it a vivid testament reflecting the comprehensive cooperation history between the two National Assemblies, affirming the correctness and continuity of the leadership and comprehensive cooperation between the two Parties and States, as well as the proactive, creative, and important role of the two National Assemblies in consolidating and developing Vietnam-Laos relations over the past time. They agreed to continue promoting the dissemination of information about the relations between the two countries in general and between the two legislative bodies in particular, especially for the younger generation.

The two National Assembly Chairmen emphasized that frequent visits and exchanges between the leaders and delegates of the two National Assemblies facilitate the exchange of experiences in legislative activities, supreme supervision, and decision-making on important national issues.

Additionally, close coordination at multilateral parliamentary forums, especially within the framework of the IPU and AIPA, has significantly contributed to enhancing the position and prestige of each country, while spreading a common voice for peace, stability, and sustainable development in the region.

The two National Assembly Chairmen proposed that the two legislative bodies continue to closely coordinate and effectively supervise the implementation of high-level agreements; strengthen cooperation between the National Assembly Committees, enhance exchanges among friendship parliamentary groups, female parliamentarians, and young parliamentarians; increase delegation exchanges, including localities and local people's councils, strengthen people-to-people exchanges, border exchanges, and maintain a friendly, cooperative, and developmental border; share information and experiences in organizing and restructuring the apparatus of the National Assembly's agencies.

The two sides agreed on the direction of cooperation between the two National Assemblies in the coming time; tasked the National Assembly's Defense, Security, and Foreign Affairs Committee of Vietnam and the Foreign Affairs Committee of the Lao National Assembly to promptly coordinate in drafting a cooperation memorandum between the two National Assemblies, reporting to the two National Assembly Chairmen as soon as possible. They also agreed to consider signing a new cooperation agreement suitable to the current development situation.

On the occasion of the Year of the Horse, the Lao National Assembly Chairman extended the best wishes to the Vietnamese National Assembly and people, wishing that the great friendship, special solidarity, comprehensive cooperation, and strategic linkage between the two countries will remain evergreen and everlasting.
