In an article published in Pravda (the Truth) newspaper of the Communist Party of the Russian Federation on February 17, Piotr Tsvetov commented that, the title “Several theoretical and practical issues on socialism and the path toward socialism in Viet Nam” clearly reflects the contents of the book.
The book consists of 29 articles and speeches by General Secretary Nguyen Phu Trong, since the preparation of the document of the 13th National Party Congress until now, with a focus on theoretical issues about the building of socialism in Viet Nam; and determining the current tasks of cadres and party members, working in the Government, National Assembly, Fatherland Front, army, police, trade unions, youth organisations and other social organisations.
According to Piotr Tsvetov, General Secretary Nguyen Phu Trong has linked the choice of the Vietnamese people, to follow the path of socialism with the thought and activities of President Ho Chi Minh. Since the 1920s, President Ho Chi Minh concluded that only socialism and communism can thoroughly solve the problem of national independence, bringing about freedom, prosperity and happiness, to all people.

Author Piotr Tsvetov also clearly stated the socialist concept, that the Vietnamese people are striving to build, which is a society with a highly developed economy, based on modern production forces and progressive and appropriate production relations; with an advanced culture imbued with national identity. It is a society in which people have a prosperous, free and happy life, and include conditions for comprehensive development.
According to the author, the leader of the Communist Party of Viet Nam stressed the need to build a society in which development is truly for the people, not solely for profit that exploits and tramples human dignity.
The author also emphasised, that General Secretary Nguyen Phu Trong has a deep belief that the free market of capitalism by itself cannot help solve difficulties, and in many cases even causes serious harm to poor countries; and deepen the contradiction between labour and global capitalism.

Also in his article, author Piotr Tsvetov commented on the current tasks of the Communist Party of Vietnam and the Vietnamese people, on the road to building socialism. That is to step up the industrialisation and modernisation of the country, in association with the development of the knowledge economy; developing a socialist-oriented market economy; building an advanced culture, combined with human development; improving people’s living standards; following the path of progress and social justice; and firmly maintaining national defence and security.
The Party chief also highlighted current problems, that hinder the implementation of the Party's plans. Those are the inadequacies in market management, the gap between the rich and the poor; negative phenomena, such as corruption and wastefulness among cadres and party members, while evil and hostile forces find all means to intervene, destroy, and destabilise the socio-economic situation.
In his article, Piotr Tsvetov also spoke highly of the special contributions made by General Secretary Nguyen Phu Trong, to the formation of the ideological basis of the Communist Party of Viet Nam, noting that the Party chief’s book is a clear confirmation of the serious working spirit of the Party leaders, in order to determine the goals and tasks of party members and the entire Vietnamese nation, on the path to socialism.
